New Zealand’s productivity level remains markedly below the OECD frontier. Insufficient competition is an important contributor to this performance, as the relatively small number of competitors in New Zealand’s small market contributes to market concentration. Ensuring adequate competition policy settings is important for offsetting these geographic handicaps, foster innovation and support higher living standards. This paper reviews the competition landscape and the recent reforms in several concentrated markets and network sectors and provides recommendations for additional sectoral reforms or inquiries. It also provides recommendations for improving the overall regulatory landscape, including the prerogatives of the Commerce Commission and other government regulators and regulations on business entry and conduct. Finally, it addresses the question of competition enforcement in digital markets, where New Zealand faces some of the same challenges that other OECD economies have to tackle.

New Zealand, like other countries, needs to address climate change on two fronts simultaneously. Adapting to a hotter world while meeting its emissions reduction targets. New Zealand will need to become better prepared for more extreme weather that climate change will bring about. Councils will need new sources of revenue to fund the infrastructure that adaptation requires. Maintaining a comprehensive package of private insurance for climate-related losses with sharper premium price signals will also be essential. Developing a long-term energy strategy that weighs up all the main options for reducing emissions, while ensuring security of supply in a hotter world, is also crucial. New Zealand has made important strides to strengthen the policy framework for reducing GHG emissions. An important part of the framework is the New Zealand Emissions Trading Scheme (ETS). However, the ETS should be reviewed with a focus on the treatment of carbon removals through afforestation. New Zealand’s next overall emissions reduction plan should be underpinned by a rigorous and comprehensive cost-benefit comparison of the different emissions reduction options.

The education policy framework and New Zealand’s autonomous school system have many strengths and centres of excellence. New Zealand has a deep pool of highly talented and motivated teaching professionals, but the system is performing below potential. Student achievement is declining and equity is not improving, and outcomes are too variable even in the same school. Many of the support elements are lacking, including a sufficiently detailed curriculum, efficient assessment tools, specialist subject teaching practice and curriculum implementation advice, and initial teacher education tailored to the unique demands the system imposes. The Ministry of Education’s operational capacity was pared back too far. Many improvements can be made without increasing total spending. The Ministry should continue to develop its operational support capacities. The government should better spread best practices, and continue efforts to provide a detailed curriculum, an assessment system and education of teachers and training for boards and principals better informed by data, evaluations, education research and the expertise of the system’s experienced actors.

While means-tested benefits such as minimum income benefits (MIB) and unemployment assistance (UA) are an essential safety net for low-income people and the unemployed, incomplete take-up is the rule rather than the exception. Building on desk research, open-ended surveys and semi-structured interviews, this paper investigates the opportunities and risks of using artificial intelligence (AI) for managing these means-tested benefits. This ranges from providing information to individuals, through determining eligibility based on pre-determined statutory criteria and identifying undue payments, to notifying individuals about their eligibility status. One of the key opportunities of using AI for these purposes is that this may improve the timeliness and take-up of MIB and UA. However, it may also lead to systematically biased eligibility assessments or increase inequalities, amongst others. Finally, the paper explores potential policy directions to help countries seize AI’s opportunities while addressing its risks, when using it for MIB or UA management.

Improving rural development, well-being and maximising the potential in rural areas requires greater horizontal and vertical co-ordination at the national, regional, and local level as well as the mainstreaming of rural issues across all policies. However, taking an integrated approach to rural development - where rural ministries and non-rural ministries coordinate in the development of polices and initiatives - is often very challenging. Rural proofing is a tool to help policy makers overcome this challenge and develop more nuanced rural-friendly policies. It involves making policy decisions based on evidence on rural dynamics available in a timely fashion to enable changes and adjustments. In practice, however, it is a mechanism that has proved complex to design, implement, and sustain. This article explores how more robust rural proofing models can be developed, with health as a focal point. Drawing on lessons from different OECD member countries, it develops a roadmap for more effective rural proofing mechanisms to help embed the practice in the policy space and culture of governments.

After a strong recovery from the pandemic, the New Zealand economy has slowed, with higher interest rates weighing on housing construction, and inflation undermining purchasing power and consumption. Monetary policy has tightened significantly since late 2021 and proved efficient at reining in inflation. Better control of government spending is needed to keep fiscal consolidation on track in the short run and restore fiscal space for ageing-related expenditures and the green transition in the long run. New Zealand also faces an investment gap in addressing the needs of a rapidly growing population.

Improving competition policies and streamlining the regulatory environment would help revive productivity growth and lift living standards in the long run. As highlighted by the recent OECD PISA study, achievement in school education has declined markedly. Inequality remains high and attendance has dropped. There is an urgent need to improve the curriculum, reform teacher education and strengthen support to teachers and schools to deliver better education outcomes. Adapting to climate change will require maintaining high insurance coverage for climate-related losses as well as changes to land-use planning and a comprehensive long-run energy strategy. The green transition needs a more rigorous cost-benefit assessment of emission reduction options.

Given the fast pace of global socio-economic development, more tailored, focused, and localised efforts to strengthen public sector capacity in small island developing states (SIDS) is increasingly important. SIDS have unique vulnerabilities, rich histories and contexts, and strengths that can be harnessed for sustainable development. Development partners need to adapt how they provide capacity-strengthening support, taking individual SIDS’ circumstances and needs into account to better help them achieve their ambitions. This report summarises perspectives from small island developing states (SIDS) on current experiences and opportunities to improve capacity-strengthening support to make it more tailored, impactful, and sustainable. The report uses the broad definition of capacity-strengthening as activities that improve the competencies and abilities of individuals, organisations, and broader formal and informal social structures in a way that boosts organisational performance. It concentrates on public sector capacity, including interactions with other stakeholders across sectors.

The Pensions at a Glance database includes reliable and internationally comparable statistics on public and mandatory and voluntary pensions. It covers 34 OECD countries and aims to cover all G20 countries. Pensions at a Glance reviews and analyses the pension measures enacted or legislated in OECD countries. It provides an in-depth review of the first layer of protection of the elderly, first-tier pensions across countries and provideds a comprehensive selection of pension policy indicators for all OECD and G20 countries.

Gross domestic product (GDP) is the standard measure of the value of final goods and services produced by a country during a period minus the value of imports. This subset of Aggregate National Accounts comprises comprehensive statistics on gross domestic product (GDP) by presenting the three different approaches of its measure of GDP: output based GDP, expenditure based GDP and income based GDP. These three different measures of gross domestic product (GDP) are further detailed by transactions whereby: the output approach includes gross value added at basic prices, taxes less subsidies, statistical discrepancy; the expenditure approach includes domestic demand, gross capital formation, external balance of goods and services; and the income approach includes variables such as compensation of employees, gross operating surplus, taxes and production and imports. Gross domestic product (GDP) data are measured in national currency and are available in current prices, constant prices and per capita starting from 1950 onwards.

 

This dataset comprises statistics on different transactions and balances to get from the GDP to the net lending/borrowing. It includes national disposable income (gross and net), consumption of fixed capital as well as net savings. It also includes transaction components such as net current transfers and net capital transfers. Data are expressed in millions of national currency as well as US dollars and available in both current and constant prices. Data are provided from 1950 onwards.

Pension fund and plan types are classified according to the OECD classification. Three dimensions cover this classification: pension plan type, definition type and contract type.

Subnational governments in Asia and the Pacific are key providers of the public services and infrastructure required to achieve the Sustainable Development Goals. Given this role, it is essential that policymakers and development partners understand and support the effective functioning of multi-level governance structures and subnational government finances across the region.

This joint OECD-ADB report provides a comprehensive overview of subnational governments across Asia and the Pacific. It covers over 467,000 subnational governments from 26 countries, which represent 53% of the world’s population and 40% of global GDP. On average in 2020, subnational governments in the region accounted for 29% of total public expenditure (8.8% of GDP), 35% of total public revenue (8.5% of GDP) and 38% of public investment (2% of GDP).

Harnessing unique data from the 3rd edition of the OECD-UCLG World Observatory on Subnational Government Finance and Investment, the analysis highlights how decentralisation and territorial reforms have reconfigured the structures and finances of subnational governments in the region. It covers a range of topics including fiscal rules, financial management capacity, priority-based budgeting, asset management and the use of public-private partnerships.

This reliable and up-to-date source of OECD quarterly balance of payments and international merchandise trade statistics provides a detailed insight into the most recent trends in trading patterns for OECD countries with the rest of the world. Balance of payments data are presented adjusted for seasonal variations. International trade data are broken down by country. The series shown cover data for the last ten quarters and two years available. This quarterly publication is divided into three parts: I. Balance of payments and international trade, II. International merchandise trade by country and III. International trade by commodity (annual data). The third part is a special topic which changes with each publication.

This reliable source of yearly data covers a wide range of statistics on international trade of OECD countries and provides detailed data in value by commodity and by partner country. The first four volumes each contain the tables for six countries, published in the order in which they become available. The fifth contains seven countries and the sixth volume also includes the OECD country groupings OECD Total and EU28-Extra.

For each country, this publication shows detailed tables relating to the Harmonised System HS 2012 classification, Sections and Divisions (one- and two- digit). Each table presents imports and exports of a given commodity with more than seventy partner countries or country groupings for the most recent five-year period available.

The OECD’s Development Assistance Committee (DAC) conducts peer reviews of individual members once every five to six years. Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. New Zealand is a valued partner in the Pacific where most of its official development assistance (ODA) is delivered. Led by the Ministry of Foreign Affairs and Trade, its commitment to national and regional ownership, efforts to draw on indigenous knowledge and values, and scaled-up climate finance commitments attest to New Zealand’s engagement and relevance. This peer review provides recommendations for New Zealand to make the most of the closer integration of foreign and development policy in the Pacific, reinforce human resources, enable efficient and effective decision making, strengthen transparency, build public understanding of development, foster the linkages between climate-related investments and other priorities, and establish a plan for increasing ODA to deliver on New Zealand’s strategic goals.
