This report assesses and monitors progress in the design and implementation of SME policies in the Latin America and the Caribbean (LAC) region. It was developed as part of the OECD LAC Regional Programme, in co-operation with CAF-Development Bank of Latin America and the Caribbean and the Latin American and Caribbean Economic System (SELA). The 2024 report tracks progress made since 2019 across eight policy dimensions and presents the latest key findings on SME development and related policies. It identifies emerging challenges impacting SMEs in the region and provides recommendations for governments to build a successful SME sector. The 2024 edition, the second in the series, benefits from an updated methodology that analyses SME digital transformation support policies, introduces a green economy pilot dimension, and incorporates a cross-cutting gender approach. This edition extends the coverage by introducing two new countries (Brazil and Paraguay) to the already seven participating countries (Argentina, Chile, Colombia, Ecuador, Mexico, Peru and Uruguay), guaranteeing the inclusion of all members of the Pacific Alliance and Mercosur.

El reporte de 2024 hace un seguimiento de los progresos realizados desde 2019 en ocho dimensiones de política pública y presenta las últimas conclusiones clave sobre el desarrollo de las PyMEs. Identifica los retos emergentes que afectan a las PyME en la región y ofrece recomendaciones a los gobiernos para construir un sector de PyME exitoso. La edición de 2024, la segunda de la serie, se beneficia de una metodología actualizada que analiza las políticas de apoyo a la transformación digital de las PyMEs, introduce una dimensión piloto de economía verde e incorpora un enfoque transversal de género. Esta edición amplía la cobertura introduciendo dos nuevos países (Brasil y Paraguay) a los ya siete países participantes (Argentina, Chile, Colombia, Ecuador, México, Perú y Uruguay), garantizando la inclusión de todos los miembros de la Alianza del Pacífico y Mercosur.

To better address the impacts from climate change, OECD countries are increasingly making climate change adaptation a policy priority. Assessing progress in the implementation of national adaptation policies is a critical step in understanding how adaptation efforts contribute to strengthening climate resilience, and whether they are effective. Experience in policy design and implementation has grown significantly, however measuring progress remains a challenge for countries.

Building on a cross-country survey and country case studies carried out in Chile, Korea, the Slovak Republic and the United Kingdom, this report provides insights into current OECD country practices in measuring climate adaptation. It proposes a framework that can guide countries on what needs to be measured and how, and discusses the role that adaptation indicators and a conducive institutional environment can play in strengthening adaptation measurement.

Improving rural development, well-being and maximising the potential in rural areas requires greater horizontal and vertical co-ordination at the national, regional, and local level as well as the mainstreaming of rural issues across all policies. However, taking an integrated approach to rural development - where rural ministries and non-rural ministries coordinate in the development of polices and initiatives - is often very challenging. Rural proofing is a tool to help policy makers overcome this challenge and develop more nuanced rural-friendly policies. It involves making policy decisions based on evidence on rural dynamics available in a timely fashion to enable changes and adjustments. In practice, however, it is a mechanism that has proved complex to design, implement, and sustain. This article explores how more robust rural proofing models can be developed, with health as a focal point. Drawing on lessons from different OECD member countries, it develops a roadmap for more effective rural proofing mechanisms to help embed the practice in the policy space and culture of governments.

También recomienda mejoras en lo relativo a accesibilidad, competencia y conocimiento del mercado para las autoridades de contratación pública de América Latina, con base en las mejores prácticas y principios relevantes de la OCDE, como la Recomendación de la OCDE sobre Contratación Pública 2015.

This report takes stock of current ICT procurement practices in Chile, Colombia, and Mexico, focusing on vendor neutrality and market engagement in the purchase of personal computers and laptops. It also provides recommendations for improving access, competition, and market knowledge for procurement agencies in Latin America, based on OECD good practices and relevant principles, such as the 2015 OECD Recommendation on Public Procurement.

Lobbying and influence activities are legitimate acts of democratic participation and enable different groups to provide input and expertise to the policymaking process. This report looks at Chile’s existing framework to ensure equity, integrity and transparency in public decision-making processes, and assesses its resilience to the risks of undue influence by special interest groups. The report also explores how to improve transparency and facilitate the disclosure of lobbying and influence activities. Finally, it discusses complementary reforms of the legal framework on integrity and transparency that could help strengthen the lobbying framework.

Este informe examina el marco existente en Chile para garantizar la equidad, la integridad y la transparencia en los procesos de toma de decisiones públicas, y evalúa su nivel de preparación frente a los riesgos de influencia indebida por parte de grupos de intereses especiales. El informe también explora cómo mejorar la transparencia y facilitar la divulgación de las actividades de lobby e influencia. Por último, analiza reformas complementarias del marco jurídico sobre integridad y transparencia que podrían contribuir a reforzar la regulación del lobby.

Chile has made important strides on its environmental agenda in recent years with the passage of the Framework Law on Climate Change, the establishment of the Biodiversity and Protected Areas Service and the ratification of the Escazú Agreement. However, the country has made limited progress in decoupling environmental pressures from economic growth. Greenhouse gas emissions have continued to rise and the country is not on track to reach its legally binding target of net zero by 2050. Chile is well-positioned to achieve its targets for biodiversity, while air pollution remains a serious public health challenge and waste management relies heavily on landfilling. Chile is facing a severe and deepening water crisis that requires concerted action to improve water allocation and water quality, and to strengthen water governance. The review provides 36 recommendations to help Chile improve its environmental performance, with a special focus on water management and policies.

This is the third Environmental Performance Review of Chile. It provides an independent, evidence-based evaluation of the country’s environmental performance since the previous review in 2016.

This dataset contains tax revenue collected by Chile. It provides detailed tax revenues by sector (Supranational, Federal or Central Government, State or Lander Government, Local Government, and Social Security Funds) and by specific tax, such as capital gains, profits and income, property, sales, etc.

The Pensions at a Glance database includes reliable and internationally comparable statistics on public and mandatory and voluntary pensions. It covers 34 OECD countries and aims to cover all G20 countries. Pensions at a Glance reviews and analyses the pension measures enacted or legislated in OECD countries. It provides an in-depth review of the first layer of protection of the elderly, first-tier pensions across countries and provideds a comprehensive selection of pension policy indicators for all OECD and G20 countries.

Gross domestic product (GDP) is the standard measure of the value of final goods and services produced by a country during a period minus the value of imports. This subset of Aggregate National Accounts comprises comprehensive statistics on gross domestic product (GDP) by presenting the three different approaches of its measure of GDP: output based GDP, expenditure based GDP and income based GDP. These three different measures of gross domestic product (GDP) are further detailed by transactions whereby: the output approach includes gross value added at basic prices, taxes less subsidies, statistical discrepancy; the expenditure approach includes domestic demand, gross capital formation, external balance of goods and services; and the income approach includes variables such as compensation of employees, gross operating surplus, taxes and production and imports. Gross domestic product (GDP) data are measured in national currency and are available in current prices, constant prices and per capita starting from 1950 onwards.

 

This dataset comprises statistics on different transactions and balances to get from the GDP to the net lending/borrowing. It includes national disposable income (gross and net), consumption of fixed capital as well as net savings. It also includes transaction components such as net current transfers and net capital transfers. Data are expressed in millions of national currency as well as US dollars and available in both current and constant prices. Data are provided from 1950 onwards.

This dataset comprises statistics pertaining to pensions indicators.It includes indicators such as occupational pension funds’asset as a % of GDP, personal pension funds’ asset as a % of GDP, DC pension plans’assets as a % of total assets. Pension fund and plan types are classified according to the OECD classification. Three dimensions cover this classification: pension plan type, definition type and contract type.
This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

El presente estudio busca analizar y proveer recomendaciones de política para una internacionalización de las regiones de Valparaíso y Magallanes en Chile con el fin de promover un desarrollo inclusivo y sostenible. Si bien las regiones de Valparaíso y Magallanes tienen unas características geográficas, naturales y culturales únicas, estas regiones presentan altas disparidades y en algunas zonas presenta importantesretos a la atractividad internacional.

Antofagasta is a world leader in copper and lithium production, with strategic importance for the global energy transition and for the economic development of Chile. Located in north Chile, Antofagasta is carved by the natural contours of the Atacama Desert and home to diverse Indigenous communities. Despite the wealth brought by mining, communities in Antofagasta lag on a number of well-being dimensions. At the same time, Antofagasta’s mining industry is entering a new phase of development, driven by the expected surge in global demand for its minerals and the imperative to adapt to the green and digital transitions.

Against this backdrop, a new development vision with a long-term strategy is warranted in the region to leverage mining benefits to improve well-being standards and take advantage of the opportunities brought by the digital and green transition in mining. This study presents the diagnosis, rationale and building blocks for a new mining strategy in the region of Antofagasta, Chile that prioritises well-being standards and opportunities for local communities. This medium and long-term strategy aims to create a new pact amongst different societal stakeholders to build trust and unite efforts for more inclusive and sustainable growth in the region.
