Considering the user's other copyright-violating uploads, this file is also unlikely to be "own work". The file already had an online presence before it was uploaded to Commons and https://www.hadaramagazine.com/?p=5797 attributes it to the Sharjah Government Media Burea, which seems a lot more plausible than "Anonymoususer12390". All of these license plates bear two-dimensional designs that appear to have first been published after March 1, 1989. Per COM:HIRTLE, the plates are therefore presumed copyrighted in the United States. As we cannot host copyrighted works absent an explicit free license, we likewise cannot host images of these plates on Commons. All images appear to have as their central focus the copyrighted license plates, so they use the design in a greater-than-de minimis manner. This image was described as PD on the grounds that it was the work product of an employee of the US government in the performance of his official duties. However, even though this image was taken from a USGOV archive, photographer Donald English was not an employee of the US government. Rather, he was a freelancer working for the Desert Sea News Agency. It's possible that the image might be PD for other reasons, but I'm not sure which one would apply here. - I might have misread something but from the French Wikipedia article and https://en.wikipedia.org/wiki/Ateliers et Chantiers de la Loire this one it sounds like the WiAteliers et chantiers de Nantes is the name of the shipyard where the business is located and it was rebuilt in 1961 from what was originally Ateliers et Chantiers de la Loire (a company yes, but also the ship yard). That's why the French article says "The Ateliers et Chantiers de Nantes is a shipyard born in 1961, from the merger of the Ateliers et Chantiers de Bretagne and the Nantes site of the Ateliers et Chantiers de la Loire." - All of these photos were either taken by myself or permission given to me from the original owner to upload and release the rights. As you have mentioned, the state seal dates back to the mid 1800s, so there should be no issues with any plates containing that. To the best of my knowledge and research ability, none of the other plates contain artwork that is copyrighted or trademarked in any way, and there are also no logos that are used on these plates that are copyrighted from organizations. - I agree that we have a valid license as it pertains to the thin copyright afforded to the photograph (if any; see COM:COREL). That being said, we also would need evidence that the various designs used in the background are in the public domain (or freely licensed) to host them on Commons. Creative designs first published on or after March 1, 1989 are copyrighted even if there was no copyright notice at publication and no registration of the copyrighted work; see COM:HIRTLE for more. As the various plates contain designs published more recently than that date, they appear to be copyrighted as a matter of U.S. law. - I know someone that works for the Kansas Department of Revenue, and she is the one that approves these license plate designs before they go into production. - I agree that we have a valid license as it pertains to the thin copyright afforded to the photograph (if any; see COM:COREL). That being said, we also would need evidence that the various designs used in the background are in the public domain (or freely licensed) to host them on Commons. Creative designs first published on or after March 1, 1989 are copyrighted even if there was no copyright notice at publication and no registration of the copyrighted work; see COM:HIRTLE for more. As the various plates contain designs published more recently than that date, they appear to be copyrighted as a matter of U.S. law. Two reasons for deletion:
- the image is stated to be taken from a video with CC license but none can be seen on the video.
- the image captured is actually a photographic within the video. There's no indication that Plus TV Africa took the image displayed in the video, which in turn was screenshot. The image could been licensed by Plus TV Africa for use in the video alone but then not for third party use elsewhere.

I can draw a work of fiction here and if I can make some reasonable claim that it passes COM:SCOPE, then it's valid to stay here (although there are a few editors here who don't accept SCOPE (even though it's policy) and would support deletion anyway – look at past arguments over flags and heraldry).

[edit]These plates contain artwork that is above the threshold of originality in the United States. While Federal Government works are in the public domain in the United States, the same cannot be generally said for works of U.S. States; Nebraska does not broadly dedicate its works to the public domain. All of these license plates bear two-dimensional designs that appear to have first been published after March 1, 1989. Per COM:HIRTLE, the plates are therefore presumed copyrighted in the United States. As we cannot host copyrighted works absent an explicit free license, we likewise cannot host images of these plates on Commons. All images appear to have as their central focus the copyrighted license plates, so they use the design in a greater-than-de minimis manner. As such, these files should be deleted in light of COM:PRP for lacking a valid free license for the copyrighted designs.

The building shown is w:fr:Maison des Hommes et des Techniques, built in 1917 and authored by René Ménard, who died in 1958. As there is no commercial freedom of panorama in France (see COM:FOP France), this architectural work is still under his posthumous copyright and is unfree. Copyright expires on January 1, 2029 (70+1 years after his death), at which point these photos will be restored/undeleted.

- Comment: VRT agent (verify): I've merged all tickets into 2023041010002035. I've been swimming in an Ocean of excuses. It was impossible for me to verify the authorship of any of the files. I.e., the user argues that the metadata "are there", but they're not or indicate the use of a scanner. I'll reject all permissions except for File:Newhaven Yacht Club in 2022.jpg, because I didn't accept it, but @Krd (talk · contribs), obviously in good faith. Nevertheless, I think that the lack of EXIF in the file in this context it's highly suspicious.

- @Ganímedes Thank you for your concise analysis. The uploader's talk page shows a history of a strange attitude towards licencing. I have had, and expressed by DR and other mechanisms, severe doubts about the great majority of their uploads. Your "Ocean of Excuses" was not unexpected.
- The aerial view of the yacht club is a case in point. Unless the uploader has access to an aircraft and has sat in it taking the picture personally they cannot be the copyright owner unless it has been transferred to them by an act of law.
- This DR is probably not the place to deal with the current images that are listed above that have not been deleted are all my photos and I have taken them accordingly. Your accusations based on my past (when I did not understand the rules of uploading photographs) are behind me. So I invite you to stop falsely accusing me of this and move on., but I think it is time for administrative attention. - @Carey3146 That argument is fallacious. It is not a dilemma.
- Not all copyrighted pictures are on the internet. I am sure you know this. It is also pointless to tell us that a helicopter tour exists nearby. What is important, assuming you have not yet done so, is to prove your ownership of the copyright using COM:VRT. The process works to protect both copyright owners and Wikimedia Commons. You have used it successfully in the past. This time a VRT volunteer has expressed doubt. Your job is to seek to remove that doubt, and to do so by use of facts via VRT.

If you do not understand what they have said ask them for clarification. We do not need to confirm the nationality of the photographer, but we check the location, where the photo has been taken (in this case Poland, as shown in the caption on page 127). Otherwise, a tourist could request that the laws of his home country should be applied to his photos. A public domain photo does not get protected by being printed in a foreign country. Deleted: Per the text of the source article at [3], the photographs there were taken by German photographers (and model railway enthusiasts) (Klaus) Kieper, (Lothar) Nickel, and (Helmut) Pochadt on excursions in Poland. There is nothing in the article to suggest that the photos were published in Poland first. So PD-Poland does not apply, and German copyright applies. de:Klaus Kieper died in 2018, Helmut Pochadt must have died in 2010 or 2011 (his obituary is listed in the table of contents here), Lothar Nickel probably died in 1991 (I found an obituary for a Lothar Nickel listed in the TOC of a January 1992 model railroader magazine). Since we don't know which of the three named photographers took this photograph, the file can be restored in 2089, 70 + 1 years after Kieper's death. The licensing information says that the file is licensed under the "Government Open Data License - India", but I'm not convinced an image posted to Twitter, rather than hosted on the government website, would be covered by that. The image was posted to Twitter by the official account of the President of India, but there is nothing I can see there to suggest it might be covered by the GODL license. - Comment Third-party website Alamy attests to the fact that this is in the public domain. Knut Wicksell died in 1926, so if this painting was made during his lifetime it would be {{PD-US}} as being from before 1928. [edit]These plates contain artwork that is above the threshold of originality in the United States. While Federal Government works are in the public domain in the United States, the same cannot be generally said for works of U.S. States; Illinois does not dedicate its works to the public domain. All of these license plates bear designs that appear to have first been published after March 1, 1989. Per COM:HIRTLE, this would make the plates copyrighted in the United States. As we cannot host copyrighted works absent an explicit free license, we likewise cannot host images of these plates on Commons. These files should be deleted as such.

- 1) Can you give me a link to the specific image? I'm not able to find the specific image of lincoln being published in the 19th century.
- 2) I'm going to also go out on a limb and say that the plates that contain the outlines of the buildings in a linear arrangement (i.e. File:Illinois 2017 License Plate V1.jpg, File:Illinois 2017 License Plate V2.jpg, and File:Illinois 2017 License Plate V3.jpg, and File:Illinois 2020-2021 License Plate.png) are probably above COM:TOO USA independently of Lincoln's face.

- @Illegitimate Barrister Anyway, I'm not sure File:Illinois R. of Macedonia plate.jpg could also be so-kept as it's published in North Macedonia ("Republic of Macedonia" in the then era), we need a clarification on TOO status here. At the moment, I would say a little pro- Delete for this one unless TOO requirement in North Macedonia is at least same as US. (PS: Another problem affects this N. - Keep I made the map by myself. I tried to recreate the original one style but just using text and simple shapes to create the line. I did not add elements that could be beyond that threshold like city shields and pictures.
