In my opinion, if you want to keep it properly configured and get all the potential, you should have a dedicated team for it.
They will need to know basics of AD, but also knowledge of the new kind of "objects" that Entra ID has introduced (so maybe some courses/certifications would be usefull).
Powershell skills is a plus (I must say it's almost a "must").

Microsoft Entra ID bridged the gap for our users.

We currently have four information technology staff members who support Microsoft Entra ID. Our helpdesk staff perform most daily Entra ID related tasks, and senior level staff handle more complex tasks as needed. The more complex tasks handled by senior level staff include scripting and configuration of automated jobs.

With very few exceptions, most of our entire IT department have access to Entra ID and assist with the administration of it. The IT Security Team and the IT Service Desk Team do the "heavy lifting" for Entra ID, in regards to daily operations. Entra ID is relatively intuitive and easy to use with minimal skill levels required.

I think if you are comfortable with technology and can teach yourself, you can use it. It is not the most intuitive system out there but the documentation and other resources available make it fairly straight forward to find answers to questions you may have. For more advanced functionality, I think you would need to be much more comfortable with the Microsoft environment and at times Powershell.
