Row over DGPs appointment in Jharkhand

RANCHI: The appointment of Anurag Gupta as the regular Director General of Police (DGP) of Jharkhand has sparked controversy in the state's political circles. BJP state president Babulal Marandi has strongly opposed the decision taken by the Hemant Soren-led government, calling it a violation of a Supreme Court directive. Meanwhile, the ruling Jharkhand Mukti Morcha (JMM) has defended the appointment, stating that several states appoint their DGPs independently. Marandi has urged the Chief Justice of the Jharkhand High Court to take suo-moto cognizance of the matter and order a CBI probe. He alleged that Gupta, an accused in an electoral fraud case who was suspended for a long period and is set to retire in April 2025, was hastily appointed DGP by bypassing the rules. He claimed this was done to extend Guptas service tenure. Calling Gupta the most controversial IPS officer in Jharkhand, Marandi has demanded the cancellation of his appointment and a thorough inquiry into his tenure. He also accused the state government of contempt of court, stating that the Supreme Courts 2006 ruling in the Prakash Singh case mandated that the DGP should be selected from a panel recommended by the Union Public Service Commission (UPSC). However, he alleged that the Hemant Soren government ignored the UPSC process and appointed Gupta, whose name was not on the recommended list. Marandi further accused the government of violating constitutional norms and misusing the police administration for political purposes. He pointed out that the Supreme Court had clearly stated that DGP appointments must follow the UPSC process unless the state enacts a new law. However, the state government, instead of passing an act, created a rule in 2025 and attempted to implement it retrospectively. He questioned how such a rule could come into effect without proper legislation and criticized officials for allowing what he called an illegal process. Row over DGPs appointment in Jharkhand He also accused Chief Minister Hemant Soren of selectively following court rulings, stating that Soren uses High Court remarks to prove his innocence but ignores Supreme Court orders when running the government. In response, JMM has defended the appointment, arguing that it was made through a cabinet decision and cannot be challenged. The party pointed out that many states, including those governed by the BJP, appoint DGPs without UPSC recommendations. They questioned why the Jharkhand government's decision was being criticized while similar appointments in other states went unchallenged. JMM leader Supriyo Bhattacharya dismissed Marandis objections, suggesting that his frustration stemmed from his unfulfilled dream of becoming the Chief Minister. He also reminded Marandi that several significant decisions were made during his own tenure as Jharkhands Chief Minister. The controversy continues as political parties remain at odds over the legality and fairness of Guptas appointment.

Jharkhand to reclaim closed coal mines: CM Hemant Soren on JMMs 53rd foundation day

RANCHI: Chief Minister Hemant Soren, while addressing a gathering at Dhanbad on the occasion of the 53rd foundation day of Jharkhand Mukti Morcha (JMM) on Monday, announced that the state will take control of all closed coal mines in the state to promote regional development. During his speech, Soren strongly criticized the central government for handing over closed coal mines to private entities, asserting that Jharkhand would not allow this at any cost. He emphasized that water, land, and forests in the state belong to the people of Jharkhand and vowed to reclaim closed coal mines where mining operations have already been concluded. If required, he said, the government will introduce new laws to regain control over these lands. The chief minister also said that there are a lot of coal mines that had ceased mining operations but, had still not returned to the state. He further said that Jharkhand's progress depends on the development of its villages, and the well-being of villagers is crucial for the state's growth. To empower women and promote self-reliance, the state government has launched several welfare schemes, including the Maiyya Samman Yojana. According to Soren, Maiyya Samman Yojana, scheme has become a model for other states. He noted that the BJP had included it in its campaign for the Delhi Assembly elections, and similar announcements were being made in Bihar. Expressing disappointment with the Union Budget, Soren said that the state had high expectations but received nothing. He accused that central government for neglecting the state's financial needs. The central government does not talk about grants to states but instead imposes and increases taxes, he said. Earlier on Sunday during foundation day programme in Dumka, the JMM passed 50-point resolution demanding Chief Minister Hemant Soren to reject of CAA, UCC and NRC in Jharkhand. Besides demanding the rejection of CAA, UCC and NRC from Jharkhand , the proposal also demanded strict implementation of the Santhal Pargana Tenancy (SPT) Act and Chotanagpur Tenancy (CNT) Act. Additionally, it urged the establishment of a High Court Bench in Dumka under Section 25(3) of the Bihar State Reorganisation Bill 2000. Notably, this was the first time that JMM observed its foundation day during the daytime in Dhanbad. Since its formation in 1973, by Shibu Soren, Binod Bihari Mahto, and A.K. Roy, the foundation day was traditionally observed during the night, except during the COVID-19 period.

Jharkhand: Complaint against Rahul, Sonia for making derogatory remarks against President Droupadi Murmu

RANCHI: A complaint has been lodged against the leader of the Opposition in Parliament Rahul Gandhi and Rajya Sabha MP Sonia Gandhi at the SC-ST police station in Ranchi for using derogatory remarks against President Droupadi Murmu following her address to the Parliament after the Budget on January 31. After President Murmu addressed the Parliament to open the Budget session, Sonia Gandhi used the phrase poor thing to describe Murmu; she noted that the President seemed to be getting very tired, and said, By the end she could hardly speak, the poor thing. This complaint has been filed by Anjali Lakra, a resident of Namkum in Ranchi. According to Lakra, Sonia Gandhi and Rahul Gandhi insulted President Droupadi Murmu by calling her boring, poor lady and tired under a well-planned conspiracy. President Murmu, who holds the highest post in India, the first civilian of India, the Chief of Army Staff of the three armed forces, was mentally and physically tortured in a planned manner, stated Lakra in her complaint. This insult/torture is an insult/torture to the entire Scheduled Tribe society as well as the entire country, she added. The complainant has requested the police to take appropriate legal action under the Scheduled Castes/Scheduled Tribes Atrocities Act 1989. Land broker murder case: Three business partners arrested

BARIPADA: Bhanjpur police on Monday arrested three land brokers including one from Jharkhand for allegedly abducting and murdering their business partner Salku Marandi of Baripada in Mayurbhanj district. The accused are Amarnath Panda (36) of Baharagora in East Singhbhum district of neighbouring Jharkhand, Darshan Bhunia (53) of Damodarpur in Baripada town and Biren Soren (55) of Chandua. Salku (34), a resident of Damodarpur, had gone missing on January 28 and his body was found in Jamsoli forest within Betnoti police limits on Sunday. Additional SP Deepak Gochhayat said basing on the complaint of Salkus wife, police registered a case and started investigation. After analysing the call detail record of Salku, we found involvement of some of the accused persons in the case. Police raided the houses of Darshan and Biren, and nabbed them. Gochhayat said during interrogation, Darshan revealed that the accused trio along with Salku was involved in real estate business in Baripada and nearby areas. Darshan had borrowed `36 lakh from Salku but was not returning it. When Salku persistently asked for his money back, Darshan hatched a plan with Amarnath and Biren to eliminate him. On January 28, Amarnath came to Baripada in his car and met Darshan who told him that he will pay `36 lakh for the murder of Salku. The next morning, Darshan rang up Salku and asked him to come to a fuel station near Telco chowk at Murgabadi to get his money back, the ASP informed. Accordingly, Salku arrived at the fuel station on his scooter and waited for his business partner. After a few minutes, the three accused arrived in a car and asked Salku to get on the front passenger seat. On the way, the accused sitting at the back strangulated Salku to death. Subsequently, they disposed of his body in Jamsoli forest with the help of their associates, he said. Gochhayat said police took the accused to the forest for crime scene recreation. The trio was produced in court and remanded in judicial custody. Another seven to eight persons involved in the crime are on the run. Efforts are on to nab them and further investigation is underway, he added.

Officials said the state government would provide Rs 1,000 monthly as a travel allowance for girls studying in intermediate and higher education institutions. The aim is to check girls dropout rate in higher education due to the lack of finances to travel to college and higher education centres. The travel allowance scheme will benefit nearly 80,000 undergraduate and postgraduate female students studying in colleges and universities. Ministers from six states to discuss UGC draft rules

BENGALURU: Ministers from six states will participate in the National-level Conference of Higher Education Ministers, being organised by the Government of Karnataka, on Wednesday. The central issue will be the UGC draft regulations, which, according to the ministers, undermine the autonomy of states in managing their higher education systems. These regulations propose central oversight in the appointment of vice-chancellors and other key governance issues related to higher education institutions, a matter that has raised concern among state leaders. The event will see the participation of ministers from Jammu and Kashmir, Himachal Pradesh, Jharkhand, Telangana, Tamil Nadu and Kerala. A minister from New Delhi was also expected, but the leader will not be coming owing to the upcoming elections there. Higher Education Minister Dr MC Sudhakar criticised the UGCs attempts to reduce state control in higher education, arguing that it infringes on the constitutional rights and responsibilities of state governments. Higher education has always been a state subject, and any central intervention that weakens the role of state governments in managing educational affairs is a direct violation of our federal system, he said. Dr Sudhakar also pointed out that regional parties in some states, which are aligned with the NDA (National Democratic Alliance), have already expressed dissatisfaction with the UGC regulations. Many parties like JDU, have voiced their concerns, though they are constrained in their ability to oppose the central government directly due to political alliances. As part of the conference, the ministers plan to adopt a series of resolutions that will be forwarded to the Union government and the UGC, urging them to reconsider the proposed changes, Dr Sudhakar said, adding that if the UGC does not review the changes, the ministers would discuss the next course of action.

RANCHI: Jharkhand Mukti Morcha on its 46th foundation on Sunday, passed a 50-point resolution demanding Chief Minister Hemant Soren to reject of CAA, UCC and NRC in Jharkhand. The programme was attended by party's Executive Pesident and Chief Minister Hemant Soren, his wife Kalpana Soren and brother Basant Soren. This traditional event observed annually on February 2, provides the party a platform to showcase its strength in the tribal stronghold. It holds special significance this year following the party's overwhelming victory in the recent assembly polls. Besides demanding the rejection of CAA, UCC and NRC from Jharkhand, the proposal also demanded strict implementation of Santhal Pargana Tenancy (SPT) Act and Chotanagpur Tenancy (CNT) Act. The proposal also demanded the establishment of a mini secretariat in Sub-capital Dumka, start the Chief Minister's camp office there in a systematic and effective manner besides establishing a transport city here. Apart from that, the demand letter emphasised on giving Dumka the status of a full-fledged sub-capital. In addition to that, a demand was also made to make a clear displacement and rehabilitation policy in Jharkhand nd to give priority to the displaced in jobs along with making arrangements for rehabilitation. Earlier in the afternoon, while attending a programme in Chaibasa, Soren reiterated his commitment to secure rights of the people of Jharkhand and announced new projects worth over Rs 412 crore for the region. The event took place at Gandhi Maidan in Dumka on Sunday night, where the party outlined 50 resolutions, including a demand for stricter enforcement of the Chotanagpur Tenancy (CNT) Act and Santal Pargana Tenancy (SPT) Act. The JMM also urged the central government to clear Rs 1.36 lakh crore in pending dues owed to the state. Jharkhand Police launches 'Chocolate War' to check opium cultivation in state's rural pockets

RANCHI: The Jharkhand Police has adopted a unique initiative to check opium cultivation among the state's rural population, naming it the Chocolate War. Under the initiative, police personnel visit weekly village markets and distribute chocolates in wrappers containing information about the legal repercussions of opium cultivation. Notably, the state's Khunti district is among the worst affected, where opium has become a 'major crop.' Large scale cultivation of opium is done in Arki, Sayko, Murhu and Maranghada aras of Khunti. Apart from Khunti, the districts of Ranchi, Hazaribagh, Latehar, Palamu, and Chatra have also become fertile grounds for the opium mafia. According to police, the opium mafia has been cultivating opium in the 'Maoist-influenced' pockets of Jharkhand, allegedly with the support of villagers and Maoists. Under the aggressive campaign launched under the leadership of DGP Anurag Gupta, the police are not only taking strict action but also adopting measures to raise awareness among villagers about the consequences of cultivating and consuming opium. In the last 20 days, several acres of opium crops have been destroyed across Jharkhand, the police said. This includes more than 3000 acres of crops in Khunti. FIRs are being registered against the owners of these lands and verification of farmers involved in the crop cultivation is also progressing, the police informed. According to Khunti SP Aman Kumar, through the novel initiative, villagers are provided legal aspects of opium cultivation through street plays in the weekly 'haats' (markets). During this campaign, people are given chocolates in the Maranghada market of Khunti and requested to stay away from opium. The chocolate wrapper also has slogans against opium cultivation written on them. Rapid action: Police recover Rs 3.5 crore cash looted from country liquor unit within 24 hours

BHUBANESWAR/BHAWANIPATNA: Kalahandi police seized a whopping Rs 3.51 crore robbed by a band of eight criminals from a country liquor manufacturing unit at Dharamgarh in Kalahandi district late on Thursday night, in what turned out to be one of the largest and swiftest cash recoveries of the recent times by the state police. The out still (OS) liquor outlet at Dharamgarh where the heist took place, is one of the largest country liquor units in the area. All the accused - Tahir Ansari, Hussain Khan, Jasim Khan, Shamim Ansari, Basudev Gope, Pintu alias Alim, Kameshwar Yadav and Anuj Kumar - were nabbed within 24 hours of the crime, DGP YB Khurania told mediapersons in Bhubaneswar on Saturday. The eight were all natives of neighbouring Jharkhand. Anuj, previously employed in the country liquor manufacturing unit, was fired from the job about six months back for his alleged involvement in financial irregularities. Police said it was he who reportedly planned the robbery and involved criminals like Jasim, Tahir and Shamim as well as the four others. In fact, the magnitude of the crime remained under wraps for a day as it was initially reported that a mere Rs 10 lakh was looted by the gang. Only after the recovery, police opened up about the massive loot. Why so much cash was stashed in the OS liquor shop premises is still under investigation. Interestingly, the criminals, in a hurry to flee with the fortune, left two of their accomplices behind who ended up encountering a patrol team and thats how the case unravelled. Investigation revealed the accused had carried out a two-day recce of the unit on January 14. They returned on Wednesday (January 29) in a car and stayed near Titilagarh railway station before arriving at Dharamgarh on Thursday evening at around 9 pm. The looted cash and weapons being displayed by police at Kalahandi on Saturday| Express Police sources said, the gang members parked their car by the highway, about 500 metre to 600 metre from the liquor manufacturing unit, and walked to the OS liquor shop premises where they terrorised the staff by brandishing guns and sharp weapons. The eight then carried the cash-filled bags and reached a field, located between the liquor unit and the highway, where they split into groups. Some of them waited in the car to hoard the cash, a few others kept an eye on the road, while two others - Shamim and Kameshwar - ferried the stolen cash bags to the vehicle. However, in the pitch darkness of the night, the two reportedly missed some bags and got nervous. In the meantime, the staff of the liquor manufacturing unit raised an alarm and anticipating trouble, the six others fled, leaving behind Shamim and Kameshwar, Kalahandi SP Abilash G told The New Indian Express. The duo, compelled to reach the highway on foot, were asking for lift from vehicles when they came across a police patrolling vehicle. Without an inkling, they waved at the cops and their suspicious movement and inability to speak Odia led the police to take them into custody. Interrogation revealed their involvement and teams of at least 11 police districts of Odisha and Jharkhand were formed to apprehend the remaining culprits. As part of the investigation, technical surveillance was used and six others were nabbed from Jharkhand within 24 hours, said the Kalahandi SP. The anti-socials had criminal antecedents and some of them were even convicted by courts in Jharkhand. A gun, live ammunition and a car were seized from them. Police are also probing the source of money and why such a huge amount of cash was kept in the liquor manufacturing unit.

Tiger-occupied area grows by 30% over the last 20 years, study finds

BENGALURU: Not only the number of tigers, but also the area occupied by them has increased in the country, according to a study. The study, Tiger recovery amid people and poverty, published in the journal, Science, released on Friday stated that the tiger-occupied area increased by 30% in the last two decades. The study stated that tigers are now using forest interiors as breeding spaces and are expanding their territory. The area occupied by them has increased annually at the pace of 2,929 sqkm. This is the largest global population occupation, of around 1,38,200 sqkm, said the study adding that tigers persistently continued to occupy human-free and prey-rich protected areas and at the same time colonised proximal connected habitats that are shared with around 60 million people. The study stated that the highest occupancy was recorded in Karnataka, Madhya Pradesh, Uttarakhand and Maharashtra. Interestingly, the 2023 tiger estimate report released in 2023, showed a rise in tiger numbers in these states compared to 2018. The study said, Tigers became extinct or were absent from areas with a legacy of extensive bushmeat consumption or commercial poaching, even when human density was relatively low (such as in Odisha, Chhattisgarh, Jharkhand, Northeastern states and Southeast Asia). Yadvendradev Jhala from Wildlife Institute of India and co-author of the study, said, Tiger-occupied areas increased in states showing prosperity when compared to states where there is poverty and high armed conflict. Though forest areas have not increased, the area occupied by tigers has increased. They have expanded their range and in todays time, around 40% of tigers live in areas close to human habitation.

Muslims not only opened mosques, shrines, and Imambadas for Mahakumbh devotees, but also made arrangements for rest, food, and water for thousands of stranded pilgrims at Khuldabad Subzimandi mosque, Bada Tazia Imambada, Himmatganj Dargah, and Chowk Masjid. These places were made accessible to Hindu devotees returning from the Mahakumbh. Moreover, Hafiz Rajjab mosque in Nakhas Kohna locality and Jama Masjid in Chowk set an example of compassion and amity by providing shelter to over 400 Hindu devotees. Similarly, residents of Muslim localities, including Roshanbagh, Khullabad, Rani Mandi, and Shahganj, opened their homes to devotees. They offered shelter to exhausted pilgrims, served refreshments and food, and organized Bhandaras late into the night. So we decided to open mosques and shrines so that those wandering in search of shelter can rest for a while. Many of us provide shelter to the devotees in our houses. We made arrangements for food and water and also organised Bhandaras. They all were guests in Prayagraj. So we tried out best to take their good care, says Irshad of Nakhas Kohna locality. Masood Ahmad, a teacher by profession in the Chowk area, says Prayagraj has such a huge congregation. That night when it came to helping the needy, we worked jointly. Hindu brothers were performing their religious duties and we were there for them due to humanity. Our main aim was to minimise the trouble for those who had come to Prayagraj from far and wide. We tried to help the elderly reaching station. We only wanted those who have come here should go back with an emotion of humanity, adds Masood. Mahmood of Khullabad says that initially, the saints and seers had announced that Muslims would not be allowed in the mela. Look at the miracle of the nature. Elephant herd tramples farmer to death in Jharkhand

RANCHI: A farmer was trampled to death by a herd of elephants in the Hazaribagh district of Jharkhand. The incident took place at Baheri village under Sadar Block of the district at around 1 am on Friday. The deceased has been identified as Chhotu Mahato, 57, son of Somar Mahato. According to Mukhiya of Baheri Panchayat, Pawan Kumar Yadav the deceased had a temporary house outside the village near his fields and was earning his livelihood by season-based farming. Very often he used to stay in the house near his fields as and when required. On Thursday night, he was with his wife in his house built in the field. All of a sudden at around 12:00 in the night, a herd of elephants entered Chhotu Mahto's fields and also destroyed the house built by him. Out of panic, he started running away from there. Meanwhile, an elephant lifted him with his trunk and knocked him out. Later they also trampled him to death, said the Mukhiya. His wife somehow managed to save her life by hiding herself behind the walls, but Chhotu Mahto died on the spot, he added. The Mukhiya further added that for the last week, a herd of elephants has been roaming around and destroying the standing crops in the region but the Forest Department did not take any concrete action in this regard. Meanwhile, financial assistance of Rs 25000 has been given by the Forest department as an immediate relief to the deceaseds family. The department has also warned the local people to stay away from the herd of elephants. The situation still remains critical as the herd of elephants is still present in the forests and is entering the villages during the night in search of food. The people residing in the region are demanding relief from the terror of elephants from the forest department. According to data available from the forest department, out of the total of 24 districts, 20 districts have elephants, due to which, on average 80 people are killed, while over 150 suffer injuries in man-elephant conflict every year in Jharkhand. Admitting that humans have intruded into the elephant corridor resulting in an increase in man-elephant conflicts in recent years, the state government has launched an elephant tracking app 'Jharkhand Elephant Tracker' which can be downloaded from Play Store. Besides informing people about exact location of the elephants, this app also helps people in making preparations to deal with the menace. An integrated alarm mechanism has also been introduced into the app wherein alarms are sent through SMS and WhatsApp to villagers as soon as an elephant enters within a 5 km radius of their villages.

Several people were killed and many injured in the stampede which took place at around 2 am as crores of pilgrims jostled for space to take the holy dip. Going by eyewitness accounts, one of the reasons for the tragedy was the sudden surge of pilgrims at the Samgam who had gathered at the Maha Kumbh from across the country -- all driven by an obvious desire to take the holy dip at 3 am, the start of the auspicious hour. Many devotees had patiently waited for the auspicious hour. Several of them were sitting on the ground, and some were even lying down near the ghats. The bathing site was barricaded. Past midnight a sudden surge of devotees led to barricades coming apart, and in the melee many people who were sleeping or sitting on the ground were run over, said Madhumita, a devotee from Assam who claimed to have witnessed the tragedy. Badama Devi, an elderly woman from Bihar's Begusarai, broke down while recounting the tragedy, saying she had come to the Maha Kumbh to take the dip at the propitious moment. We knew that this moment would not come again in our lifetime, and that is why we had travelled from so far and waited all this while to be able to take the bath in the Ganga at the auspicious moment, Devi said. Lagta hai Ganga Mai ka ihai manzoor rahan (it seems that mother Ganga willed it so). Ram Sumiran from Palamu, Jharkhand, reflected on the stampede. We were aware that this sacred moment was coming after 144 years. None of us wanted to miss it. Scores of devotees were lying on the ground waiting for the auspicious hour to begin to take the dip. A sudden surge out of nowhere led to a stampede. Many got trampled as crowd pressure escalated after barricades collapsed, he said. Scattered shoes, slippers, and clothes at the site speak about the chaos that unfolded, said Sumiran, who was still in a state of shock. He said that many people waited for long not just for the auspicious hour to take the dip but also to catch a glimpse of Naga sadhus. Before the tragedy, a video of the Prayagraj Divisional Commissioner, Vijay Vishwas Pant urging devotees to take precautions has now gone viral. In the video, Pant is seen advising the devotees against overcrowding the Maha Kumbh bathing area and avoiding lying down in the passage leading to the ghats. In the video, Pant could be heard saying, Get up, get up...take a bath. Many people are expected, and there's a possibility of a stampede. He was seen requesting devotees to prioritize their safety, especially those who had arrived early, suggesting they should quickly vacate the area after the dip. The Triveni Sangam -- the confluence of the Ganga, Yamuna, and Saraswati -- is considered the holiest by Hindus, with a belief that taking a dip in it during the Maha Kumbh and particularly on special bathing dates like Mauni Amavasya washes away people's sins and provides them 'moksha' or salvation. According to data released by the Mela administration, till 2 pm on Wednesday, more than five crore people, including 10 lakh 'Kalpawasis', took the holy dip in the Ganga and the Sangam. Since the start of the Mela, 19. 94 crore devotees have taken a dip in the Ganga. The Maha Kumbh-2025 kicked off on January 13 in Prayagraj and will continue till February 26. The UP government expects a total footfall of around 40 crore pilgrims at the largest spiritual gathering of the world.

Mammoth rail network proposed for mining regions of Sundargarh

ROURKELA: For seamless connectivity and faster movement of freight, the Indian Railways has reportedly chalked out a transformative plan to lay wide network of new rail lines connecting mining belts of Sundargarh and nearby regions with industrial hubs and ports. The upcoming steel corridor to connect the iron ore-rich Koida belt of Sundargarh and Barbil in Keonjhar along with the adjacent West Singhbhum district of Jharkhand envisages to drastically cut freight travel time to Paradip, Dhamra, Gopalpur and Haldia ports and industrial hubs of Rourkela, Kalinganagar, Angul, Jharsuguda and others. In 2024, the proposal for Karampada-Gua line of 24.4 km was sanctioned to connect the triangular mining regions Sundargarh, Keonjhar and West Singhbhum as part of the proposed steel corridor. Member of Zonal Railway Users Consultative Committee and senior BJP leader Ramesh Agarwal said the proposed steel corridor further envisages to lay multiple new rail lines to connect the mining belts with existing operational lines. Key new rail lines under the steel corridor would involve around 181 km of new lines for Sanindpur-Dholtapahar, Barsuan-Nuagaon, Barbil-Bhadrasahi-Banspani and Basuan-Banspani new sections. He said other proposals include Kiriburu-Barbil new line (17.73 km), Dumerta-Bimlagarh (3rd & 4th lines) and Lathikata-Kalunga (20 km) besides track doubling of Bimlagarh-Kiriburu and Bimlagarh-Barsuan sections. Agarwal said the Barkote-Deogarh-Kuchinda-Jharsuguda new line has also been mooted to connect the proposed steel corridor. Work for the Talcher-Bimlagarh new line (149.780 km) is already in progress. Final location survey of most of the proposed lines of the steel corridor have been completed and allocation of necessary funds against these proposals is likely to be made in the upcoming budget. He further said a separate proposal is also in the pipeline for a new line from Sardega in Sundargarh to Bangurkela via Birmitrapur with a length of about 150 km. Besides, proposal for the new Sardega-Sundargarh-Pathalgaon-Ambikapur rail line (128 km) has been finalised. This new route is envisaged for both passenger and freight movement, especially coal.

RANCHI: Villagers on Monday night lynched a suspected Maoist in Latehar. The man, identified as Jharkhand Sangharsh Jan Mukti Morcha (JSJMM) supremo Abhay alias Kishore Nayak, had gone to collect money from a brick kiln in Bari Rampur village. Latehar SP Kumar Gaurav said, The Maoist killed in the already had a criminal history. According to the police, Abhay and six other JSJMM members had gone to collect levy from the brick owners. The extremists had allegedly started beating the owner and the workers. The brick kiln workers got angry and attacked the extremists in retaliation. Realising the gravity of the situation, the Maoists started to run away from spot, firing in the air. But the workers, with support from locals, caught hold of three men while the rest fled the spot, the SP said. According to the villagers, the Maoists had approached the brick kiln owner Dhanlal Oraon of Serak village asking for levy. When he refused to pay the levy, the Maoists attacked him and fled with his bike. When Abhay along with his companions reached Rampur village threatening the brick kiln owners of Kita and Rajwar villages, the villagers surrounded them. The extremists opened fire, but the villagers caught three of them, while the others escaped, said a villager requesting anonymity. The villager added that the three were beaten up badly by the locals. He further said that the police were informed shortly after. The SP said that the police arrived at the spot and admitted the extremists to Chandwa Health Centre after they were rescued from the crowd. While Abhay succumbed to injuries, two others are currently undergoing treatment, added the SP. The SP further added that a pistol and other weapons have been recovered from the spot. Further investigation is on, he said. According to the villagers, JSJMM supremo Abhay alias Kishore Nayak was a resident of Bulahu village under Chandwa police station area. Villagers said that he has been terrorising them for a while. Abahy had been collecting levy from brick kiln owners and contractors in the region, and hence, there was an atmosphere of terror among the villagers in the region, said another villager. He was being troubled by the businessmen, contractors, brick kiln owners and coal traders, he added. Notably, on December 26, Munshi Bal Govind Prasad, who was engaged in bridge construction work near Ulgada under Sadar police station area, was killed by JSJMM supremo Abhay alias Kishore Nayak and Pradeep Ganjhu due to non-payment of levy.

SC rejects Jharkhand governments plea against HC decision quashing rioting case against BJP leaders

In a major relief to many BJP leaders --including Nishikant Dubey, Arjun Munda and Babulal Marandi -- the Supreme Court on Monday in its order rejected the Jharkhand government's appealchallenging the High Court order which quashed rioting cases against them in 2023. We are not inclined to interfere with the August 14, 2024 order of the high court and dismissed the appeal (of Jharkhand govt), a two-judgebench of the apex court, led by Justice Abhay S Oka and Justice Ujjal Bhuyan, in their order, said. The top court passed the order, after hearing an appeal filed by the State of Jharkhand against the Jharkhand High Court's order which quashed a rioting case against Bharatiya Janata Party (BJP) leaders including Member of Parliament (MP) Nishikant Dubey and others. After hearing a coercive argument from the Jharkhand government, which argued to set aside the HC order and initiate the case against the accused persons, the apex court declined it.No case made out to interfere. SLP is dismissed, the top court said. During the hearing, the Jharkhand government said despite prohibitory orders under section 144 of the CrPC in place, the accused persons allegedly held a protest that turned violent and several people, including administrative officials, were injured. The High Court erred in its finding and said they have the right to protest. Thereby the apex court should pass appropriate directions and orders against the accused, the Jharkhand government said. The apex court did not find any merit in the arguments of the Jharkhand and it questioned the tendency of authorities to issue orders imposing restrictions under Section 144 CrPC (Code of Criminal Procedure) to curb public demonstrations. There is a tendency that because there is a protest, therefore 144 (CrPC) order is issued. This will send the wrong signal. What is the necessity of issuing 144 if somebody wants to hold a demonstration? All this happens because 144 is being misused, the top court said. In 2023, the police had registered a case against the BJP leaders, alleging that the accused persons had illegally organised a protest against the Jharkhand government near Project Bhawan despite passing enforcement of restrictions under Section 144 CrPC. The High Court, while quashing the charges, in its order, held that there were no specific allegations against the BJP leaders related to breaking barricades or throwing stones and water bottles.

Giridih: A woman was killed and six others were injured in an explosion at a house in Jharkhand's Giridih district early on Monday, police said. The blast occurred around 1.30 am after a fire broke out at the house in the Sheetalpur locality under the jurisdiction of the Mufassil Police Station. Giridih Superintendent of Police (SP) Bimal Kumar told PTI that a fire broke out in the house, and the blast was powerful, damaging the roof and walls of the house. The investigation is underway to ascertain the cause of the explosion, the SP said. Mufassil Police Station in-charge Shyam Kishore Mahto said the blast took place at the home of one Umesh Das. His mother-in-law was killed in the explosion, while his wife, children, and father-in-law sustained injuries, the officer said. The injured were referred to Ranchi's RIMS hospital for further medical treatment, he added.

RANCHI: A woman died and six others were injured after the roof of the house collapsed in an explosion at Sheetalpur in Giridihearly in the wee hours on Monday. The deceased has been identified as Bednati Devi. The injured include Umesh Das, his wife Sabita Devi, their sons Sandeep and Sunny, daughter Lakshmi, and father-in-law. According to local resident Sunil Paswan, the blast was so intense that the walls of the house were damaged, and the roof was blown into the air. Paswan speculated that an old land dispute involving the house owner, Umesh Das, might be connected to the incident, though this has yet to be confirmed. Officer-in-charge of Mufassil police station, Shyam Kishore Mahto said, A fire broke out following the blast, which also caused a wall of the house to collapse. A woman died on the spot, and six others were seriously injured. The injured were initially taken to Sadar hospital for treatment. After receiving first aid, they were referred to a hospital in Dhanbad and later transferred to RIMS for advanced medical care. Mahto further said that the reason for the explosion is still unclear, and an FSL (Forensic Science Laboratory) team has been dispatched to the site for further investigation. The case remains under scrutiny, and authorities are working to determine the exact cause of the blast.

Chief Minister Himanta Biswa Sarma hoisted the national flag in Dibrugarh and said the district headquarters will be developed as the second capital of the state within the next three years. In his Republic Day address in Hyderabad, Telangana Governor Jishnu Dev Verma said the state aims to position itself as a global hub for technology and innovation. Visakhapatnam: Home minister Vangalapudi Anitha visited the Juvenile Girls home in Visakhapatnam on Saturday to address recent concerns regarding the welfare of the girls residing there. This visit follows the circulation of videos that sparked public interest and concern about the conditions within the facility. During her media briefing, she stated that five individuals caused a stir because they wanted to return home. Out of them, four have already been handed over to their respective families, while one remains at the facility due to the ongoing court-related processes. The minister revealed that the home currently houses 56 girls from approximately 14 different districts, including individuals from Jharkhand and Raipur. She acknowledged that some of the girls have experienced severe mental health challenges. She emphasised the homes commitment to girls rehabilitation, highlighting comprehensive support systems including psychiatric counselling, educational opportunities through open school, college courses and vocational training in skills like singing and beautician work. The home minister explained that the girls are often rescued by the Child Welfare Committee (CWC) after girls are found in vulnerable situations, such as at bus stations or on the streets. She assured that psychiatric care and counselling are available, particularly for those involved in sensitive legal cases under the POCSO Act. Approximately 15 staff members are dedicated to their care and rehabilitation. Addressing concerns about isolation, the minister coordinated with the collector and the medical officials to ensure that necessary medical visits occur within the juvenile home rather than transferring girls to mental health facilities. Bihar teenagers force Madarsa students to chant 'Jai Shri Ram', triggers tension

PATNA: A group of teenagers in Bihar's Banka district forced Madarsa students to chant 'Jai Shri Ram', triggering tension in the area. The police have since initiated action against the offenders. The incident took place when students of Masjid Barahat Madarsa were playing in a field near the Madarsa at around 3 pm on Thursday. The students were assaulted, asked to chant 'Jai Shri Ram', and threatened with dire consequences if they didn't follow their diktats. The students later succumbed to the pressure and chanted 'Jai Shri Ram'. The offenders, stated to be four in number, also made a video of the entire incident and allowed the students of the Madarsa to go only after they chanted 'Jai Shri Ram'. In the viral video, offenders can be heard asking the students to chant 'Jai Shri Ram' at the top of their voices. The offenders later said, Now you have become Hindus and are free. Now nobody can do anything wrong to you. While three of the named accused belonged to Barhat village, the fourth one is a native of neighbouring Deoghar in Jharkhand and had come to his relative's house. When contacted, Banka Superintendent of Police Upendra Nath Verma said that four juveniles have been detained for interrogation in connection with the incident. Earlier, a complaint was lodged by the chief maulvi of the Madarsa in connection with the incident. The accused have been booked under sections 126(2), 115(2), 196, 299, 351(2), and 352/3(5) of Bharatiya Nyaya Sanhita (BNS). The accused were later produced before a juvenile justice board, which remanded them in judicial custody for 14 days.

Centre invites 250 ASHAs for Republic Day ceremony

NEW DELHI: Around 250 ASHA workers or Accredited Social Health Activists, who form the backbone of Indias health schemes, are special guests at the 76th Republic Day Ceremony on Sunday. To commemorate the outstanding contributions of ASHA, the central government has invited around 250 ASHA along with their spouses from various states as special guests to the Republic Day Ceremony. The ASHAs are among the 10,000 special invitees, who will be witnessing the Republic Day Parade at Kartavya Path on January 26. The invitees include school students as well. Interacting with the ASHAs at an event here Saturday, the Union Health Secretary Punya Salila Srivastava said that ASHAs are the backbone of health schemes in the country. Appreciating their immense contribution to the society, she highlighted that notable success in the TB elimination mission is significantly attributed to the grassroots level work done by the ASHAs. The invites to ASHAs as special guests at the Republic Day parade not only uplifts the morale of these dedicated health workers but also underscores the value of their contributions, acknowledging their essential role. It highlights the significance of their work in advancing public health across India, reinforcing the vital impact they have in improving healthcare access and outcomes, according to a Union Health Ministry statement. Srivastava also described ASHA, whose work was recognised by the World Health Organisation (WHO) in 2022, as a display of Indias Nari Shakti. Some of the ASHAs had come from remote areas and for some it was the first visit to the national capital. There are currently over 10.29 lakh ASHAs, who serve as the first point of contact in India's healthcare system, acting as a crucial link between communities and essential health services. They play a pivotal role in various government health initiatives, such as maternal and child healthcare, promoting immunisation, and supporting the National Tuberculosis Elimination Program. ASHAs are also instrumental in addressing the growing burden of non-communicable diseases and contribute to a wide range of other national health programs. Through their efforts, they are saving countless lives and ensuring that critical health interventions reach those in need, particularly in remote and underserved areas, the statement said. The ASHAs will also get a chance to visit Delhis iconic landmarks. They will visit the National War Memorial at Kartavya Path with a stop at India Gate allowing them to pay homage to the nation's martyrs and will witness the 76th Republic Day parade on Sunday. Apart from the ASHAs, as many as 100 children, who are winners of Veer Gatha 4.0, a joint initiative by the Ministry of Defence and Ministry of Education as part of Republic Day celebrations, will also be part of the celebrations. Of the total 100 winners, 66 are girls. The winners on Saturday were felicitated by Union Defence Minister Rajnath Singh and Union Education Minister Dharmendra Pradhan. According to the Union Education Ministry, for the first time, three government school band teams will perform in the Republic Day Parade. School bands from Jharkhand, Sikkim, and Karnataka will perform at the parade in Vijay Chowk. NMC remains silent on action against 198 medical colleges for stipend violations

NEW DELHI: The National Medical Commission (NMC) has refused to share the action it has taken against 198 medical colleges and institutions that have not paid stipends to undergraduate interns, postgraduate residents, and senior residents. Interestingly, the NMC issued show-cause notices to these 198 government and private medical colleges and institutions last November, which this paper first reported, for non-submission of the details of stipends paid to undergraduate interns, PG residents, and senior residents or PGs in super-speciality colleges and institutions. The majority of medical colleges and institutions violating the norms are in Telangana, Rajasthan, Karnataka, Maharashtra, Tamil Nadu, and Kerala. In an RTI reply, when asked what action it had taken against them, the NMC stated that ... as per available information, the matter is sub judice. Speaking with this paper, Kerala-based RTI activist Dr. K. V. Babu said, The NMC has a track record of shielding private medical colleges, which are not complying with the NMC regulations regarding stipends for interns/PGs. Otherwise, how can they stonewall an RTI application about stipends paid to interns and PGs by invoking sub judice issues? Why did they disclose the show-cause notice issued to 198 medical colleges on their website if it was sub judice? How will disclosing the stipend paid to interns and PGs affect the court proceedings? Even otherwise, the NMC itself has instructed the medical colleges to upload the details of stipends paid during the 2025 academic year onwards, he added. Dr. Babu had filed an RTI on December 12, 2024, seeking details of the stipends submitted by 115 government medical colleges and 83 private medical colleges based on the show-cause notice issued by the NMC on November 28, 2024; action taken based on the notice and colleges replies; and file notings. In its reply on January 13, the NMC stated, The matter has been transferred to the legal section UGMEB, NMC, and as per available information, the matter is sub judice. The Undergraduate Medical Education Board (UGMEB) determines standards of medical education at the undergraduate level. The NMC listed the names of the institutions on its website, including Delhis Maulana Azad Medical College, Atal Bihari Vajpayee Institute of Medical Sciences, and Dr. RML Hospital, only after the Supreme Court ordered them to submit the details of the stipends paid to the medical interns and residents. Dr. Babu, who also filed an RTI in 2023 on this matter, said, In an RTI response in 2023, they refused to share the details of college managements, which took back the stipend paid to 1,228 PGs, invoking third-party information. To date, there is nothing in the public domain about any action taken against those colleges. In a letter dated November 28 last year, NMC Secretary Dr. B. Srinivas said that the defaulting medical colleges are directed to furnish the data relating to payment of stipends during 2023-24 on the dedicated email ID [email protected] immediately and within the next 3 days from the issue of this show-cause notice. In its show-cause notice, the NMC asked, Why should penal action not be taken against them for failing to submit the information/details of the stipend paid? As many as 12 government medical colleges and institutions in Telangana and Rajasthan failed to submit the details of stipends. This was followed by states like Maharashtra (11), Karnataka (10), Tamil Nadu and Kerala (6 each), Jammu and Kashmir (5), and Bihar, Delhi, Haryana, and Jharkhand (4 each). Similarly, the maximum number of violators among private medical colleges and institutions was from Telangana. As many as 13 such institutes failed to submit information on paid stipends to these interns and residents. It is followed by Karnataka (10), Maharashtra (9), Tamil Nadu (8), Uttar Pradesh (8), Gujarat (7), Andhra Pradesh (6), and Kerala (4). Many resident doctors' associations, including FAIMA and FORDA, have raised the matter of medical colleges and institutions not paying interns and residents stipends despite making them work around the clock. After the NHRC asked the NMC, they surveyed to ascertain the amount paid to UG/PG students in 2023. The survey showed that of the over 7,000 PG students, 2,000 did not receive stipends, most of whom were from private colleges. Following the survey findings, the NMC warned these private medical colleges that action would be taken against them if they failed to pay their wages. The NHRC had asked the NMC to deregister the private medical colleges, which refused to clear the arrears of interns from July 1, 2021. But this time, too, the NMC refused to disclose details of what action they had taken. Not just a stipend, but there is also a disparity in the amount given to these interns and residents. The stipend for PG students varies from one state medical hospital to another. It ranges from Rs. 45,000 to Rs. 95,000. However, private medical colleges and hospitals pay PG students even less than Rs. 25,000; some pay them in instalments. Various resident doctors' associations have raised this matter time and time again.

Elephant on the hunt for food dies after falling into a well in Jharkhand's Bokaro village

RANCHI: An elephant that entered a village in Bokaro searching for food died of suffocation after falling into a narrow well late on Thursday night. According to locals, the elephant entered Talo village on Thursday night in search of crops to eat but fell into the well due to the darkness. The villagers discovered the elephant lying dead later in the night and informed forest officials, they said. District Forest Officer (DFO) Rajneesh Kumar stated that the elephant was not with the herd and had wandered alone in the forest near the village. Exact reasons for its separation from the herd cannot be confirmed, but elephants have a tendency to remain in one place while one member, most likely the leader, ventures out to search for food, said the DFO. He added that if the parapet wall of the well had been a little higher, the elephant might not have fallen into it. The DFO said a crane was brought in to pull the elephant out of the well. Notably, due to a lack of food in the forests, elephants often enter villages in search of sustenance and destroy standing crops in the fields. According to officials, the dead elephant was the leader of a herd of 40 elephants and had entered the village ahead of the herd in search of food. Data from the forest department shows that out of the 24 districts in Jharkhand, 20 have elephants. As a result, an average of 80 people are killed and over 150 are injured annually in man-elephant conflicts in the state. Admitting that humans have encroached on elephant corridors, leading to an increase in man-elephant conflicts in recent years, the state government has launched an elephant tracking app. This app, which can be downloaded from the Play Store by searching Jharkhand Elephant Tracker, provides updates on the location of elephants. Notably, The New Indian Express was the first to report that Jharkhand forest officials were developing an app to regularly update people about elephant locations. In addition to providing the exact location of elephants, the app helps villagers prepare to deal with the threat. An integrated alarm mechanism has also been introduced, sending alerts via SMS and WhatsApp as soon as an elephant enters within a 5 km radius of their villages.

CBI busts Rs 350 crore crypto ponzi scam; conducts raids across 10 locations in seven states

NEW DELHI: In a major crackdown against the crypto ponzi scheme scam, the Central Bureau of Investigation (CBI) on Friday conducted raids at 10 locations across seven states and UTs leading to the recovery of cash worth Rs 34 lakh and digital assets of US$ 38,414 approximately in the cryptocurrency wallets, officials said. Before launching the raids the agency registered an FIR against seven accused in the case involving a scam worth Rs 350 crore, they said. A senior CBI official said, The accused persons were allegedly running seven separate modules based in the cities of Delhi, Hazaribag (Jharkhand), Bathinda (Punjab), Ratlam (Madhya Pradesh), Valsad (Gujarat), Pudukkottai (Tamil Nadu) and Chittorgarh (Rajasthan), taking money from gullible investors promising investments in cryptocurrencies. He said, These ponzi schemes were being promoted through multiple social media groups. An analysis of bank account transactions and cryptocurrency wallets has revealed that the illegal proceeds from these schemes were being converted into cryptocurrencies to make their origin obscure. In the FIR the CBI has alleged that the accused had conducted transactions of over Rs 350 crore in these schemes, the officials said, adding that agency sleuths in different teams swooped down at locations in Delhi, Jharkhand, Punjab, Madhya Pradesh, Gujarat, Tamil Nadu and Rajasthan. During the searches, the officials said, the raiding teams seized digital virtual assets totalling US$ 38,414 (approximately) in the cryptocurrency wallets of the accused persons, which had been digitally secured for investigation. The searches resulted in the recovery of cash amounting to Rs 34.2 lakh (approx), along with significant digital evidence, including seven mobile phones, one laptop, one tablet, three hard disks, 10 pen drives, memory cards, SIM cards, ATM/debit cards, email accounts, and several incriminating documents, the official said. The CBI in its probe has also uncovered multiple bank accounts and Virtual Digital Asset (VDA) wallets with cryptocurrency exchanges, including CoinDCX, WazirX, Zebpay, and BitBns, held by the accused members. According to the FIR, the case has been registered under Indian Penal Code section 120-B (criminal conspiracy), read with Section 420 (cheating) and Section 66D of the Information Technology Act, 2000, because it was part of an ongoing investigation that predated the introduction of three new criminal laws last year, the officials said. In the FIR the CBI said, It was alleged that accused persons, acting in criminal conspiracy, have been actively floating various ponzi and fraudulent schemes, promising high returns based on cryptocurrency investments. They are also accused of promoting, promising, and disseminating false and deceptive information to entice investors into these unregulated deposit schemes, which operate without requisite approvals from regulatory authorities such as the Reserve Bank of India (RBI).
