Staff Profiles 

Mr. Riad Ali, CPA - City Auditor

Mr. Ali has a diverse background, having worked in public accounting and internal auditing and most recently served as the Assistant Inspector General at the Broward Office of the Inspector General in South Florida. During his nearly 10-year tenure at the Broward Office of the Inspector General, Mr. Ali was responsible for establishing and supervising the audit section, overseeing the contract/procurement oversight section, and managing financial and procurement investigations. He holds a bachelor's degree and a master's degree in accounting from Florida International University and is both a Certified Public Accountant (CPA) and a Certified Inspector General Auditor (CIGA).

Ms. Yolanda L. McCoy, CIA, CGAP, CFE - Deputy City Auditor

Ms. McCoy has over 20 years of experience in governmental internal auditing. She started at the City Auditor's Office in December 2000 as an Auditor and now serves as the Deputy City Auditor. Yolanda earned her Bachelor's degree in Accounting from Virginia Union University. She is certified as both a Certified Internal Auditor and a Certified Government Auditing Professional.

Mr. William “Bret” Lewis, CPA, CFE, MBA – Deputy City Auditor

Mr. Lewis is a Certified Public Accountant (CPA) with over 10 years of government accounting and internal control experience, including 5 years of local government auditing. He also serves as the membership chairman of the Virginia Local Government Auditors Association (VLGAA). Mr. Lewis received his B.S. in Accounting and Masters in Business Administration from Longwood University. Prior to joining the City Auditor’s Office, he worked as an Accountant in the Controller’s Office at Virginia Commonwealth University.

Mr. Isaac “Rob” Brooks, CISA - Information Technology Audit Manager

Mr. Brooks has accumulated over 20 years of experience in information technology and audit. As a Certified Information Systems Auditor (CISA), he has collaborated with organizations to strengthen internal controls and safeguard technology infrastructure. Mr. Brooks holds a Bachelor of Science in Computer Information Systems from Longwood University and a Master of Business Administration degree from the University of Maryland University College.

Ms. Rochelle Carter - Management Analyst / Office Manager

Ms. Carter has more than 30 years of administrative and accounting experience. Before joining the city of Richmond in 2007, she worked at Henrico County Public Utilities, Hanover County Treasurer's Office, and as a Cost Control Assistant in the private sector. Currently, Ms. Carter is an Associate member of the Association of Certified Fraud Examiners.

Ms. Toni Noel, MPA – Senior Auditor

Ms. Noel has more than 16 years of experience working in local government, assessing business and personal property taxes. She earned her B.A. in Political Science and a Masters in Public Administration from Virginia Commonwealth University. Before joining the City Auditor's Office, she held the position of Senior Business Tax Assessment Team Leader for Chesterfield County.

Ms. Leigh Ann Castro, CGAP - Senior Auditor

Ms. Castro has more than five years of government auditing experience with the State of Louisiana. She earned her B.A. in Sociology with a minor in Business Administration from Louisiana State University. Before joining the City Auditor’s Office, she worked as an Auditor with the Louisiana Department of Transportation & Development. Ms. Castro is a Certified Government Auditing Professional and is currently working towards her Certified Internal Auditor designation.

Ms. Jennifer Harvell, CSSGB, MBA - Senior Auditor

Ms. Harvell has over 15 years of auditing experience. She earned her B.S. degree from the University of North Carolina at Wilmington and a Masters in Business Administration from Colorado Technical University. She also holds a Certified Six Sigma Green Belt in lean processing and quality improvement. Before joining the City Auditor’s Office, she held various municipal leadership roles in Texas.

Mr. Zachary Brown - Senior Auditor

Mr. Brown has more than 13 years of experience working in local government compliance and assessment. He earned his B.A. from Virginia Commonwealth University. Before joining the City Auditor's Office, he was a Senior Tax Compliance Manager with the City of Richmond Department of Finance. Prior to that role, he served as a senior consultant to over 40 localities within the Commonwealth with Taxing Authority Consulting Services.

Ms. Chassidy Comer - Senior Auditor

Ms. Comer has six years of experience in government auditing. Before her current position, she worked for the State of Virginia. Ms. Comer obtained her B.S. Degree from Virginia Commonwealth University, majoring in Accounting and minoring in Chemistry. She is currently working towards her Certified Information Systems Auditor (CISA) certification.

Ms. Eunice Carter - Senior Auditor

Ms. Carter worked for the Commonwealth of Virginia for over 20 years. She has worked for the Department of Corrections, the Office of the State Inspector General, the Department of Environmental Quality, and the Department of Historic Resources, holding roles as a Senior Auditor, Audit Manager, and Director of Administrative Services. Ms. Carter had the unique opportunity to be one of the charter members of the Commonwealth’s Office of the State Inspector General.  Ms. Carter received her Bachelor of Science and Master of Science Degrees in Accounting from Strayer University. She is a Certified Inspector General Auditor (CIGA), and a Virginia Contracting Associate (VCA).

Ms. Tram Anh Nguyen - Senior Auditor

Ms. Nguyen is a Certified Public Accountant (CPA) with 12 years of experience in government and internal auditing, including over 9 years of experience in state government auditing. She earned her B.A. in Accounting and Finance at the University of Alaska Anchorage. Prior to joining the City Auditor's Office, she worked as a Senior Auditor for a global corporation.

Ms. Selma Thomas - Auditor

Before joining the City of Richmond's Office of the City Auditor, Ms. Thomas worked for over 5 years in local government, where she assessed business license taxes and vehicle personal property taxes. Prior to that, she worked with RRHA as an Accounts Receivable Accountant and also volunteered with the Red Cross as a part-time Financial Statistical Analyst. Ms. Thomas also has over 15 years of experience working at PFPC Financial Services as a Senior Mutual Fund Investment Accountant in Wilmington, DE. She obtained her B.S. Degree in Business Administration and Accounting from Delaware State University.
