2025 Harley-Davidson Pan America 1250 ST, Street Glide Ultra Confirmed
CVO and Revolution Max models also confirmed for Jan. 23 reveal
We are days away from Harley-Davidson’s next 2025 model presentation, but Motorcycle.com has obtained a list of the models that will be part of the January 23 announcement. The list confirms several models we’ve previously reported about, including the 2025 Softail range and a Street Glide Ultra, plus one we hadn’t – new Pan America 1250 ST. The list also includes the 2025 Revolution Max models and four CVO models.

The list comes via a vehicle identification number decoder from Harley-Davidson released by the U.S. National Highway Traffic Safety Administration. The document is titled “2025 Model Year 1-23 Launch,” which pretty much confirms they will all be announced this week.
The 2025 Softail lineup will consist of the Heritage Classic, Fat Boy, Breakout, Street Bob, Low Rider S and Low Rider ST, confirming our earlier reporting. The VIN decoder reveals the Softail lineup will all be powered by some version of the Milwaukee-Eight 117 (1,923cc) engine. That means that the 107 and 114 versions of the Milwaukee-Eight are being phased out of the Softail lineup. The Milwaukee-Eight 114 still lives on in Harley-Davidson’s police bikes and the Road King Special.
As we previously reported, the Low Rider S and ST will be powered by a High Output version of the M-8 117, with the VIN decoder listing an output of 114 horsepower. The Fat Boy and Breakout are listed with an output of 104 hp while the Heritage Classic and Street Bob are shown with a 98-hp output.
The four 2025 Custom Vehicle Operations models listed are the same as last year: the CVO Pan America, CVO Street Glide, CVO Road Glide, and CVO Road Glide ST (2024 model pictured below). The VIN codes do not suggest the CVO models received any significant changes, though we do expect new paint schemes for 2025.
Moving on to the Revolution Max models, the Sportster S, Nightster and Nightster Special are returning, while the Pan America Special will be joined by a new Pan America 1250 ST (RA1250ST). The VIN decoder lists an output of 149 hp, or 1 less than the Pan America Special, but provides no other detail. We suspect the ST will be a more street-focused variant, perhaps with a 17-inch front wheel, in the same vein as the BMW S 1000 XR, Ducati Multistrada V4 Pikes Peak/V4 RS, and other potential competitors. Harley-Davidson may also draw elements from the modified Pan Americas currently used in the Super Hooligan National Championship.
The VIN decoder also lists a FLHXU model, and officially confirms it will be called the Street Glide Ultra. We expect the Street Glide Ultra to be the first full-dress tourer on the new touring platform, with lower fairings and a Tour-Pak combination trunk and passenger backrest. The FLHXU will be powered by the same engine as the regular Street Glide and Road Glide, with the decoder listing an output of 105 hp.
Rounding out the list is the 2025 X350RA, a Harley-Davidson-branded model produced by QJ Motors for use in the Riding Academy.
The VIN decoder does not mention a FLSTFI model that we previously reported appearing in Australian homologation filings. Its absence from this list indicates it will be announced at a later date, which leads credence to our theory that it will be this year’s Icon model celebrating the 35th anniversary of the Fat Boy.

The lean angle of the pan am st makes it useless for it's intended purpose. 37 degrees for a sport tourer? Maybe that's a typo on their website. The original pan am is 42.
