The Wisconsin National Guard consists of the Wisconsin Army National Guard and the Wisconsin Air National Guard. It is a part of the Government of Wisconsin under the control of the Wisconsin Department of Military Affairs. The Wisconsin National Guard dates back to 1848 when it was commissioned by the State as the "Wisconsin State Militia". In 1879, the organization's name was changed to its current title.
The adjutant general is Major General Paul E. Knapp. [2] Knapp assumed command from interim Adjutants General Brigadier General Joane K. Mathews and Brigadier General Gary L. Ebben. [3] Ebben took command from Major General Donald P. Dunbar following the latter's resignation after a federal report found he had "willfully ignored sexual assault allegations" in the Wisconsin National Guard. [4] Prior to the change in command, Ebben was the Deputy Adjutant for the Wisconsin Air National Guard. He continued this role concurrently with the interim position. [5] Major General Dunbar had been the state adjutant general since 2007.
The Army National Guard (ARNG), in conjunction with the Air National Guard, is an organized militia force and a federal military reserve force of the United States Army. They are simultaneously part of two different organizations: the ARNG of each state, most territories, and the District of Columbia, as well as the federal ARNG, as part of the National Guard as a whole. It is divided into subordinate units stationed in each state or insular area, responsible to their respective governors or other head-of-government.
The New Jersey Army National Guard consists of more than 6,000 Citizen-Soldiers. The New Jersey Army National Guard is currently engaged in multiple worldwide and homeland missions. Units have deployed to Iraq, Guantanamo Bay, Afghanistan, Germany, Kosovo, Kuwait, Qatar, Bahrain, and Egypt. The Guard has also deployed to help with the recovery from Hurricane Irma in Texas and the U.S. Virgin Islands, Hurricane Maria in Florida and Puerto Rico, and Hurricane Katrina in New Orleans.
The Connecticut Military Department is a state agency of the government of Connecticut. Its primary components are the Connecticut Army National Guard, the Connecticut Air National Guard, and four companies of the state militia. The Military Department of the State of Connecticut traces its origins to May 11, 1637, when the "General Courts" established a military arm of the provincial government. In 1939, the State's Military Department was established to consolidate the offices of Adjutant General, Quartermaster General, Armory Board, and Armory Board Inspector.
The Pennsylvania National Guard is one of the oldest and largest National Guards in the United States Department of Defense. It traces its roots to 1747 when Benjamin Franklin established the Associators in Philadelphia.
The Vermont National Guard is composed of the Vermont Army National Guard and the Vermont Air National Guard. Together, they are collectively known as the Green Mountain Boys. Both units use the original Revolutionary War-era Flag of the Green Mountain Boys as their banner. In 2009, they had 2,600 members.
The Wisconsin Army National Guard ("Guard") has dual state and federal roles, and is jointly funded and maintained by both governments. Its federal mission is to provide trained units to the United States Army in time of war or national emergency. Its state mission is to help civil authorities protect life and property and preserve peace, order, and public safety in times of natural or human-caused emergencies. The governor, who is the commander in chief of the Guard when it is not activated for federal service, appoints the adjutant general who directs the Wisconsin Department of Military Affairs, of which the Guard is a part. Members of the National Guard are typically part-time soldiers who attend unit drills one weekend per month and serve a two-week annual tour of active duty. All officers and enlisted personnel must meet the same physical, education, and other eligibility requirements as members of the active-duty services.
The Wyoming Military Department is part of the Government of Wyoming. Its primary components are the Wyoming Army National Guard, and the Wyoming Air National Guard.
The Kansas Army National Guard is a component of the Army National Guard and the Kansas National Guard. Kansas Army National Guard units are trained and equipped as part of the United States Army. The same ranks and insignia are used and National Guardsmen are eligible to receive all United States military awards. The Kansas Guard also bestows a number of state awards for local services rendered in or to the state of Kansas. It is, along with the Kansas Air National Guard, an element of the Kansas National Guard.
The Wisconsin Department of Military Affairs (DMA) is an agency of the Wisconsin state government responsible for maintaining Wisconsin's armed military force and responding to state or national emergencies. The department oversees the Wisconsin Army National Guard, the Wisconsin Air National Guard, Wisconsin Emergency Management, and, when organized, the Wisconsin State Defense Force.
The Oregon Military Department is an agency of the government of the U.S. state of Oregon, which oversees the armed forces of the state of Oregon. Under the authority and direction of the governor as commander-in-chief, the agency is responsible for planning, establishing, and enforcing rules and procedures governing the administration, supply, and training of the Oregon National Guard, when not in the active service of the United States. The Department also maintains all state-owned or leased military facilities, including posts, camps, military reservations, and rifle ranges.

The Oklahoma Military Department is an agency of the state of Oklahoma that serves as the administrative agency for all matters concerning the Oklahoma National Guard. Under the authority and direction of the Governor of Oklahoma as commander-in-chief, the agency is responsible for planning, establishing, and enforcing rules and procedures governing the administration, supply, and training of the Oklahoma National Guard, when not in the active service of the United States, the Oklahoma State Guard and the Oklahoma Unorganized Militia. The Department also maintains all state-owned, licensed or leased facilities, including Camp Gruber.
Major General Donald P. Dunbar is Wisconsin's former Adjutant General. He commanded the Wisconsin National Guard and is in the United States Air National Guard. Dunbar was responsible for Emergency Management in the state. He also served as Wisconsin's Homeland Security Advisor, chairs the Homeland Security Council, and served as the senior state official for cyber matters. Dunbar also served on the executive committees of the Governor's Homeland Security Advisors Council (GHSAC) and the Adjutants General Association of the United States (AGAUS), and is a member of the Federal Emergency Management Agency (FEMA) National Advisory Council. With the retirement of Major General Thaddeus J. Martin of the Connecticut National Guard on June 30, 2018, General Dunbar became the longest serving Adjutant General in the United States. At the request of Governor Tony Evers, Dunbar resigned his post in the Wisconsin National Guard on December 9, 2019, for intentionally ignoring orders requiring outside investigations into claims of sexual assault and harassment as required by state and federal law and U.S. Department of Defense regulations.
The Adjutant General of Maryland is the head military official of the Maryland National Guard, the Maryland Defense Force, and any other military or paramilitary units that may be maintained by the State of Maryland. The adjutant general is responsible for the military department's budget and maintains all State-owned armories in Maryland.
The adjutant general of Illinois is the senior officer of the Illinois Army National Guard, Illinois Air National Guard, and state defense forces of Illinois. The Illinois Naval Militia was also part of the adjutant general's command, until it was disbanded.
Each state in the United States has a senior military officer, as the state adjutant general, who is the de facto commander of a state's military forces, including the National Guard residing within the state, the state's naval militia, and any state defense forces. This officer is known as TAG, and is subordinated to the chief executive. They do not have authority over police forces, only military forces.
Gary L. Ebben is a retired brigadier general in the Wisconsin Air National Guard. He served as the interim adjutant general of the Wisconsin National Guard prior to his retirement.
Paul E. Knapp is a major general in the Wisconsin Air National Guard. He is currently serving as the adjutant general of the Wisconsin National Guard.
Paul D. Rogers is a major general in the Michigan Army National Guard. He is currently serving as the 34th adjutant general of the Michigan National Guard. He has been in this role since January of 2019.
