The United States Office of Personnel Management (OPM) is an independent agency of the United States government that manages the United States federal civil service. The agency provides federal human resources policy, oversight, and support, and tends to healthcare (FEHB), life insurance (FEGLI), and retirement benefits (CSRS and FERS, but not TSP) for federal government employees, retirees, and their dependents. [2]
OPM is headed by a director, who is nominated by the President.
The United States Civil Service Commission was created by the Pendleton Civil Service Reform Act of 1883. The commission was renamed as the Merit Systems Protection Board (MSPB), and most of commission's former functions—with the exception of the federal employees appellate function—were assigned to new agencies, with most being assigned to the newly created U.S. Office of Personnel Management (OPM) on January 1, 1979, and Reorganization Plan No. 2 of 1978.
On January 1, 1979, the Office of Personnel Management was established with the dissolution of the U.S. Civil Service Commission following the passage and signing of the Civil Service Reform Act of 1978 into law by then President Jimmy Carter(43 FR 36037, 92 Stat. 3783). [3]
The United States Office of Government Ethics, responsible for directing executive branch policies relating to the prevention of conflicts of interest on the part of Federal executive branch officers and employees, was formerly a part of OPM, until being spun off as an independent agency in 1989. [4]
In 1996 the investigation branch of the OPM was privatized, and USIS was formed. [5] In 2014, after several scandals, OPM declined to renew its contract with USIS and brought background investigations back in house under the short-lived National Background Investigations Bureau. [6] In 2019, the responsibility for conducting federal background checks changed hands again when NBIB was dissolved and its functions given to the Defense Security Service, part of the Department of Defense, which was reorganized into the Defense Counterintelligence and Security Agency for the purpose. [7]
In April 2015, hackers working on behalf of the Jiangsu State Security Department, a provincial branch of the Chinese Ministry of State Security spy agency obtained access to 22.1 million SF-86 records of US federal employees, contractors, and their friends and family. [8] [9] [10] Representing one of the largest breaches of government data in U.S. history, information that was obtained and exfiltrated in the breach included personally identifiable information such as Social Security numbers, as well as names, dates and places of birth, and addresses. [11] [12] [13]
New updates regarding this security breach came to light on September 24, 2015. The agency then indicated that additional evidence showed that 5.6 million people's fingerprints were stolen as part of the hacks, more than five times the 1.1 million originally estimated. The total number of individuals whose records were disclosed in whole or part, including Social Security numbers and addresses, remained at 21.5 million. [14]
In July 2013, Rep. Blake Farenthold (R-Texas) introduced the Office of Personnel Management Inspector General Act. [15] The bill would increase oversight of OPM's revolving fund. Farenthold introduced the bill as a response to accusations of fraud and concerns about security clearance background investigations. [16] The bill would fund the expenses for investigations, oversight activities and audits from the revolving fund. [17] The bill was in response to a find that between 2002 and 2012, OPM's revolving fund had tripled, totaling over $2 billion, or 90% of OPM's budget. In February 2014, President Obama signed the bill into law. [18] [19] The fund's history goes back to the early 1980s, where it was used for two main activities: training and background investigations for government personnel. [20]
Between 2018 and 2019, as part of a larger initiative to restructure the executive branch, President Donald Trump (R) submitted a proposal to congress to merge OPM into the General Services Administration (GSA) while returning the federal personnel policy-making components under the direct authority of the Executive Office of the President of the United States to the Office of Management and Budget in the White House. House Rep. Gerry Connolly (D-VA), chairman of the Subcommittee on Government Operations under the House Committee on Oversight and Reform, was the fiercest critic of the proposal. During a congressional hearing, Connolly claimed: "The administration wants to take over the merit policy-making functions and put them into the highly politicized environment of the White House itself, away from direct congressional oversight and inspector general review." Political pressure against the proposal peaked when a provision barring the President from transferring any function, responsibility, authority, service, system or program that is assigned in law until 6 months after the completion of an "independent report" issued by the federally-chartered National Academy of Public Administration was added to the 1,120 page bill S-1790, a.k.a. the National Defense Authorization Act for Fiscal Year 2020. According to its website, the mission of the OPM is "recruiting, retaining and honoring a world-class force to serve the American people." [25] The OPM is partially responsible for maintaining the appearance of independence and neutrality in the administrative law system. While technically employees of the agencies they work for, administrative law judges (or ALJs) are hired exclusively by the OPM, effectively removing any discretionary employment procedures from the other agencies. The OPM uses a rigorous selection process which ranks the top three candidates for each ALJ vacancy, and then makes a selection from those candidates, generally giving preference to veterans.
OPM is also responsible for federal employee retirement applications for FERS and CSRS employees. [26] OPM makes decisions on federal employee regular [27] and disability retirement cases. [28] OPM also oversees FEHB and FEGLI, the health insurance and life insurance programs for Federal employees. However, it does not oversee TSP, which is handled by the Federal Retirement Thrift Investment Board (FRTIB), a separate independent agency.
OPM implements Diversity, equity, and inclusion in line with Executive Order 13583 and Executive Order 13985. [29]

The Executive Office of the President of the United States (EOP) comprises the offices and agencies that support the work of the president at the center of the executive branch of the United States federal government. The office consists of several offices and agencies, such as the White House Office, the National Security Council, Homeland Security Council, Office of Management and Budget, council of Economic Advisers, and others. The Eisenhower Executive Office Building houses most staff.
The excepted service is the part of the United States federal civil service that is not part of either the competitive service or the Senior Executive Service. It allows streamlined hiring processes to be used under certain circumstances.
The competitive service is a part of the United States federal government civil service. Applicants for jobs in the competitive civil service must compete with other applicants in open competition under the merit system administered by the Office of Personnel Management, unlike applicants in the excepted service and Senior Executive Service. There are several hiring authorities for the competitive service, including "traditional" competitive examining, as well as expedited procedures such as Direct Hire Authority and the Veterans Employment Opportunities Act.
The Combined Federal Campaign (CFC) is the workplace giving program of the federal government of the United States. The program is authorized by executive order 12353 of March 23, 1982, and is overseen by the United States Office of Personnel Management (OPM). Issued by President Reagan, the order states that a CFC objective is "to lessen the burdens of government and of local communities in meeting needs of human health and welfare ..." According to OPM's website, the mission of the CFC "is to promote and support philanthropy through a program that is employee focused, cost-efficient, and effective in providing all federal employees the opportunity to improve the quality of life for all".
The Defense Counterintelligence and Security Agency (DCSA) is a federal security and defense agency of the United States Department of Defense (DoD) that reports to the Under Secretary of Defense for Intelligence. DCSA is the largest counterintelligence and security agency in the federal government and is responsible for providing personnel vetting, critical technology protection, counterintelligence, training, education and certification. DCSA services over 100 federal entities, oversees 10,000 cleared companies, and conducts approximately 2 million background investigations each year.
The Senior Executive Service (SES) is a position classification in the United States federal civil service equivalent to general officer or flag officer rank in the U.S. Armed Forces. It was created in 1979 when the Civil Service Reform Act of 1978 went into effect under President Jimmy Carter.
The United States Office of Special Counsel (OSC) is a permanent independent federal investigative and prosecutorial agency whose basic legislative authority comes from four federal statutes: the Civil Service Reform Act, the Whistleblower Protection Act, the Hatch Act, and the Uniformed Services Employment and Reemployment Rights Act (USERRA). OSC's primary mission is the safeguarding of the merit system in federal employment by protecting employees and applicants from prohibited personnel practices (PPPs), especially reprisal for "whistleblowing." The agency also operates a secure channel for federal whistleblower disclosures of violations of law, rule, or regulation; gross mismanagement; gross waste of funds; abuse of authority; and substantial and specific danger to public health and safety. In addition, OSC issues advice on the Hatch Act and enforces its restrictions on partisan political activity by government employees. Finally, OSC protects the civilian employment and reemployment rights of military service members under USERRA. OSC has around 140 staff, and the Special Counsel is an ex officio member of Council of Inspectors General on Integrity and Efficiency (CIGIE), an association of inspectors general charged with the regulation of good governance within the federal government.
The Presidential Management Fellows (PMF) Program is a two-year training and leadership development program at a United States government agency, administered by the U.S. Office of Personnel Management (OPM), for advanced degree holders. After completing the program, agencies may convert PMFs to permanent federal civilian employees.
The Merit Systems Protection Board (MSPB) is an independent quasi-judicial agency established in 1979 to protect federal merit systems against partisan political and other prohibited personnel practices and to ensure adequate protection for federal employees against abuses by agency management.
The United States federal civil service is the civilian workforce of the United States federal government's departments and agencies. The federal civil service was established in 1871. U.S. state and local government entities often have comparable civil service systems that are modeled on the national system to varying degrees.
Linda M. Springer served as the eighth Director of the United States Office of Personnel Management. She was unanimously confirmed by the United States Senate in June 2005. Prior to her appointment, Ms. Springer served as controller and head of the Office of Federal Financial Management at the White House Office of Management and Budget. She previously worked for 25 years as an executive and actuary in the insurance and financial services industries.
Morrell John Berry is an American former government official who was named President of the American Australian Association in 2016. Berry was director of the United States Office of Personnel Management from 2009 to 2013 and United States Ambassador to Australia from 2013 to 2016.
Dan Gregory Blair currently serves as an independent senior consultant to the U.S. Agency for Global Media. Formerly, Blair served in senior positions in the nonprofit sector. He served as a senior counselor examining and recommending reforms on the presidential appointments process for the Center on Presidential Transition. He also served as Fellow and Senior Counselor at the Bipartisan Policy Center and led a task force of government and private sector management experts charged with examining government oversight issues. He also advises private sector clients on a broad array of government management and postal issues.
A whistleblower is a person who exposes any kind of information or activity that is deemed illegal, unethical, or not correct within an organization that is either private or public. The Whistleblower Protection Act was made into federal law in the United States in 1989.
USIS (US Investigation Services) was a US corporation that provided security-based information and service solutions to both government and corporate customers, in the United States and abroad. Its corporate headquarters were in Falls Church, Virginia, in Greater Washington, D.C. Training took place in Boyers, Pennsylvania. USIS was a part of Altegrity Inc., a company headquartered in the Falls Church area that was owned by Providence Equity Partners.
According to the United States Office of Government Ethics, a political appointee is "any employee who is appointed by the President, the Vice President, or agency head". As of 2016, there were around 4,000 political appointment positions which an incoming administration needs to review, and fill or confirm, of which about 1,200 require Senate confirmation. The White House Presidential Personnel Office (PPO) is one of the offices most responsible for political appointees and for assessing candidates to work at or for the White House.
The Office of Personnel Management data breach was a 2015 data breach targeting Standard Form 86 (SF-86) U.S. government security clearance records retained by the United States Office of Personnel Management (OPM). One of the largest breaches of government data in U.S. history, the attack was carried out by an advanced persistent threat based in China, widely believed to be the Jiangsu State Security Department, a subsidiary of the Government of China's Ministry of State Security spy agency.
Katherine L. Archuleta is an American teacher and a political executive. She was the director of the United States Office of Personnel Management. President Barack Obama appointed her on May 23, 2013. She was sworn in on November 4, 2013. She had previously served as National Political Director for Obama's 2012 reelection campaign. Prior to that, she had been executive director of the National Hispanic Cultural Center Foundation in New Mexico, had co-founded the Latina Initiative, had worked at a Denver law firm, and had worked in the Clinton Administration as chief of staff to the Secretary of Transportation, Federico Peña. She became embroiled in controversy after the disclosure of a massive national security breach in June 2015. The hack involved the theft of millions of federal employee records and included security-clearance details dating back 15 years, which prompted lawmakers from both political parties to demand that she resign. On July 10, 2015, Archuleta tendered her resignation.
A Schedule C appointment is a type of political appointment in the United States for confidential or policy roles immediately subordinate to other appointees. As of 2016, there were 1,403 Schedule C appointees. Most of these are confidential assistants, policy experts, special counsels, and schedulers, although about 500 of them are non-policy support roles. Schedule C appointments were created in 1956 and are part of the excepted service.
A Schedule F appointment was a job classification in the excepted service of the United States federal civil service that existed briefly at the end of the Trump administration during 2020–2021. It would have contained policy-related positions, removing their civil service protections and making them easy to fire. It was never fully implemented, and no one was appointed to it before it was repealed at the beginning of the Biden administration.
