The North of Tyne Combined Authority was a mayoral combined authority which consisted of the local authorities of Newcastle upon Tyne, North Tyneside, and Northumberland, all in North East England. [2] The authority came into being on 2 November 2018 under the statutory name Newcastle upon Tyne, North Tyneside and Northumberland Combined Authority. The three local authorities previously formed part of the North East Combined Authority, which continued to exist covering a smaller area. The two combined authorities cooperated on the North East Joint Transport Committee. [3] [4]
The authority met for the first time on 8 November 2018 at Morpeth Town Hall. Norma Redfearn, the elected mayor of North Tyneside Council, was appointed the chair until an interim mayor was appointed. [5] At the combined authority cabinet meeting held on 4 December 2018, Norma Redfearn was confirmed as the interim mayor, and remained in post until the election of Labour and Co-operative's Jamie Driscoll as the authority's first directly elected mayor.
In its levelling up white paper, published in February 2022, the UK government announced its intention expand the existing North of Tyne MCA to include the local authorities of Gateshead, South Tyneside, Durham and Sunderland to form a larger North East Mayoral Combined Authority and the North of Tyne Combined Authority ceased to exist in May 2024.
The authority was formed on 2 November 2018 and in May 2019, elections were held for a directly elected regional mayor who has taken control of certain powers and funding devolved from Westminster to the newly formed region. [6] A fund of £600 million over 30 years, to be administered by the new mayor, was announced in the November 2017 budget. [7]
The responsibilities and governance of the three constituent local authorities will remain unchanged. [8]
The total population of the combined area is approximately 816,000 [9] and it covers an area of 2,012 square miles (5,210 km2). [10] Despite the name "North of Tyne," parts of the area are south of the River Tyne, including the towns of Hexham and Prudhoe.
On 27 April 2018, Northumberland, North Tyneside and Newcastle City Council voted to support the proposal. [11] In November 2018 parliament approved the proposal and the first election for the combined authority took place on 2 May 2019 along with the other elections across the United Kingdom. [12]
The 2020 Spring Budget from central government reserves funding for "intra-city transport" between Tees Valley and Tyne and Wear, which has been interpreted by some as meaning the borders of the North of Tyne Combined Authority could be adjusted. [13]
Following the publication of the Levelling Up White Paper in February 2022, it was announced that the North of Tyne is proposed to be enlarged, with Gateshead, South Tyneside and Sunderland joining. County Durham is currently in pursuit of an independent devolution plan. [14] The enlargement would come with an expansion of powers including those for transport, and incorporating the police and crime commissioner role for Northumbria Police, inline with other mayoral combined authorities. The final election took place during the May 2024 United Kingdom local elections. [14] The authority merged into the North East Mayoral Combined Authority on 7 May 2024.

Tyne and Wear is a ceremonial county in North East England. It borders Northumberland to the north and County Durham to the south, and the largest settlement is the city of Newcastle upon Tyne.
South Tyneside is a metropolitan borough in the metropolitan county of Tyne and Wear, England. It is bordered by all four other boroughs in Tyne and Wear: Gateshead to the west, Sunderland in the south, North Tyneside to the north and Newcastle upon Tyne to the north-west. The border county of Northumberland lies further north. The borough was formed on 1 April 1974 by the merger of the County Borough of South Shields with the municipal borough of Jarrow and the urban districts of Boldon and Hebburn from County Durham.

It includes Gateshead, Rowlands Gill, Whickham, Blaydon, Ryton, Felling, Birtley, Pelaw, Dunston and Low Fell. The borough forms part of the Tyneside conurbation, centred on Newcastle upon Tyne. At the 2021 census, the borough had a population of 196,154.
Newcastle City Council is the local authority for the city of Newcastle upon Tyne the ceremonial county of Tyne and Wear in North East England. Newcastle has had a council from medieval times, which has been reformed on numerous occasions. Since 1974 the council has been a metropolitan borough council. It has been under Labour majority control since 2011. In 2024 the council became a member of the North East Combined Authority. The council is based at Newcastle Civic Centre.

Sunderland City Council is the local authority of Sunderland, a metropolitan borough with city status in the ceremonial county of Tyne and Wear in North East England. It is one of five such councils in Tyne and Wear and one of 36 in England. It provides the majority of local government services in Sunderland.
Northumberland County Council is the local authority for the non-metropolitan county of Northumberland in North East England. Since 2009 it has been a unitary authority, having also taken over district-level functions when the county's districts were abolished.
A combined authority (CA) is a type of local government institution introduced in England outside Greater London by the Local Democracy, Economic Development and Construction Act 2009. CAs are created voluntarily and allow a group of local authorities to pool appropriate responsibility and receive certain devolved functions from central government in order to deliver transport and economic policy more effectively over a wider area. In areas where local government is two-tier, both must participate in the combined authority.

The North East Green Belt, also known as the Tyne & Wear Green Belt, is a non-statutory green belt environmental and planning policy that regulates the rural space in part of the North East region of England. It is centred on the county of Tyne and Wear, with areas of green belt extending into Northumberland and County Durham. It functions to protect surrounding towns and villages outside the Tyneside/Newcastle-upon-Tyne and Wearside/Sunderland conurbations from further convergence. This is managed by local planning authorities on guidance from central government.
The inaugural North of Tyne mayoral election was held on 2 May 2019 to elect the first Mayor of the North of Tyne. The area is made up of Newcastle upon Tyne, North Tyneside and Northumberland. Subsequent elections will be held every five years.
The North East Joint Transport Committee was a special joint committee of the North East Combined Authority and the North of Tyne Combined Authority. It is responsible for public transport policy in Tyne and Wear, County Durham and Northumberland in England. It is the governing body of Nexus, the trading name of the Tyne and Wear Passenger Transport Executive. The inaugural meeting was held on 20 November 2018.
Jamie Driscoll is a British Independent politician who served as the metro mayor of the North of Tyne Combined Authority from 2019 to 2024. He was previously a councillor on Newcastle City Council for the Monument ward.
The 2022 North Tyneside Metropolitan Borough Council election took place on 5 May 2022. One third of councillors—20 out of 60—on North Tyneside Metropolitan Borough Council were elected. The election took place alongside other local elections across the United Kingdom.
The ceremonial county of Tyne and Wear has returned 12 MPs to the UK Parliament since 2010. It was created under the Local Government Act 1972, which came into effect on 1 April 1974, comprising the urban areas around the mouths of the Rivers Tyne and Wear, previously parts of the historic counties of Northumberland and Durham.
