Nigel Healey is a British-New Zealand academic [1] in management and higher education, who is Professor of International Higher Education and currently Vice-President of Global and Community Engagement at the University of Limerick. He served as Interim Provost and Deputy President [2] during the Covid-19 pandemic from September 2020 to June 2022, returning to his substantive position in July 2022. [3] His current research interests are in the internationalization of higher education, transnational education [4] and higher education policy and management. [5]

Career

Prior to his appointment at the University of Limerick, Healey held senior academic positions at Fiji National University, [6] [7] Nottingham Trent University, [8] the University of Canterbury [9] and Manchester Metropolitan University, [10] as well as teaching positions at the University of Leicester, Leeds Beckett University and the University of Northampton. He has been a visiting professor at Kent State University, South Dakota State University, University of Gdansk, University of Szczecin, [11] Belarusian State University and Sichuan University.

Healey has served as an economic policy advisor to the prime minister of Belarus and the deputy minister of economy of the Russian Federation and managed a number of multinational research and economic development projects in different parts of the world. His current research interests are in the internationalisation of higher education, transnational education and higher education policy and management. [12] [13] [14] Earlier in his career, he was the author and/or editor of a number of books on macroeconomic and monetary policy. [15]

He is chair of the QS Global Advisory Committee which organises international higher education summits around the world each year, including the Middle-East and Africa (each March), Europe (each June), the Americas (each September) and the Asia-Pacific (each November). [16] He is institutional coordinator of the EMERGE European University Alliance and a member of the Advisory Board of the European Reform University Alliance. Healey has previously served terms as a director of the Central Applications Office (CAO) in Ireland, governor of De Montfort University (Kazakhstan), a member of the Council of the Association of Commonwealth Universities (ACU), [17] the Board of Trustees for the UK Council for International Student Affairs (UKCISA) and the Council of the Universities and Colleges Admissions Service (UCAS), a director of the Australia and New Zealand Academy of Management and the Chartered Association of Business Schools and a member of the National Management Committee for the Chartered Management Institute and Universities New Zealand Committee on International Policy. [18]

He is a Fellow of the Chartered Management Institute and the New Zealand Institute of Management and Leadership and a Principal Fellow of the Higher Education Academy. [19]

Healey holds a BA (1st Class Hons.) Economics from the University of Nottingham, an MA (Distinction) Economics from the University of Leeds, an MBA (Distinction) from the University of Warwick, a DBA in Higher Education Management from the University of Bath and a PhD in Management from Nottingham Trent University.

The Surrey international Institute is an academic partnership between the Dongbei University of Finance and Economics (DUFE) in Dalian, and the University of Surrey in the United Kingdom. The University of Surrey, Guildford, is one of the UK's leading research universities. It has over 16,000 students on its campus at Guildford and one substantial offshore presence in China, the Surrey International Institute (SII). This was established in 2006 as an academic joint venture with Dongbei University of Finance and Economics (DUFE), one of China's leading universities, which has over 12,500 undergraduate and postgraduate students and in based in Dalian in Liaoning Province of China.

Internationalization of higher education in theory is "the process of integrating an international, intercultural, or global dimension into the purpose, functions or delivery of postsecondary education." Internationalization of higher education in practice is "the process of commercializing research and postsecondary education, and international competition for the recruitment of foreign students from wealthy and privileged countries in order to generate revenue, secure national profile, and build international reputation." The main components of internationalization of higher education are recruitment of international students, development of international branch campuses, students, staff and scholars exchange programs, internationalization of the curriculum, and research and education partnerships between institutions regionally and internationally.

An international branch campus (IBC) is a form of international higher education whereby one or more partnering institutions establishes a physical presence in a foreign location for the purpose of expanding global outreach and student exchange. Generally named for their "home" institution and offering undergraduate and graduate programs, graduating students are conferred degrees from one or all partnering institutions, dependent on the agreement. Instruction most often occurs in properties owned or leased by the foreign institution, sometimes with a local partner, and may also include additional services and facilities to mirror Western universities. IBCs are delivered in many formats and currently exist all over the world. While they have been around in some form since at least the 1930s, they have gained much popularity over the last two decades. As of 2023, there are 333 international branch campuses worldwide meeting the Cross-Border Education Research Team definition.
