NGO-ization

NGO-ization (or 'NGO-isation') refers to the professionalization, bureaucratization, and institutionalization of social movements as they adopt the form of nongovernmental organizations (NGOs). [1] It led to NGOs' depoliticizing discourses and practices of social movements. The term has been introduced in the context of Western European women's movements, but since the late 1990s has been employed to assess the role of organized civil society on a global scale. [2] It is also used by Indian writer Arundhati Roy, who speaks about the NGO-ization of resistance, [3] and more generally, about the NGO-ization of politics. Across the world, the number of internationally operating NGOs is around 40,000. The number of national NGOs in countries is higher, with around 1-2 million NGOs in India and 277,000 NGOs in Russia. [4]

History

NGO-ization is a process resulting from neoliberal globalization. [5] It consists of the flourishing of NGOs founded on issue-specific interventions [6] associated with the rising centrality of civil society [7] where NGOs are in charge of social services that used to be fulfilled by the public sector. [5] As a result, some have described this process as an outworking of foreign policy (from countries in the Global North) that is redefining the relationships (in the Global South) between society, the state and external actors. [8]

From a political point of view, NGOs are sometimes referred to as a third sector that has the capacity to balance the power of the state. The broadening of the political configuration suggests a better governance [7] where NGOs are enabling a real "bottom-up democracy" [9] that promotes pluralism [8] and the development of a civil society. [9] Joseph Stiglitz referred to this process as the emergence of a "post-Washington consensus". [10] From an economic point of view, some have argued that NGOs are able to provide social welfare services to the most vulnerable "at lower cost and higher standards of quality than government". [8] However, many scholars have been very critical towards the process of NGO-ization as the case studies below suggest. Indeed, some argue that the disadvantaged communities that supposedly benefit from the services of NGOs are first and foremost "the products of neoliberal policies expressed in privatization and decentralization of state institutions". [7]

In addition, some scholars have argued that NGOs represent a new kind of dependency on countries from the Global North and stand as a form of neocolonialism towards countries from the Global South. [9] Similarly, there are on-going debates concerning the actual interests and legitimacy of NGOs considering their links to the states that funded them in the Global North. [9] For this purpose, the social scientist Sangeeta Kamat pointed out that "NGO's dependence on external funding and compliance with funding agency targets raise doubts about whether their accountability lies with the people or with the funding agencies". [11]

Latin American women's movements

In Latin America, the political scientist Sonia E. Alvarez points out that NGOs have been established for a long period already. In the 1970s, many NGOs focused on women's rights in a variety of domains such as political mobilization, popular education, working-class or poor women's empowerment. However, the activities of these NGOs have shifted during the past two decades (hand-in-hand with the process of NGO-ization) towards other specializations such as gender policy assessment, social services delivery and project execution. [12] The fact that feminist NGOs have been increasingly assigned a different role (by intergovernmental organizations or local governments) have important consequences. According to Alvarez, "this trend threatens to reduce feminist NGOs' cultural–political interventions in the public debate about gender equity and women's citizenship to largely technical ones". [13]

In addition to this, Alvarez argues that the feminist NGOs consulted on gender-focused policies are carefully selected by neoliberal States. Therefore, even though the selected feminist NGOs have a role of intermediary to societal constituencies, Alvarez argues that "other actors in the expansive Latin American women's movement field – particularly popular women's groups and feminist organizations that are publicly critical of the New (Gendered) Policy Agenda – are denied direct access to gender policy debates and thereby effectively politically silenced". [13]

Arab women's movements

As the feminist scholar Islah Jad argues, the emergence of women's NGOs with very specific objectives brought a radical shift to Arab women's activism. In the beginning of the 20th century, women used to get together in literary salons, charitable societies and women's political unions and reached a large audience in villages as well as in Palestinian refugee camps (after 1948) where women were members and part of the general assemblies. The success of these grassroots organizations relied on the qualities of their cadres that were mobilizing people thanks to their social skills. In addition, Islah Jad points out that they had "a strong belief in the political formations to which they belonged" and people knew them on a personal level thanks to the numerous hours they spent organizing and networking. [14]

On the other hand, the way NGOs are structured and work is very different. The power of decision-making usually relies on the highly qualified director of the board while his or her success doesn't depend on an ability to mobilize local people but rather on "his or her ability to fundraise, be convincing, presentable and able to deliver the well-written reports that donors require" often in English. [9]

Rather than a face-to-face human contact, the communication is often established through globalized and modern tools such as media (including social media such as social networks and blogs), conferences and workshops. It is therefore abstract and receptive rather than interactive and it targets a specific group of people that is part of a project. As Islah Jad points out, these projects are rarely driven by volunteerism and conviction in the aim to mobilize the population but rather executed by professionals that are hired by NGOs "to do the job". [14]

The differences between NGOs and social movements are seen as important to consider in order to assess the capacity of each to bring about social change as well as economic progress. In this perspective, a bottom-up approach implying a "locally grounded vision and a more sustainable power basis for social change" has better chances to succeed. [15]

Impoverished urban communities

Similarly, Asef Bayat has argued that "the professionalization of NGOs tends to diminish the mobilizational feature of grassroots activism, while it establishes a new form of clientelism". [16] For this purpose, Mike Davis has claimed that the "true beneficiaries" of what is sometimes referred to as the "participatory turn" have been the thousands of NGOs operating in the slums of the Global South rather than local populations. According to Davis, the outcome of the NGO-ization "has been to bureaucratize and deradicalize urban social movements". [10] To illustrate his position, Davis considers land regularization and argues that "land purchase and title formalization have produced vertical social differentiation and bitter competition within once militant squatter movements". [17]

The aid system in Africa

Julie Hearn has compared the "New Policy Agenda" applied in African countries to a renewed form of intervention and dependency from the Global South towards the Global North. [18] For this purpose, Hearn explored the consequences of the involvement of NGOs in the aid system in countries such as Kenya.

First, Hearn found that through (financially dependent) NGOs, western states have expanded their influence in Africa from a few African states to the rest of the society. [18] As a result, NGOs should be considered as political actors rather than mere "neutral humanitarians". Second, Hearn argues that in the process of NGO-ization the unit of development has shifted from society to local communities. Thus, while some communities may benefit from the services provided by NGOs, those left apart will remain impoverished in a stagnant society. On this account, Hearn claims that this leads to a fragmented process of development "with no provision of universal services and therefore no attempt at equity". [19]

In addition, this model of development is questioned for its capacity to overcome a peripheral state of dependency. For this purpose, Hearn observes that if projects of major societal transformation don't complement food security and health care projects provided by NGOs, there will be two contrasting models of development in the world : "survival of sorts in Africa and progress for the rest of the World". [19]

World Social Forum

The World Social Forum has been criticized for replacing popular movements of the poor with NGOs. [20] Movements of the poor in poorer parts of the world, like Africa, have argued that they are almost completely excluded from the forum [20] and in countries like Kenya and South Africa they have protested against donor funded NGOs that, they argue, determine and dominate African representation at the forum. It has also been argued that NGOs sometimes compete with popular grassroots movements for access to the forum and for influence there. [21]

The 2007 World Social Forum in Nairobi, Kenya in particular was criticized as a "NGO fair" because of how many NGOs attended, crowding out less formal groups of activists. Also, it has been alleged that at the Forum not all the attendees were properly represented, with the bigger and wealthier NGOs having far more space to talk and lead the events, while others were marginalized. [22]

Raúl Zibechi argues that there is a "crisis" of the World Social Forum in that it has been "weakened" as it has been "taken over" by "those who were most capable of 'leading' assemblies, professionals from universities and NGOs". [23]

Intersectionality is a sociological analytical framework for understanding how groups' and individuals' social and political identities result in unique combinations of discrimination and privilege. Examples of these factors include gender, caste, sex, race, ethnicity, class, sexuality, religion, disability, height, age, and weight. These intersecting and overlapping social identities may be both empowering and oppressing. However, little good-quality quantitative research has been done to support or undermine the practical uses of intersectionality.

Amina Mama is a Nigerian-British writer, activist and academic. Her main areas of focus have been post-colonial, militarist and gender issues. She has lived in Africa, Europe and North America, and worked to bridge the gap between feminists and related movements across the globe.

A transnational feminist network (TFN) is a network of women's groups who work together for women's rights at both a national and transnational level. They emerged in the mid-1980s as a response to structural adjustment and neoliberal policies, guided by ideas categorized as global feminism. TNF's are composed of representatives from a variety of NGO's from around the globe. These representatives then come together at conferences, such as the United Nations World Conference on Women and The NGO Forum in China.

Antifeminism, also spelled anti-feminism, is opposition to feminism. In the late 19th century and early 20th century, antifeminists opposed particular policy proposals for women's rights, such as the right to vote, educational opportunities, property rights, and access to birth control. In the mid and late 20th century, antifeminists often opposed the abortion-rights movement.

Global feminism is a feminist theory closely aligned with post-colonial theory and postcolonial feminism. It concerns itself primarily with the forward movement of women's rights on a global scale. Using different historical lenses from the legacy of colonialism, global feminists adopt global causes and start movements which seek to dismantle what they argue are the currently predominant structures of global patriarchy. Global feminism is also known as world feminism and international feminism.

<span class="mw-page-title-main">African feminism</span> Type of feminism

African feminism includes theories and movements which specifically address the experiences and needs of continental African women. From a western perspective, these theories and movements fall under the umbrella label of Feminism, but this categorization is misleading for many branches of African "feminism". African women have been engaged in gender struggle since long before the existence of the western-inspired label "African feminism," and this history is often neglected. Despite this caveat, this page will use the term feminism with regard to African theories and movements in order to fit into a relevant network of Wikipedia pages on global feminism. Because Africa is not a monolith, no single feminist theory or movement reflects the entire range of experiences African women have. African feminist theories are sometimes aligned, in dialogue, or in conflict with Black Feminism or African womanism. This page covers general principles of African feminism, several distinct theories, and a few examples of feminist movements and theories in various African countries.

<span class="mw-page-title-main">Feminist movements and ideologies</span>

A variety of movements of feminist ideology have developed over the years. They vary in goals, strategies, and affiliations. They often overlap, and some feminists identify themselves with several branches of feminist thought.

State feminism is feminism created or approved by the government of a state or nation. It usually specifies a particular program. The term was coined by Helga Hernes with particular reference to the situation in Norway, which had a tradition of government-supported liberal feminism dating back to the 1880s, and is often used when discussing the government-supported gender equality policies of the Nordic countries, that are linked to the Nordic model. The term has also been used in the context of developing countries where the government may prescribe its form of feminism and at the same time prohibit non-governmental organizations from advocating for any other feminist program. In this sense it is possible to distinguish between a liberal state feminism found in Western democracies such as the Nordic countries, and a somewhat more authoritarian state feminism that is often also linked to secularism, found e.g. in certain Middle Eastern countries.

<span class="mw-page-title-main">Islah Jad</span> Palestinian academic (gender studies)

Islah Jad is a tenured assistant professor of Gender and Development at Birzeit University. She is also the co-founder and current Director of the Institute of Women’s Studies at Birzeit and a Core Group Member of the Arab Families Working Group. A prominent figure in the Palestinian women’s movement, Jad also helped to establish the Women’s Affair Centre in Gaza and Nablus, Les Amies du Francis, the Child Corner project in el-Bireh, and the WATC. Jad carried out Gender Consultancy for the United Nations Development Programme and was a co-author of the United Nation’s Arab Human Development Report of 2005. She earned a bachelor's degree in political science from Cairo University, a master's degree in political theory from the University of Nantes, and a Ph.D. in gender and development studies from the University of London.

<span class="mw-page-title-main">Association for Women's Rights in Development</span> International feminist organization

The Association for Women's Rights in Development (AWID), formerly the Association for Women in Development, is an international feminist membership and movement support organization committed to achieving gender equality, sustainable development and women's human rights. It was established in 1982 as a U.S.-based association originally focused on promoting dialogue on women in development issues among academics, policy makers and development professionals, a scope that has since broadened. Among the prominent people who were involved with AWID from the 1980s were pioneering feminist economist Marilyn Waring. AWID stands for a progressive intersectional feminism and has a broad and inclusive human rights focus, working for marginalized genders and other groups. It coordinates the Observatory on the Universality of Rights (OURs), a collaborative project with over 20 other NGOs including Planned Parenthood, that aims "to monitor, analyse, share information and do collaborative advocacy on [...] anti-rights initiatives threatening international and regional human rights systems" from a feminist perspective.

<span class="mw-page-title-main">Ecofeminism</span> Approach to feminism influenced by ecologist movement

Ecofeminism is a branch of feminism and political ecology. Ecofeminist thinkers draw on the concept of gender to analyse the relationships between humans and the natural world. The term was coined by the French writer Françoise d'Eaubonne in her book Le Féminisme ou la Mort (1974). Ecofeminist theory asserts a feminist perspective of Green politics that calls for an egalitarian, collaborative society in which there is no one dominant group. Today, there are several branches of ecofeminism, with varying approaches and analyses, including liberal ecofeminism, spiritual/cultural ecofeminism, and social/socialist ecofeminism. Interpretations of ecofeminism and how it might be applied to social thought include ecofeminist art, social justice and political philosophy, religion, contemporary feminism, and poetry.

Having first emerged as women's shelters in the mid 1980s, feminist women's organisations in Malaysia later developed alliances with other social justice movements. Today, the feminist movement in Malaysia is one of the most active actors in the country's civil society.

Feminism in South Africa concerns the organised efforts to improve the rights of the girls and women of South Africa. These efforts are largely linked to issues of feminism and gender equality on one hand, and racial equality and the political freedoms of African and other non-White South African ethnic groups on the other. Early feminist efforts concerned the suffrage of White women, allowing them to vote in elections beginning from 1930s, and significant activism in the 1950s to demand equal pay of men and women. The 1980s were a major turning point in the advancement of South African women, and in 1994, following the end of the apartheid regime, the status of women was bolstered by changes to the country's constitution. Since the end of apartheid, South African feminism is a contribution associated with the liberation and democratization of the country, however, the movement still struggles with the embedded conservative and patriarchal views within some segments of South African society.

The Latin American and Caribbean Feminist Encuentros are a series conferences which began in 1981 to develop transnational networks within the region of Latin America and the Caribbean. The main focus of the conferences was to discuss and evaluate how women's marginalization and oppression could be eliminated given the existing economic and political systems by forming networks and strategies to create alternatives to existing norms. At times contentious, the various conferences explored what feminism meant—whether it was an inclusive movement or limited by social class, racial make-up, or sexuality; whether it was militant or passive; whether it was political, social, or economic; whether it was designed to work within patriarchal systems or needed to create new systems; and even whether accepting funding invalidated being feminist. Numerous initiatives recognizing diverse groups of women, such as Black and indigenous women, lesbian women, and various cultural and economic groups were spawned by the dialogues. The conferences are an ongoing attempt to negotiate strategies in an attempt to change region-wide policy agendas toward women.

<span class="mw-page-title-main">Development Alternatives with Women for a New Era</span>

Development Alternatives with Women for a New Era (DAWN) is a transnational feminist network of scholars, researchers and activists from the global South. DAWN works under the gender, ecology and economic justice (GEEJ) framework, which highlights the linkages between these three advocacy areas. The network offers a forum for feminist advocacy, research, and analysis on global social, political, and economic issues affecting women, with a focus on poor and marginalized women of the global South. This was a shift from the association of feminism with white, middle-class women of the global North common at the time of DAWN’s formation and into the present-day. Rafia Zakaria, author of Against White Feminism: Notes on Disruption, argues that DAWN and its empowerment approach to development offer a successful example of a bottom-up, antiracist alternative to political mobilization that decentres the whiteness prominent in dominant feminist development projects.

Marilyn ('Lyn') Ossome is an academic, specialising in feminist political theory and feminist political economics. She is currently Senior Research Associate of at the University of Johannesburg and a member of the advisory board for the Strategic Initiative for Women in the Horn of Africa, amongst other accolades. She is an editorial board member of Agrarian South: Journal of Political Economy, and in 2021, she co-edited the volume Labour Questions in the Global South. She serves on the executive committee for the Council for the Development of Social Science Research in Africa (CODESRIA). She is the author of Gender, Ethnicity and Violence in Kenya’s Transitions to Democracy: States of Violence.
