The IEEE Frank Rosenblatt Award is a Technical Field Award established by the Institute of Electrical and Electronics Engineers Board of Directors in 2004. This award is presented for outstanding contributions to the advancement of the design, practice, techniques, or theory in biologically and linguistically motivated computational paradigms, including neural networks, connectionist systems, evolutionary computation, fuzzy systems, and hybrid intelligent systems in which these paradigms are contained.
The award may be presented to an individual, multiple recipients, or a team of up to three people. It is named for Frank Rosenblatt, creator of the perceptron.
Recipients of this award receive a bronze medal, certificate, and honorarium.

Allen Newell was an American researcher in computer science and cognitive psychology at the RAND Corporation and at Carnegie Mellon University's School of Computer Science, Tepper School of Business, and Department of Psychology. He contributed to the Information Processing Language (1956) and two of the earliest AI programs, the Logic Theorist (1956) and the General Problem Solver (1957). He was awarded the ACM's A.M. Turing Award along with Herbert A. Simon in 1975 for their contributions to artificial intelligence and the psychology of human cognition.
Computational semiotics is an interdisciplinary field that applies, conducts, and draws on research in logic, mathematics, the theory and practice of computation, formal and natural language studies, the cognitive sciences generally, and semiotics proper. The term encompasses both the application of semiotics to computer hardware and software design and, conversely, the use of computation for performing semiotic analysis. The former focuses on what semiotics can bring to computation; the latter on what computation can bring to semiotics.
Jack Joseph Dongarra is an American computer scientist and mathematician. He is the American University Distinguished Professor of Computer Science in the Electrical Engineering and Computer Science Department at the University of Tennessee. He holds the position of a Distinguished Research Staff member in the Computer Science and Mathematics Division at Oak Ridge National Laboratory, Turing Fellowship in the School of Mathematics at the University of Manchester, and is an adjunct professor and teacher in the Computer Science Department at Rice University. He served as a faculty fellow at the Texas A&M University Institute for Advanced Study (2014–2018). Dongarra is the founding director of the Innovative Computing Laboratory at the University of Tennessee. He was the recipient of the Turing Award in 2021.
Marco Dorigo is a research director for the Belgian Funds for Scientific Research and a co-director of IRIDIA, the artificial intelligence lab of the Université Libre de Bruxelles. He received a PhD in System and Information Engineering in 1992 from the Polytechnic University of Milan with a thesis titled Optimization, learning, and natural algorithms. He is the leading proponent of the ant colony optimization metaheuristic, and one of the founders of the swarm intelligence research field. Recently he got involved with research in swarm robotics: he is the coordinator of Swarm-bots: Swarms of self-assembling artifacts and of Swarmanoid: Towards humanoid robotic swarms, two swarm robotics projects funded by the Future and Emerging Technologies Program of the European Commission. He is also the founding editor and editor in chief of Swarm Intelligence, the principal peer-reviewed publication dedicated to reporting research and new developments in this multidisciplinary field.

A neural network can refer to either a neural circuit of biological neurons, or a network of artificial neurons or nodes in the case of an artificial neural network. Artificial neural networks are used for solving artificial intelligence (AI) problems; they model connections of biological neurons as weights between nodes. A positive weight reflects an excitatory connection, while negative values mean inhibitory connections. All inputs are modified by a weight and summed. This activity is referred to as a linear combination. Finally, an activation function controls the amplitude of the output. For example, an acceptable range of output is usually between 0 and 1, or it could be −1 and 1.

The Computer Pioneer Award was established in 1981 by the Board of Governors of the IEEE Computer Society to recognize and honor the vision of those people whose efforts resulted in the creation and continued vitality of the computer industry. The award is presented to outstanding individuals whose main contribution to the concepts and development of the computer field was made at least fifteen years earlier. His research areas include evolutionary computation, cultural algorithms, intelligent systems & autonomous mobile robotics, software engineering, machine learning & deep learning, computer science education, and educational robotics.
Bernadette Bouchon-Meunier is a retired French computer scientist specializing in fuzzy logic. She is a director of research, emeritus, for the French National Centre for Scientific Research (CNRS), the former head of the Department of Databases and Machine Learning (DAPA) in LIP6, a computer science laboratory operated jointly by CNRS and Pierre and Marie Curie University, editor-in-chief of the International Journal of Uncertainty, Fuzziness and Knowledge-Based Systems, and a past president of the IEEE Computational Intelligence Society.
