The Director, Operational Test and Evaluation (DOT&E) is the principal staff assistant and adviser to the US Secretary of Defense on operational and live fire test and evaluation activities involving U.S. Department of Defense weapons systems. [1]

History

The director's position was established September 24, 1983, by the Department of Defense Authorization Act of Fiscal Year 1984 (P.L. 98–94), and by Defense Directive 5141.2 of April 2, 1984.

The Joint Capabilities Integration and Development System (JCIDS) is the formal United States Department of Defense (DoD) process which defines acquisition requirements and evaluation criteria for future defense programs. JCIDS was created to replace the previous service-specific requirements generation system that allowed redundancies in capabilities and failed to meet the combined needs of all US military services. In order to correct these problems, JCIDS is intended to guide the development of requirements for future acquisition systems to reflect the needs of all five services by focusing the requirements generation process on needed capabilities as requested or defined by one of the US combatant commanders. In an ideal implementation of the JCIDS process, regional and functional combatant commanders give early and continuous feedback into the acquisition and sustainment processes to ensure their current and evolving requirements are known and met.

Robert Thomas Moeller (1951–2011) was a United States Navy vice admiral who last served in active duty as the first deputy to the commander for military operations, U.S. Africa Command (USAFRICOM), until his departure in April 2010. The United States Department of Defense High Performance Computing Modernization Program (HPCMP) was initiated in 1992 in response to Congressional direction to modernize the Department of Defense (DoD) laboratories’ high performance computing capabilities. The HPCMP provides supercomputers, a national research network, high-end software tools, a secure environment, and computational science experts that together enable the Defense laboratories and test centers to conduct research, development, test and technology evaluation activities.

DOTMLPF is an acronym for doctrine, organization, training, materiel, leadership and education, personnel, and facilities. It is used by the United States Department of Defense and was defined in the Joint Capabilities Integration Development System, or JCIDS Process as the framework to design what administrative changes and/or acquisition efforts would fill a capability need required to accomplish a mission. Because combatant commanders define requirements in consultation with the Office of the Secretary of Defense (OSD), they are able to consider gaps in the context of strategic direction for the total US military force and influence the direction of requirements earlier in the acquisition process, in particular, materiel.

The Operational Test and Evaluation Force (OPTEVFOR) is an independent and objective agency within the United States Navy for the operational testing and evaluation (OT&E) of naval aviation, surface warfare, submarine warfare, C4I, cryptologic, and space systems in support Navy and Department of Defense acquisition programs.

Marine Corps Operational Test and Evaluation Activity (MCOTEA) is the independent Operational Test and Evaluation (OT&E) authority for the U.S. Marine Corps. MCOTEA plans, executes, and evaluates testing of material solutions against warfighter capabilities, under prescribed realistic conditions and doctrine, to determine Operational Effectiveness, Operational Suitability, and Operational Survivability (OE/OS/OSur) of all new equipment for the Corps in support of its acquisition process. MCOTEA is based at Marine Corps Base Quantico. Unlike most Marine Corps organizations, MCOTEA has a Director instead of a Commander.

James Michael Gilmore is a former Director of the Operational Test and Evaluation Directorate of the United States Department of Defense. Gilmore served as Assistant Director for National Security of the Congressional Budget Office and Deputy Director of General Purpose Programs in the Office of the Director, Program Analysis and Evaluation of the Department of Defense. He was served as the Director of the Operational Test and Evaluation Directorate from 2009 to 2017.

Robert F. Behler is a retired United States Air Force major general and computer security expert who served as the Director, Operational Test and Evaluation at the United States Department of Defense from 2017 to 2021. Behler previously served as the chief operating officer and deputy director for Carnegie Mellon University's Software Engineering Institute. He has also held posts as president and chief operation officer of SRC Inc., as senior vice president and general manager at Mitre Corporation, and as the business area executive of Precision Engagement at Johns Hopkins University's Applied Physics Laboratory.
