The Central Conference of American Rabbis (CCAR), founded in 1889 by Rabbi Isaac Mayer Wise, is the principal organization of Reform rabbis in the United States and Canada. The CCAR is the largest and oldest rabbinical organization in the world. [1] Its current president is Rabbi Erica Asch. [2]

The CCAR bylaws state that “the purpose of this Conference shall be to preserve and promote Judaism and to encourage all efforts for the dissemination of its teachings in a Liberal spirit; to advance the cause of Jewish learning; to foster fellowship and cooperation among rabbis and other Jewish scholars; and to serve the welfare of its members.” [4]
Membership primarily consists of rabbis educated at Hebrew Union College-Jewish Institute of Religion. The CCAR also offers membership to those who have graduated in Europe from the Leo Baeck College in London (United Kingdom) and the Abraham Geiger College at the University of Potsdam, and other rabbis who joined the Reform movement after being ordained and met the membership criteria.
The CCAR issues responses to religious questions for Reform Judaism known as responsa, as well as resolutions, and platforms. In keeping with the principles of Reform Judaism, their positions are non-binding on individual rabbis or congregations. It is also the publisher of CCAR Journal, a journal of Reform Judaism published quarterly. The group also runs the CCAR Press, a publishing house for Reform Judaism that publishes the movement's prayer books as well as a variety of publications about contemporary Jewish life.
From time to time the CCAR publishes platforms that are intended to layout the contemporary framework for North American Reform Judaism.
The publication of platforms began in 1885 with the Declaration of Principles, later known as the Pittsburgh Platform, which established Reform Judaism in North America, and built upon the founding ideas of Reform Judaism in Germany. While written before the CCAR was formally founded, the meeting was declared the continuation of the Philadelphia Conference of 1869, which was the continuation of the German Conference of 1841 to 1846. In 1937 the Columbus Platform was approved as the first official platform of the American Reform movement.

The CCAR is led by a volunteer president who is elected from among members as well as a paid professional executive.
In 2003, Rabbi Janet Marder became the first female president of the CCAR; this made her the first woman to lead a major rabbinical organization and the first woman to lead any major Jewish co-ed religious organization in the United States. [12]
In 2015, Denise Eger became the first openly gay president of the CCAR. [13] [14]
In 2018, Rabbi Hara Person became the first woman to be the chief executive of the CCAR. [15]
The Central Conference of American Rabbis (CCAR) has an ethics code which all members are required to uphold, and an ethics committee to handle complaints and discipline any member rabbi found to be in violation of the code. This system only holds jurisdiction over rabbis who are part of the CCAR as it is a voluntary membership organization. [16] While the vast majority of CCAR rabbis have not faced accusations of ethics violations, instances of serious misconduct such as financial impropriety, plagiarism, theft, and sexual misconduct, including sexual assault, have occurred in the past. Historically, these matters were dealt with privately, often resulting in minimal repercussions for the offending rabbis. [17] [18] [19] [20]
At the annual convention in June 1991, recognizing the need for a more formalized approach, the CCAR adopted an Ethics Code and Ethics Committee with the aim of safeguarding congregants and communities from problematic behavior by rabbis. This committee was granted the authority to discipline rabbis, including the possibility of permanent suspension or expulsion. However, despite this step forward, investigations remained slow, and many offending rabbis faced little to no public consequences for their actions, often receiving private reprimands. [21] [22]
A 1996 report by the Jewish Telegraphic Agency (JTA) shed light on the sluggish investigative process and the lack of meaningful consequences for offending rabbis. This led to public criticism and increased scrutiny of the CCAR's handling of ethical issues within its ranks. Subsequent cases, such as the expulsion of a CCAR member rabbi in 2015 for sexual misconduct, further underscored these concerns. [17] For example, in 2014, a senior rabbi of a Texas synagogue was reprimanded for sexual misconduct and allowed to move to another senior rabbi position in North Carolina, where he was censured for sexual misconduct within 36 months of his new placement, and neither congregation was alerted to the allegations. [23]
In 2015, Rabbi Denise Eger was elected president of the CCAR. The first openly LGBTQ person to hold this prominent role, Rabbi Eger made ethics a central focus of her presidency. In 2018, Rabbi Hara Person became the first woman to be the chief executive of the CCAR and also pushed for higher ethical standards and accountability. [15]
In 2021, the organization voluntarily commissioned a legal firm to review its ethics processes and propose improvements. This initiative resulted in several recommendations, including increased transparency regarding ethical infractions and a formal apology issued by the CCAR in September 2022, that included the following language: [22] [24]
"With sincerity of heart and intention, the CCAR apologizes for the hurt that our organization and our ethics system have caused. We acknowledge that there have been times when we failed to meet our own high standards and we are deeply sorry. We apologize, and we are committed to working diligently for a better future." [25]
While these efforts have been praised by many, [26] some critics argue that they do not go far enough to address underlying issues within the ethics system. [27] [28] For instance, concerns have been raised about the continued use of lay investigators and the reliance on fellow rabbis to determine the fitness of an offender to return to their role. However, it is worth noting that similar practices are commonplace in other professional organizations in the United States such as the National Association of Social Workers, [29] the American Psychological Association, [30] and the American Bar Association. [31]
Despite ongoing challenges, the CCAR remains committed to enhancing its ethics process and now provides annual progress reports about the ethics system.

Reform Judaism, also known as Liberal Judaism or Progressive Judaism, is a major Jewish denomination that emphasizes the evolving nature of Judaism, the superiority of its ethical aspects to its ceremonial ones, and belief in a continuous revelation which is closely intertwined with human reason and not limited to the Theophany at Mount Sinai. A highly liberal strand of Judaism, it is characterized by little stress on ritual and personal observance, regarding Jewish law as non-binding and the individual Jew as autonomous, and by a great openness to external influences and progressive values.
The relationships between the various denominations of Judaism are complex and include a range of trends from the conciliatory and welcoming to hostile and antagonistic.
Conversion to Judaism is the process by which non-Jews adopt the Jewish religion and become members of the Jewish ethnoreligious community. It thus resembles both conversion to other religions and naturalization. The procedure and requirements for conversion depend on the sponsoring denomination. Furthermore, a conversion done in accordance with one Jewish denomination is not a guarantee of recognition by another denomination. Normally, though not always, the conversions performed by more stringent denominations are recognized by less stringent ones, but not the other way around. A formal conversion is also sometimes undertaken by individuals whose Jewish ancestry is questioned or uncertain, even if they were raised Jewish, but may not actually be considered Jews according to traditional Jewish law.
The Union for Reform Judaism (URJ), formerly known as the Union of American Hebrew Congregations (UAHC) until 2003, founded in 1873 by Rabbi Isaac Mayer Wise, is the congregational arm of Reform Judaism in North America. The other two arms established by Rabbi Wise are the Hebrew Union College-Jewish Institute of Religion and the Central Conference of American Rabbis. The current president of the URJ is Rabbi Rick Jacobs.
Jewish feminism is a movement that seeks to make the religious, legal, and social status of Jewish women equal to that of Jewish men in Judaism. Feminist movements, with varying approaches and successes, have opened up within all major branches of the Jewish religion.
The Pittsburgh Platform is a pivotal 1885 document in the history of the American Reform Movement in Judaism that called for Jews to adopt a modern approach to the practice of their faith. While it was never formally adopted by the Union of American Hebrew Congregations (UAHC) or the Central Conference of American Rabbis founded four years after its release, and several rabbis who remained associated with Reform in its wake attempted to distance themselves from it, the platform exerted great influence over the movement in the next fifty years, and still influences some Reform Jews who hold classicist views to this day.
Interfaith marriage in Judaism was historically looked upon with very strong disfavor by Jewish leaders, and it remains a controversial issue among them today. Many Jews followed the Talmud and all of resulting Jewish law Halakha until the advent of new Jewish movements following the Jewish Enlightenment resulted in the "Haskala"; in Halakha marriage between a Jew and a gentile is both prohibited, and also void under Jewish law.
Rabbi David Eli Stern is the senior rabbi at Temple Emanu-El of Dallas, the largest synagogue in the South/Southwest United States and the third-largest in the Union for Reform Judaism. He was selected as the 26th most influential rabbi in America by Newsweek magazine in 2008 and the 30th most influential in 2009. Rabbi Stern graduated with high honors from Dartmouth College, earned his M. A. in Jewish education from the Rhea Hirsch School of Education at HUC-JIR Los Angeles, California in 1988, and was ordained from HUC in 1989.
Rabbi Sheldon Zimmerman is a former rabbinic leader in Reform Judaism. He is a past president of the Central Conference of American Rabbis (CCAR) and Hebrew Union College-Jewish Institute of Religion. In 2000, Zimmerman was suspended from the CCAR after an inquiry regarding inappropriate sexual conduct revealed a pattern of predatory behavior, including fondling and kissing a teenager. He subsequently resigned as the 7th president of HUC-JIR which he had led from 1996–2000.
The American Council for Judaism (ACJ) is an organization of American Jews committed to the proposition that Jews are not a national but a religious group, adhering to the original stated principles of Reform Judaism, as articulated in the 1885 Pittsburgh Platform. In particular, it is notable for its historical opposition to Zionism. Although it has since moderated its stance on the issue, it still advocates that American Jews distance themselves from Israel politically, and does not view Israel as a universal Jewish homeland. The ACJ has also championed women's rights, including the right for women to serve as rabbis, and has supported Reform Jewish congregations and contributed to the publication of new editions of prayer books for religious services predominately in the English language for Jews in English-speaking countries.
Women rabbis are individual Jewish women who have studied Jewish Law and received rabbinical ordination. Women rabbis are prominent in Progressive Jewish denominations, however, the subject of women rabbis in Orthodox Judaism is more complex. Although a significant number of Orthodox women have been ordained as rabbis, many major Orthodox Jewish communities and institutions do not accept the change. In an alternative approach, other Orthodox Jewish institutions train women as Torah scholars for various Jewish religious leadership roles. These roles typically involve training women as religious authorities in Jewish Law but without formal rabbinic ordination, instead, alternate titles are used. Yet, despite this alteration in title, these women are often perceived as equivalent to ordained rabbis. Since the 1970s, over 1,200 Jewish women have been ordained as rabbis.
The first openly lesbian, gay, bisexual, and transgender clergy in Judaism were ordained as rabbis and/or cantors in the second half of the 20th century.
Same-sex marriage in Judaism has been a subject of debate within Jewish denominations. The traditional view among Jews is to regard same-sex relationships as categorically forbidden by the Torah. This remains the current view of Orthodox Judaism.

Dana Evan Kaplan is a Reform rabbi known for his writings on Reform Judaism, in particular, and American Judaism, generally. He has also written on other subjects, including American Jewish history and Jews in various diaspora communities. Kaplan has been the rabbi of Temple Beth Shalom of the West Valley in Sun City, Arizona, since June 2019.
Richard Jacobs is a Reform rabbi and the president of the Union for Reform Judaism (URJ), the congregational arm of the Reform movement in North America which represents an estimated 1.5 million Reform Jews in nearly 900 synagogues across the United States and Canada. He is the first Union president to have served most of his career as a congregational rabbi. Before being installed as URJ president in June 2012, he served for nine years at Brooklyn Heights Synagogue and then for twenty years at Westchester Reform Temple in Scarsdale, New York.
