The Cabinet of Ministers of Venezuela (Spanish : Gabinete de Ministros de Venezuela is one of the bodies that make up the Venezuelan executive in that country's presidential system, alongside the Council of Ministers (Spanish : Consejo de Ministros). [1] The Cabinet is headed by the president of Venezuela, and his corresponding vice president. The purpose of the ministries is to create, adopt, follow and evaluate policies, strategies, programs and projects in accordance with the constitution and the laws of the republic. [2]

The president of the republic, the executive vice president and the ministers, meeting jointly, make up the Council of Ministers.

Vice President of the Republic

It is a constitutional body of the National Executive, appointed by the president of the republic.

Ministers

The ministers are direct bodies of the president of the republic, and meeting jointly with the president and the executive vice president, they make up the Council of Ministers.

Ministers have the right to speak before the National Assembly and the committees thereof. They have the right to take part in debates in the National Assembly, without the right to vote.

Office of the Attorney General

The Office of the Attorney General of the Republic advises, defends and represents in and out of court the property interests of the republic, and must be consulted for purposes of approval of contracts in the national public interest.

The Office of the Attorney General of the Republic is responsible to and under the overall direction of the attorney general. The attorney general attends and has the right to speak at meetings of the Cabinet.

Council of State

The Council of State is the highest consultative organ of the Government and the National Public Administration. It is charged with making policy recommendations in the national interest with regard to matters recognized by the president as being of particular importance and requiring the council's opinion.

The Council of State is led by the vice president as chairperson and has the following composition:

Federal Council of Government

It is the body in charge of coordinating and planning policies and transferring competencies from the National Power to the States and Municipalities.

<span class="mw-page-title-main">2013 Venezuelan presidential election</span>

Presidential elections were held in Venezuela on 14 April 2013 following the death of President Hugo Chávez on 5 March 2013. Nicolás Maduro—who had assumed the role of acting president since Chávez's death—was declared winner with a narrow victory over his opponent Henrique Capriles, the Governor of Miranda. Capriles had run in the previous election less than a year before, losing to Chávez by an 11-point margin. This time the margin of victory was much smaller, and thus became the closest presidential election of the country since the 1968 election.

Vladimir Villegas Poljak is a Venezuelan journalist and politician. He was President of Venezolana de Televisión from late 2003 to December 2004. He has written regularly for El Nacional and El Mundo, with a weekly column in El Nacional. He is a founder of the Avanzada Progresista party, having previously been a supporter of Patria Para Todos.

Delcy Eloína Rodríguez Gómez is a Venezuelan lawyer, diplomat, and politician who has served as the vice president of Venezuela since 2018. Rodríguez has held several positions during the presidencies of Hugo Chávez and Nicolás Maduro. She was Minister of Popular Power for Communication and Information of Venezuela from 2013 to 2014, Minister of Foreign Affairs from 2014 to 2017 and President of the Constituent Assembly of Venezuela from 4 August 2017 to 14 June 2018 until her retirement from that office to assume the vice presidency of the country. Since 2024 she holds the position of Minister of Petroleum. She is a member of the national leadership of the United Socialist Party of Venezuela. The European Union, the United States and Canada have placed sanctions on her for what they said were human rights violations and her role in the political crisis in the country.

The Ministry of Popular Power for Communication and Information (Minci) is a public ministry of the Government of Venezuela dedicated to communication, informing the Venezuelan public and promoting the Venezuelan government.

<span class="mw-page-title-main">Carmen Meléndez</span> Venezuelan politician and Navy admiral

Carmen Teresa Meléndez Rivas is a Venezuelan politician and Navy admiral. She was Minister of Interior and Justice from 25 October 2014 to 9 March 2015, and chief of staff in President Nicolás Maduro's cabinet for nearly six months from March to September 2015. After a governorship in Lara (2017–2020), she headed the Interior Ministry for the second time, from October 2020 to August 2021.

Gustavo Enrique González López is the former Venezuelan Minister of Popular Power for Interior, Justice and Peace (MPPRIJP) in 2015-2016 and is the current director of the National Intelligence Service (SEBIN).

<span class="mw-page-title-main">Presidency of Nicolás Maduro</span> Head of state of Venezuela

On 14 April 2013, Nicolás Maduro was elected President of Venezuela, narrowly defeating opposition candidate Henrique Capriles with just 1.5% of the vote separating the two candidates. Capriles immediately demanded a recount, refusing to recognize the outcome as valid. Maduro was later formally inaugurated as President on 19 April, after the election commission had promised a full audit of the election results. On 24 October 2013, he announced the creation of a new agency, the Vice Ministry of Supreme Happiness, to coordinate all the social programmes.

The 2017 Venezuelan protests began in late January following the abandonment of Vatican-backed dialogue between the Bolivarian government and the opposition. The series of protests originally began in February 2014 when hundreds of thousands of Venezuelans protested due to high levels of criminal violence, inflation, and chronic scarcity of basic goods because of policies created by the Venezuelan government though the size of protests had decreased since 2014. Following the 2017 Venezuelan constitutional crisis, protests began to increase greatly throughout Venezuela.

Established as early as 1826, the Ministry of Human Rights, Justice, Governance and Decentralization of Honduras was created from the territorial division of Honduras and was initially composed of seven departments. The 2018 Panama–Venezuela diplomatic crisis was a diplomatic stand-off between Panama and Venezuela after the Panamanian government imposed sanctions on President Nicolás Maduro and several key officials of the Bolivarian government over alleged involvement with "money laundering, financing of terrorism and financing the proliferation of weapons of mass destruction" on 29 March 2018.

The negotiations during the crisis in Venezuela are the negotiation and dialogue attempts and processes between the government of Nicolás Maduro and the Venezuelan opposition. Although numerous dialogue processes and roundtables have taken place, by 2023 none had been effective in achieving a solution to the country's crisis.

Marleny Josefina Contreras Hernández de Cabello is a Venezuelan engineer and politician, wife of Diosdado Cabello. She served as Minister for Public Works until 12 August 2019 and was also Minister of Popular Power for Tourism.

Jorge Elieser Marquez is a Venezuelan politician. He is the minister in charge of Office of the Presidency and Monitoring of Government Management of Venezuela. He was appointed minister on 3 November 2017 by President Nicolas Maduro.

Ricardo José Menéndez Prieto is a Venezuelan geographer, professor and politician. He currently serves as the vice president of the Council of Ministers of Planning and Minister of the Popular Power for Planning of the Venezuelan government.

Eduardo Piñate is a Venezuelan teacher, historian and politician. He was appointed Minister of Education (MPPE) and sector vice president for the Social and Territorial Socialism of Venezuela. He was appointed into office on May 2, 2021 by President Nicolas Maduro. He has held other positions as Minister of People's Power for the Social Process of Work and elected as a Deputy of the National Assembly of Venezuela in the 2010 parliamentary elections.
