AFLs draft i 1960 ble avholdt 22. og 23. november 1959 i Minneapolis i Minnesota,[1][2] ikke lenge etter ligaen ble stiftet, og bestod av 33 runder.[3] Et ekstra draft bestående av 20 runder ble avholdt 2. desember.[4]

Lagene måtte fylle de 11 posisjonene på laget ved å drafte fire backs, to ends, to tackles, to guards og en center med de første elleve valgene.[1][2] Før hver posisjon ble valgt trakk lagene lodd for å bestemme rekkefølgen.[2] Selv om profesjonelle lag hadde separate spillere på angreps- og forsvarssiden ønsket ikke ligaen å ha 22 runder før lag fikk friheten til å velge hva de ville.[1]

Allocation Draft

Ligaen avholdt et Allocation Draft hvor de syv andre lagene i AFL fikk låse ned 11 spillere, hvorpå Oakland fikk velge 24 spillere fra lagenes gjenværende spillere.[4] Antallet spillere som originalt ble draftet av det åttende AFL-laget, men som ble signert av andre lag, kombinert med prosessen for Allocation draftet, så godt som garanterte at Raiders hadde den svakeste spillerstallen i AFL i ligaens første år. Til tross for dette klarte de å signere fremtidige stjernespillere som Jim Otto og Wayne Hawkins, som begge spilte i alle AFLs ti sesonger.
