The article surrounds a person who does not appear to meet the Wikipedia:Notability guidelines. There is not a good deal of significant, reliable references. - Keep Hall was a significant player in one of the largest political scandals in American history. Sources really aren't that hard to come by. AfD isn't the place to suggest that articles be merged or redirected.
