Forbes is a "contributor" piece, as it says next to the authors name, see WP:FORBESCON, not helping to establish notability. The foundation seems to be quite activity, using google news with "International Youth Foundation" (including quotation marks) returns quite a bit, perhaps there is some in-depth coverage (not mentions) out there...
