Request reason:

This is not an open or anonymizing proxy. This is an implementation users have no control over. Indeed, User_talk:168.245.155.43 stated as such. Because of how even a browser refresh would change the IP from a non-blocked subnet to this blocked one, it gets really annoying.

Decline reason:

I'm sure it is, but the solution is for those users who have registered accounts that at least in part use this IP or range to follow the instructions at WP:IPECPROXY to request IP block exemption. Users who just want to use the IPs to edit are out of luck, alas ... it takes a lot of technical conferencing and back and forth to even get a serious discussion with the admins who know their stuff on this to even have a serious discussion about whether an IP or range is in fact an open proxy.
