What to include?

On what basis is it decided which Characters to include in the template? Characters such as Bib Fortuna appear only for a matter of seconds at the end of Chapter 16 whereas, characters such as Koska Reeves and The Frog Lady are in two episodes but are not listed in the Template. Is it simply a matter of adding any character that already has a Wikipedia article? What is the logic behind including or excluding? -- 109.76.214.105 (talk) 17:21, 1 January 2021 (UTC)[reply]
