Afghan Mellat, a major or minor party

At this moment, Afghan Mellat party has 8 members in the parliament^[1], they have (recently had) high ranking positions in the government, ex Finance Minister (Anwar-ul Haq Ahadi), Deputy Education Minister(Sediq Patman), former governor of Farah Province (Asad), ex finance minister and a candidate for 2009 elections (Ashraf Ghani Ahmadzai)^[2] and so on. They have official offices in Kabul, Nangarhar, Kunar, Farah, Ghor, Herat, Jouzjan^[3] and several other provinces. How can this be a minor political party?

What exactly makes a party major/minor? If I was to answer the question, I would say if a party has a lot of members in the parliament, official offices located in several provinces, occupied high ranking positions in the government would make a party not a minor but a major political party.
