Contradiction in History section

The accused must pay full child support through age 18 in advance. BUT They can be jailed if they fail to make a monthly payment.

How could there be monthly payments if the lump sum has been paid in advance?

Perhaps the first condition only means "promise to pay in full"?

Thank you for pointing this out. While the previous version did mention that there was a payment option, it did not do a good job of explaining that in the event of a lump sum payment, the debtor would be allowed to leave immediately.
