Not unprecedented

I removed the following statement because it is factually wrong:


"It is unprecedented and symbolic for the European Union to have an important declaration signed only by the heads of the Union's institutions rather than the heads of governments of the member states. It could represent a shift of power, either due to the institutions gaining more powers or greater reliance upon them due to the swelled number of members. It was however still backed by the member states in the form of the Council of the European Union and the European Council."

It is not even unprecedented, as claimed in the quote above, since the EU's Charter of Fundamental rights proclaimed at an European Summit in Nice was also signed by the presidents of the three institutions (Parliament, Council and Commision). Also, it does not represent a "shift of power", since this declaration, just like the Charter, is not binding.


Granted your note on the charter. But that para was based on comments by the Commission and media commentators, not sure where the citation is now. I'll see if I can look it up. In terms of shift of power, of course not in the sence of it just being a charter, it represent it in it being signed by the institutions, not the leaders. I'm perfectly happy to poke a hole in that as it was signed by them because it was to hard to get agreement with the leaders but that was put in because that was a comment of the day. But perhaps you might want to restore it and dispute that in article? Also, do not forget to sign your posts on talk pages. - J Logan t/c: 22:45, 22 June 2007 (UTC)[reply]
