Consumer organizations / consumer rights organizations -- likely ought to be categorized as:

  • consumer safety organizations -- health & safety issues.
  • consumer rights organizations -- business issues around products, licensing, purchasing, etc.
  • consumer organizations -- organizations of consumers

Tough call. Many organizations do all three of these. The largest organizations who are members of Consumers International, for example, would do testing and reporting for safety, advocacy or lobbying for rights, and also attempt to represent community members.
