I used Inkscape, a program that creates vector images. They are generally more prefered over JPG and PNG, which are raster images. It takes a little getting used to, but once you get the hang of it, making things like the WAA I made is pretty easy. Fair use rationales

Oh boy. Now I see why you were asking.

WP:NFCC is the relevant policy here, but I'm going to assume you've already read that; if you haven't, do so now. The criteria on that page all must be met in order for us to use a copyrighted image under the terms of fair use. To summarize all of the main points, fair use images have to be of low quality, provide substantial educational insight, used as little as possible, and cannot be replaced by something we can get without copyright. When uploading a copyrighted image, you have to provide a rationale that addresses all of these points, as well as the other criteria. An example would be:

"This image is to be used only in Sunburg, Minnesota (WP:NFCC#7, 9) to illustrate to readers the seal of the city, the symbol of the city's government (WP:NFCC#5, 8). Because it is a copyrighted work of the City of Sunburg, obtained from their website at [insert link here], no free equivalent of this image exists or can be obtained. (WP:NFCC#1, 4). The entire portion of the work is necessary to illustrate the full city seal (WP:NFCC#3b), and no other images will be used for this purpose, as this image provides the best means of doing so (WP:NFCC#3a). As the City of Sunburg is not a commercial entity, use of this logo will not negatively impact them (WP:NFCC#2). Use of this logo meets established Wikipedia standards (WP:NFCC#6)." (This rationale, as well as the proper copyright tag, meet WP:NFCC#10.)

It may look big and confusing, but most of the content in here can be easily copied with only a few modifications into other rationales, provided the image does indeed meet all of those conditions. The only other thing you'd need to worry about is finding the correct copyright tag; there is a list containing all of the most common ones at WP:TAGS/FU.

If you need help on figuring out what you can upload under fair use, you may also want to read the bottom portion of User:Hersfold/Adopt/Copyright - it gives a few examples of both appropriate and inappropriate applications of fair use. If you have any more questions, though, feel free to let me know - fair use is one of the more problematic bits here, and it's an excellent way to get in trouble if you mess stuff up... as you've apparently noticed. Hi Bluecaper, my argument for NFCC#1 is that he was alive until 1600 and there are either contemporary drawings of him or all images are simply made up. As a made up image it is no more or less relevant than any other possible freely created image of him. I can see what seems to be a statue of him - if correct a photo of this would do. Either the copyrighted image is based on a historical one or it is made up and thus of no more value than any other current image of a samurai of the same era. as for NFCC#2 - the non-free image is one that was created for commercial purposes and the copyright holder has the right to control copies. By hosting it here, not for discussion of the image itself but for decoration of an article on the image's subject, we are replacing their commercial right to control the image. This usage falls under the unacceptable usage points # 7, 8 and a number of other ones - Peripitus (Talk) 22:57, 16 February 2009 (UTC)Reply
But it is not just a drawing; it is an official poster from the video game Kessen. It is something of popular fiction. Many Wikipedia pages about historical persona in popular fiction have these kinds of pictures in the appropriate section. It describes him in Kessen, not just a regular portrait of him. People are not required to pay for these.

Surely it is a commercial image created by Koei and either owned by them or Electronic arts. The fact that they don't sell this image does not remove its commercial nature. Advertising/promotional images are covered by the same copyright, and commercial considerations, as the object they are promoting. - see Wikipedia:Non-free_content#Unacceptable_use images section. I was just wondering what to use to make an animated GIF out of other pictures. I would use simple raster files, like BMP, PNG, or GIF. I want to learn how to animate at an amateur level. So I was just wondering how it's done. I'll get a free program to animate. I tried using Microsoft GIF Animator, but I could not get more than on slide on in the animation. That Devi movie was made from an .avi file (a video file made by the camera. If you are starting with photographic images, there's one group of programs, with video-to-.gif it's a different set, and with vector art.... a different set. What image-manipulation programs do you already have? What are you comfortable with? You can actually download most adobe products from their website, with a trial time period thing. I concur with Hersfold - you're not ready yet, and your answers to the questions coupled with your block and your use of a shared account with two other users leave me worried of what would happen if you were an administrator at this point in time. That said, there is no reason that you can't be an administrator later in time. You might consider withdrawing per WP:NOTNOW at this point - this particular RfA is looking unlikely to pass. My suggestions for a future RfA - do some stuff which demonstrates that you have both moved on from the misunderstandings that got you blocked, and that show that you have a good grasp of policy, which appears to be a concern (and it is, at least for me). If you came back in six months or so demonstrating that you knew policy and took part in work at admin-related venues, and had completely disengaged from the sort of issues surrounding your block, I would more than likely support, as, I would imagine, would most others. Custom signature fix needed

Hi there! You have a custom signature set in your account preferences. A change to Wikipedia's software has made your current custom signature incompatible with the software.

The problem: Your signature contains a syntax error, specifically formatting tags that are in the wrong order.

The solutions: You can reset your signature to the default, or you can fix your signature.

Solution 1: Reset your signature to the default:
  1. Find the signature section in the first tab of Special:Preferences.
  2. Uncheck the box (☑︎→☐) that says "Treat the above as wiki markup."
  3. Remove anything in the Signature: text box.
  4. Click the blue "Save" button at the bottom of the page. (The red "Restore all default settings" button will reset all of your preference settings, not just the signature.)
Solution 2: Fix your custom signature:
  1. Find the signature section in the first tab of Special:Preferences.
  2. Swap the final closing </em> and bold/italic markup, or make other edits to make the signature appear how you want it to appear.
  3. Click Save to update to your newly fixed signature.
