Possible improvements to this page could be including something about the United States v Winans case and how it played an important role in the prior proceedings of Winters v. United States. Adding a link to the Canons Wiki page would also improve this page because the cannon of construct was applied to the case when deciding was water reserved for the Fort Belknap Reservation.Misstbird (talk) 02:09, 9 March 2011 (UTC)
