Only files found on DC.gov are licensed CC BY-3.0-US, per the DC.gov terms and conditions. These files are from other sites, and, while they may be by employees of the District of Columbia, they are not covered by the aforementioned license. Most of these photos are from dccouncil.us, which explicitly states "All Rights Reserved". Note that DC government works are not considered US federal government works, and are therefore not automatically public domain (see Commons:Deletion requests/Template:PD-DCGov).
