About us
The African Risk Capacity (ARC) Group is comprised of ARC Agency, a Specialised Agency of the African Union founded in 2012; and ARC Insurance Company Limited (ARC Ltd), a hybrid mutual insurer and the commercial affiliate of the Group founded in 2014. ARC Agency was established to help African governments improve their capacities to better plan, prepare, and respond to natural disasters triggered by extreme weather events, as well as outbreaks and epidemics. On the other hand, ARC Ltd offers complementary risk pooling and risk transfer services. Together, the two provide Member States with capacity building and contingency planning services, access to state-of-the-art early warning systems, and risk pooling and transfer facilities towards building resilience against natural disasters such as droughts and tropical cyclones. In the process, the Group strives to apply gender equality principles and achieve inclusivity in the programme to ensure that no one is left behind.

During the Climate and Disaster Risk Financing and Insurance (CDRFI) Knowledge Forum in Blantyre, Malawi, held from 29 to 31 October 2024, ARC, through its Head of Contingency Planning, Papa Zoumana Diarra, participated in a panel discussion on "Payout Mechanisms and Mainstreaming Gender in Post-Disaster Response. Highlighting the importance of preparedness to respond, Papa Zoumana emphasised the critical role of timely and effective payout mechanisms in supporting vulnerable communities immediately after disasters. ARC's intervention highlighted the role of pre-arranged financing in readily availing resources to facilitate quick response when disasters strike, reducing economic shocks and safeguarding livelihoods. He pointed out that the ability to mobilise funds rapidly is essential for ensuring an efficient disaster response that can mitigate the impacts of disasters on communities. A key focus of Papa Zoumana’ s intervention was the integration of gender considerations into disaster financing and response. He stressed that gender-inclusive payout mechanisms are not only about promoting equality but also about ensuring that response efforts reach the most vulnerable, including women and marginalised communities, who often are disproportionately affected by disaster. “Integrating gender into disaster risk financing is vital to building resilience. By addressing the unique needs of women and marginalised communities, we enhance the effectiveness of our response mechanisms and support a more inclusive recovery,” Papa Zoumana stated. ARC’s involvement in the forum underscores its commitment to advancing innovative, equitable solutions that address Africa’s climate challenges. By promoting gender-sensitive approaches in disaster risk financing, ARC continues to champion resilience frameworks that protect all communities, paving the way for more equitable, resilient societies in the face of climate change. ARC Contributes to Thought Leadership on Climate and Disaster Risk Financing at CDRFI Knowledge Forum At the Climate and Disaster Risk Financing and Insurance (#CDRFI) Knowledge Forum in Blantyre, Malawi, from October 29 to 31, 2024, #ARC joined global thought leaders, government representatives, and financial institutions to address Africa’s urgent need for innovative climate resilience solutions. Hosted by the African Development Bank Group and the Government of #Malawi, the forum’s theme, “Harnessing the Opportunities of the Evolving CDRFI Landscape in Africa,” encouraged stakeholders to exchange insights on strengthening national disaster risk financing (DRF) strategies and advancing pre-arranged financial mechanisms for resilience. During a panel discussion on the Global CDRFI Landscape: Emerging Trends and the African Perspective, Eva Grace Kavuma, ARC’s Acting Group Director General, highlighted key approaches for effective DRF strategies. Addressing the question of better approaches to DRF formulation, she stated, “In our experience, the lack of political will has been identified as a major impediment to the effective implementation of national policies and strategies. It is therefore critical to secure political buy-in, support, and ownership to advance the concept of financial protection.” She emphasised that successful strategies require the inclusion of all relevant in-country actors, collaboration across government levels and sectors, and integration of robust risk assessment with capacity-building initiatives. This, she noted, not only strengthens resilience but also enhances sustainable implementation at the local level. ARC’s participation underscored its strategic role in developing comprehensive DRF frameworks across Africa. Engaging in discussions on sovereign risk insurance, regulatory frameworks, and gender-inclusive financing, ARC shared its experience in bridging political commitment with actionable DRF strategies tailored to national contexts. By pioneering these approaches, ARC contributes meaningfully to Africa’s resilience by linking financial planning to community impact, enhancing the ability of African nations to respond swiftly to climate shocks. “Our commitment at ARC goes beyond merely deploying financial tools; it’s about empowering governments with resilient, locally-owned frameworks that ensure countries can address both immediate recovery needs and build long-term capacity,” added Kavuma. “Only by embedding disaster risk financing within national policies can we create a sustainable path toward resilience for vulnerable communities.” The forum provided a platform for ARC to advocate for synergistic funding models that integrate pre-arranged finance, concessional loans, and private investments. It also gives concrete expression to the capacity-building work we have carried out alongside the Beninese authorities and our partners. Through this insurance policy, Benin is acquiring a powerful tool for anticipating, responding to, and mitigating the consequences of extreme weather events, thereby strengthening food security and the stability of rural communities. Atelier Régional #ARC_BADEA : Renforcement des Capacités de Gestion des Risques Climatiques en Afrique de l’Ouest et du Centre Du 17 au 22 octobre 2024, Dakar accueille un événement phare pour la résilience climatique de la région Afrique de l’Ouest et du Centre. Cet atelier organisé par African Risk Capacity (ARC) Group et soutenu par BADEA - Arab Bank for Economic Development in Africa) réuni les représentants du #Bénin, du #Burkina_Faso, de la #Gambie, du #Togo, et du #Sénégal en vue de renforcer les compétences des experts des différents pays en matière de modélisation des risques et d'intégration du genre dans la gestion des risques de catastrophes. The ARC Gender Retreat, taking place over the next 2 days in Rustenburg, South Africa, is an opportunity to refresh all ARC staff on key aspects of gender equality towards ensuring that gender mainstreaming becomes a lived reality within ARC and in all its programmes. The ARC Gender Strategy, which is in its fifth year of implementation, has been instrumental in building awareness, driving for equality in the Disaster Risk Management space, challenging traditional gender norms and advocating for change. Gender is mainstreamed in all ARC programmes with the goal to ensure inclusivity in all processes. To facilitate this, efforts are directed towards ensuring that staff fully understand the fundamentals and commit to drive for equality in the course of their work. Speaking during the opening of the Gender Retreat, Eva Kavuma, ARC’s Interim Group Director General, highlighted the importance of ensuring that all ARC staff have sufficient knowledge of gender matters and can take the lead in gender mainstreaming. "ARC believes in gender equality and women's empowerment. Our goal is to ensure that gender issues are systematically integrated in all our operations internally and in our Member States. We must make sure that no one is left behind in our interventions”, she emphasised. A new Gender Strategy will be developed soon to guide gender mainstreaming workstreams from 2025. It will consider achievements and lessons learnt since the start of implementation in 2019.
