“Specified small motorized bicycles" and "all-electric bicycles" are not allowed for Uber Eats delivery.
Due to the current legal complexities surrounding “Specified small motorized bicycles" (not just electric kickboards but bicycle types as well) and concerns for the safety of delivery partners and local communities, Uber Eats does not accept “Specified small motorized bicycles" as registered delivery vehicles.
Please refer to the websites of the Tokyo Metropolitan Police Department and the National Police Agency for information on what types of vehicles are considered "specified small motorized bicycles.

"All-electric bicycles" and "pedal-powered electric bicycles (mopeds)" are treated as motorized bicycles, not bicycles, under the Road Traffic Act. Therefore, these vehicles must be registered as motorized bicycles if they are used for deliveries. If you operate these vehicles on public roads, you are required to obtain a driver's license, a license plate, and liability insurance. In addition, you need to obey the same traffic rules as motorized bicycles, including wearing a helmet.
If you are found to be using an “Specified small motorized bicycle," "all-electric bicycle," or "pedal-powered electric bicycle" when you have registered as a "bicycle" for deliveries, your Uber driver account may be suspended in accordance with the Uber Eats Community Guidelines. We appreciate your understanding.
