PNP MEMORANDUM CIRCULAR

RESOURCE ENHANCEMENT THROUGH ACADEMIC DEVELOPMENT (READ)


PROGRAM FOR NON-UNIFORMED PERSONNEL (READ for NUP)

1. REFERENCES:

a. PNP Strategic Focus -"CODE-P: 2013 and


Beyond";
b. Republic Act 8551, Section 13; and
c. Omnibus Rules Implementing Book V of EO No. 292, Rule VIII, Section I
(Career and Personnel Development).

2. RATIONALE:

This Memorandum Circular (MC) provides for the guidelines in implementing the
NUP Resource Enhancement through Academic Development (READ) Programs. It
particularly addresses the training gap of the NUP geared towards enhancing their
professional competency in the workplace as partners of the uniformed personnel
in the management and administration of the police organization.

3. SITUATION:

Since its inception in 1991 following the enactment of RA 6975, the Philippine
National Police has long embraced its organizational distinction to become "civilian in
character." The evolution of the premier police agency, thus, has opened its gates for the
employment of civilians-better known in the PNP as Non-Uniformed Personnel (NUP)-who
are being recognized for their remarkable contribution to the delivery of administrative
services of the various police offices and units all over the country.

More than 5,000 NUP are currently appointed in civil service positions that are purely
administrative, technical, clerical or menial in nature. Recent developments also showed
that the NUP are being considered to assume positions of higher responsibility in the
management functions of offices/units whose core functions are administrative in
nature, which originally belonged to the uniformed personnel of the PNP. Given this
motivating factor to reach greater heights in their career path, notwithstanding the staffing
pattern for NUP, several individuals within the ranks have

ably enrolled in post-graduate programs and training courses geared towards enhancing
their capacity in supervisory and higher management functions.

It is from this perspective that the PNP has formulated what is to be known as the NUP
Resource Enhancement through Academic Development (READ) Program which serves as
a blueprint of action on the training and education of NUP.

4. PURPOSE:

This Circular provides a set of policies, systems, and procedures in the implementation
of READ for NUP designed to build the capacity of the NUP and advance their academic
excellence in order for them to be more efficient and responsive to the needs of the internal/external
stakeholders of the PNP.

5. DEFINITION OF TERMS:

a. Academic Development - initiatives relating to educational advancement of


personnel purposely to develop competency to effectively carry out different tasks
in the organization.

b. Annual Program - refers to list of activities (specialized/competency) to


be conducted for the whole year.

c. Career Path - refers to growth of personnel in the organization. It also


denotes various positions a personnel moves to as he grows in an
organization.

d. Core Functions - refer to outputs/activities that are prescribed in the


individual plantilla position.

e. Non-Uniformed Personnel (NUP) -

refers to the permanent civilian employees of the PNP


with plantilla positions and salary grades as attested by the Civil Service
Commission and NAPOLCOM.

f. Non-Uniformed Personnel (NUP) Supervisor -Non-Uniformed Personnel with


appropriate orders from the Directorate for Personnel and Records Management
(DPRM) who supervises and oversees personnel actions regarding NUP.
g. Professional Competency - refers to the capability to perform the duties
of one's profession generally, or to perform a particular professional task, with
skill of an acceptable quality.

h. Standardized Training Program refers to guides and standards


established and designed for uniform application and implementation of activities
aim at developing a particular skill to exact change in the level of knowledge of an
individual.

i. Training - process of teaching a particular skill or type of behavior in
order to acquire new knowledge.

6. GUIDELINES:

a. An annual integrated training and education plan, to include the standardized


training programs for NUP, shall be designed accordingly by the DHRDD in
cooperation with PNPTS;

b. Each NUP shall undergo at least one major professional development


training within a period of every two years;

c. The annual program for the training and education of the NUP shall be
conducted in two separate categories. Category 1 deals with the training
programs to be conducted by PNPTS, through the RSTUS, as supervised by
DHRDD. Category 2 pertains to the training programs offered and conducted by
other PNP units and external stakeholders. Each category is further subdivided,
as stated:

1) Category 1

a) Personnel Orientation Course refers to the activities designed to inform


new employees about PNP programs, thrusts, and operations as well as
their duties, responsibilities, and benefits;

b) Reorientation Program, offered as necessary, refers to courses


designed to introduce new duties and responsibilities, new policies
and programs to employees who have already been installed in the
service;

c) Values Development Program refers to courses which are designed to


enhance and harness the public service values of participants to be
effective government workers. It is divided into three courses, namely;
Ethics Course for NUP, Teambuilding Workshop, and Customer Service in
the Public Sector;

d) Employee Development Program refers to courses aimed at


maintaining a high level of competence on basic workplace skills
among the NUP in the first level. It is composed of five different individual
specialized courses, namely; Basic Computer Literacy Course, Basic
Records Management Course, Personality Enhancement Seminar,
Occupational Safety and Safety in the Workplace, and Seminar on
Personnel Mechanism. Those NUP whose job description coincides
with the training objectives of any of the mentioned modular courses are
selected to attend based on the lineup of participants, which will be
determined by PNPTS,through RSTUS, in coordination with
RPHRDD/NUP Supervisor and the number of courses offered in a particular
year;

e) Professional/Technical Program refers to the specific
professional/technical areas for enhancement of skills and knowledge of
second level NUP. It also has five different courses, such as; Leadership
and Supervision, Report Writing Seminar, Advance Computer Course,
Communication and Equipment Operations (CEO) Seminar, and Public
Speaking Seminar; and

f) Supervisory Development Course shall be a mandatory training


program for all NUP with salary grade 15 and above.

2) Category 2

a) Functional Competency Courses (FCC) offered by the different


PNP units as per their respective functional groupings and to be conducted
in coordination with PNPTS. Examples of FCC are, but not limited to, Human
Resource and Doctrine Development Course (HRDDC), Human Resource
Management Course (HRMC), Planning Course, Finance Course,
Comptrollership Course, Logistics Management Course, and Police-
Community Relations Course (PCRC).

b) Management and Executive Development Courses


b.1) Training Program Management Course (TPMC) – a
mandatory course for NUP occupying plantilla positions as HRM,
Training Specialists, and HR Assistant as well as those other positions
assigned in the HR department or its equivalent.

b.2) Executive Leadership and Management Courses (ELMC) offered


by external educational institutions to all PNP personnel, particularly the
uniformed personnel with the rank of Police Superintendent and up,
and those NUP designated as Division Chiefs and Assistant Division
Chiefs, or those with SG 24 and above.

b.3) Sponsored Management Courses (SMC) offered by


prestigious government and private institutions such as
Development Academy of the Philippines, Asian Institute of
Management, National Defense College of the Philippines, Local
Government Academy, Civil Service Commission, and similar entities
engaged in occasional partnerships with the PNP in the area of training and
education.

b.4) Courses in Foreign Countries (CFC) – pertains to foreign-


sponsored training/educational program that may be conducted
either locally or internationally, for which an NUP has been selected based
on qualifications and successful compliance to the requirements of the
training course or formal education pursued.

d. All Functional Competency Courses (FCC) and other training programs
conducted by PNPTS, in coordination with concerned PNP units, shall allot at
least 10% of the total number of participants for the NUP;

e. In the event that ELMC, SMC, and CFC courses are offered to the PNP, it shall be
guaranteed that at least one NUP shall be endorsed therein, provided, however,
that the concerned NUP shall meet all qualifications and documentary
requirements set by the sponsors;

f. All other training programs not indicated in this PNPMC which are initiated by
PNP units shall appropriate a certain number of NUP participants per class, who
shall be determined by the heads of office;

g. Any NUP who has at least three years in the government service shall also be
encouraged to attend training programs offered by well-meaning private
professional groups, provided that said training will be useful in the
functional performance of the NUP. An After Activity Report, with pertinent
documents and reference materials as attachments, must be submitted to their
unit within five days upon the conclusion of said training;

h. In determining the list of participants for any training programs under READ,
the heads of offices, through the Chief, Admin Section and NUP Supervisor, shall
ensure the attendance of the NUP-participants. Undue absences or non-
participation, whether due to a conflict of schedule with another training or a
personal matter, shall be dealt with administratively. Deferment shall only be
entertained under the conditions stated in this PNPMC;

i. Request for deferment shall not be entertained once the concerned NUP is selected
and recommended for schooling, except for any of the following reasons:

1) When he/she becomes sick or incapacitated that would prevent him/her


from attending classes, as certified by the Director, HS or Regional Health
Officer;

2) A criminal or administrative case is filed against the personnel concerned


recommended for schooling before the convening of the course or within the
duration of his/her schooling, that taking the course would affect the proper
adjudication of the same;

3) When a member of his/her immediate family (parents, spouse,


children) dies and his/her presence is necessary and would affect his/her
training/schooling; and

4) During disasters/calamities where he/she or his/her immediate family


are the victims that would prevent him/her to regularly attend classes.

j. Request for deferment under the aforementioned circumstances shall
be
favorably endorsed in writing by the Director/Chief of Office/Unit
concerned, certifying to the validity of the reason(s) cited therein; and

k. The implementation of READ for NUP shall be incorporated in the Annual


Master Training Program of the PNP and is therefore deemed mandatory. The
conduct of Category 1 shall be charged against PNP Training Service
Mandatory Activity per fiscal year. On the other hand, expenditures
incurred by the NUP participating in training programs under Category 2
shall be charged against the sending unit's training funds, which shall cover
their registration fees and other incidental expenses.
7. RESPONSIBILTY:

a. DHRDD shall supervise and monitor the conduct of READ while PNPTS shall
be the Office of Primary Responsibility (OPR) for the implementation of this
PNPMC;

b. PNPTS shall prepare the Annual Training Program for Category 1 of READ
for NUP, including all budgetary requirements and other necessary preparations,
like preparation and dissemination of training directives;

c. The PNPTS shall designate a permanent NUP


training supervisor/training specialist within its Office to act as focal
person/liaison to DHRDD. RSTUS shall also designate a focal person
who shall coordinate with the NUP Supervisor in the regional headquarters
regarding the management and conduct of training programs under
Category 1;

d. DHRDD shall provide copy of Standard Training Package to PNPTS


which shall distribute the same to its RSTUS;

e. PNPTS and all its RSTU shall use the approved Standard Training
Package (program of instruction, training manuscripts, slide
presentations, sample scenarios, and test questionnaires) as their guide
to ensure the implementation of a uniform, analogous, and standard training for
NUP; and

f. Periodic evaluation and assessment of the training and education of NUP


shall be conducted by the DHRDD, together with DPRM, PNPTS, HRMOS of
PROS, and the President, NUPAI.

8. ADMINISTRATIVE SANCTION:

a. Any transgression on the aforementioned guidelines shall constitute an


administrative offense and shall be punishable according to existing rules and
regulations.

b. Under the doctrine of Command Responsibility, heads of offices/units are


directed to strictly implement this circular and shall be held liable for its non
implementation. Negligence, irregularities or non-performance in the conduct of
READ for NUP shall be dealt with administratively.
9. REPEALING CLAUSE:

All provisions in this PNPMC shall supersede the other provisions in other issuances
inconsistent herein. Administrative and coordinating instructions in the implementation of
READ for NUP shall adhere to the generally accepted principles of training and education of
the PNP, through the DHRDD.

10. EFFECTIVITY:

This MC shall take effect after 15 days from filing a copy hereof at the UP Law Center
in consonance with Section 3, Chapter 2, Book VII of Executive Order 292 otherwise known as
the "Revised Administrative Code of 1987," as amended.
