Earlier today Microsoft Vice Chair and President Brad Smith joined leaders from Meta and Alphabet to testify before the U.S. Senate Select Committee on Intelligence on securing U.S. elections from nation-state adversaries. He reinforced the need to preserve the fundamental right of free expression while protecting the American electorate from foreign nation-state cyber interference. A few key points: 👉 Reports from Microsoft's Threat Analysis Center show Russia, Iran, and China are using cyber influence operations to target both political parties in the 2024 U.S. presidential election. 👉 Providing technology and training to candidates, campaign staff, political parties, and election officials are key to identifying and deterring the use of deepfakes. Microsoft has conducted over 150 training sessions across 23 countries, reaching more than 4,700 people. 👉 Microsoft continues to invest in safeguarding critical infrastructure related to elections, including providing customers with a no-cost cybersecurity service that protects against nation-state adversaries, equipping campaigns and election departments with expert security consultation, and preparing on-the-ground triage teams for the November elections. 👉 We need robust policies to protect the public from abusive AI-generated content. Brad Smith called on Congress to take 3 steps that will have an outsized impact in protecting the public from deceptive AI-generated content: Enact a new federal deepfake fraud statute, mandate AI systems providers use tech to identify and label synthetic media, and pass the bipartisan Protect Elections from Deceptive AI Act. 👉 Finally, both technology companies and the public sector have a shared responsibility to prepare the American public for the risks ahead by encouraging them to verify information before voting. The Microsoft Threat Intelligence Center has identified a shift in Russian tactics trying to influence the 2024 US election. In the past two months, Russian actors such as Storm-1516 and Storm-1679 have started targeting the Harris-Walz presidential campaign with fabricated videos aimed at spreading disinformation, divisive political content, and AI-enhanced propaganda. In response, we have suspended over 20 active email accounts linked to these operations. As we inch closer to the elections in November, we will continue to monitor content on websites and social media to combat any disruptions to our democratic processes.
