New #ManattOnHealth Insight by Joel Tinkler, MPH: On August 15, the Centers for Medicare & Medicaid Services (CMS) released a Notice of Funding Opportunity (NOFO) for states planning to participate in its Cell and Gene Therapy Access Model. Interested states are able to apply for up to $9.55 million in funding to support their participation in the model and reward their completion of successful research projects. To be considered for funding, states must submit a response to the Request for Applications and the NOFO by February 28, 2025. #CMS expects to make funding awards by July 1, 2025. #CMS made important new proposals to improve how primary care providers are paid to care for #Medicare beneficiaries. If finalized in the 2025 Physician Fee Schedule Final Rule later this year, these proposals will add new reimbursement opportunities for the delivery of comprehensive primary care, including care management outside visits. Provider taxes have become a central pillar of #Medicaid non-federal share financing. To build consensus around these taxes, some states and provider groups have relied on so-called “pooling” arrangements. However, in recent rulemaking and accompanying guidance, #CMS reinforced its commitment to prohibiting these pooling arrangements, including those without direct state involvement.
