With the backdrop of the #2024election, the future of employer health plans in 2025 and beyond is top of mind for HR leaders. Ultimately, potential policy changes that will impact employer-sponsored healthcare will be influenced by which party has control of the White House and Congress. Employers and #HR professionals should be prepared for potential changes. Here's a preview of what might be in store if a single party controls both the White House and Congress: If the Democrats take the White House and Congress: 🔺 Congress will attempt to maintain and increase funding for enrollment on the public exchanges and permanently expand ACA subsidies, now expiring at end of 2025; 🔺 Expect Congressional efforts to protect access to abortion and to IVF procedures; 🔺 Members will push to expand Medicare Part D OOP maximums to employer group health plans; and 🔺 Employers will likely see Congressional efforts to cap insulin costs in group healthcare plans. If the Republicans take the White House and Congress: 🔺 The GOP is unlikely to support expansion of the ACA subsidies beyond 2025 or increased funding for the public exchanges; 🔺 Although there are rumblings of a possible effort to “improve” the ACA, Congressional Republicans appear to have little appetite to re-litigate the “repeal and replace” battles of 2017; 🔺 The GOP is likely to support expansion of account-based healthcare plans and access to non-ACA health insurance; and 🔺 The GOP likely will resist calls to expand Medicare’s Part D OOP maximums to employer group health plans. The election results may also affect key areas of employer healthcare, such as access, affordability, and the soaring cost of prescription drugs. Split party control of the White House and Congress could result in a variety of political scenarios for employer healthcare that could stretch well into the next presidential term.
