The State Highway Administration’s (SHA) Office of Planning and Preliminary Engineering (OPPE) Travel Forecasting and Analysis Division is recruiting for a Team Leader (Transportation Engineer IV) position in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitmentThe resulting list of eligible candidates will be used to fill this vacancy or function only. Nature of work:  The Team Leader is responsible for supporting, developing, and reviewing travel demand forecasts and technical traffic analyses for complex planning, design, and construction projects.  The information and analyses are utilized by various customers and divisions throughout the State Highway Administration (SHA) as well as outside agencies and the public.   The work requires knowledge of traffic engineering/analysis, traffic simulation tools, and travel demand forecasting.  Tasks range from performing and/or managing traffic analyses to developing existing and future travel demand data.  This may also include conducting operational and safety related evaluations, reviewing traffic impact studies, preparing title sheet traffic data, calculating Loss of Public Benefit information, and coordinating requests for traffic and crash data.  The Team Leader may be required to support various agency wide programs and provide potential updates to various standard operating procedures (SOP) and reference materials.   This position may also be involved in the evaluation of data to validate the accuracy, reliability, and usability of various data sources including innovative and emerging data sources.  The incumbent may assume team leadership responsibilities for one or more counties as needed and may serve as a project liaison or SHA representative for traffic related issues at various project teams and public meetings.  The Team Leader will collaborate closely with other offices on data needs and data performance as well as work with Metropolitan Planning Organizations (MPOs), local jurisdictions, and other MDOT modes on projects. Additionally, this role may be required to perform task and/or contract management duties for consultant contracts, prepare and review technical reports and correspondence, and supervise, review, and approve consultants work products.

Qualifications

Minimum Qualifications:
 
Education: Possession of a bachelor's degree in engineering from an accredited college or university.

Experience: Four (4) years of experience in professional engineering.

Selective Qualification: Two (2) years of traffic/transportation engineering and/or transportation planning experience.

A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability). 

Preferred Qualification
 
The ideal candidate should possess one or more of the following: 

  • Experience in traffic analysis, traffic simulation tools, and travel demand models. 
  • Excellent written and verbal communication and interpersonal skills. 
  • Ability to multiple tasks, exercise initiative, and use sound judgment.  
  • Ability to interpret and conform to laws, rules, regulations and policies.  
  • A Professional Engineer’s (P.E.) License.

Notes:

1.  Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.

2.  Possession of a master's degree in engineering may be substituted for one year of the required experience.

3.  Persons currently registered as Professional Engineers in the State of Maryland, or in a State with comparable requirements, are considered to have met the education requirements.

Licenses & Certifications

Candidate must possess a motor vehicle operator’s license valid in the state of Maryland.
