It is our one-year anniversary since our rebrand to Steedman Planning, building on our 20 years of planning and environmental experience and expertise. We tend to be low key in telling people what we do, busy instead, getting on with what matters to our clients. We consider ourselves part of our community here in Jersey and take great pride in what we do and what we try to achieve. We look forward to being in business to help clients with what matters to them for many more years. I take the opportunity to say a heartfelt thank-you to all our clients and colleagues who have supported and continue to support us. We have many proud moments to share including pioneering local Environmental Impact Assessment, successfully co-ordinating and managing public inquiry to deliver much needed affordable housing and play space, getting land rezoned for much needed housing and low carbon energy installations. The devil is in the detail! Reasoning behind Decisions and purpose of Planning Conditions are so important when we think about Planning Permissions - the below highlights the need for clarity in both matters! At Steedman Planning we don't often shout about our achievements, but our knowledge and experience in navigating the complex for our clients is something we do really well. To achieve this we believe in collaborative working with great partners. This is a great result and sets in interesting precedent for the island. Stephanie Steedman recently assisted David Steenson of Steenson Nicholls LLP David Steenson (Steenson Nichols) persuades the Royal Court that decision making under the Planning and Building (Jersey), Law 2022 is unclear.   The Royal Court decided to quash and remit the Assistant Minister’s decision (Royal Court Judgement (2023) JRC193). David Steenson supported by Stephanie Steedman, successfully persuaded the Royal Court that the Assistant Minister’s decision needed to include full reasons for disagreeing with the Planning Inspector and that the effect and purpose of a condition must be understood when a decision is issued.

The Planning and Building (General Development – Short-term Holiday Lets) (Jersey) Amendment Order 2024 (the "2024 Order") comes into force today (1 April 2024). The provisions will be a welcome provision to support the island's tourism industry.

Restoration and management works approved for a former German Occupation site (Listed Building) in Coastal National Park and Site of Special Interest: On behalf of Jersey Fortifications Study Group, Steedman Planning secured planning permission (P/2023/1018) for the restoration and management works for a former German Occupation site which forms part of the former German Resistance Nest Steps. Known as Punkte 43, the small octagonal concrete structure is a ‘Ringstand’ or ‘Tobruk’ position, which was used as an observation post but was also adapted so that a machine gun could be mounted on the top as an anti-aircraft gun and to defend the Resistance Nest. This structure is apparently unusual for Jersey. The site is within the Coastal National Park and a Natural Site of Special Interest (SSI). Over time the sand dunes surrounding the Tobruk have migrated and swamped the structure leaving only its top visible. Steedman Planning has embraced the client’s vision and worked with the Government of Jersey’s heritage and natural resources teams to ensure that the proposals are sensitively designed and resulted in us achieving a very swift positive decision. Steedman Planning acted as agents for Jersey Fortifications Study Group, prepared landscape proposals and the planning statement, coordinated other specialist consultants and managed the entire planning application process. In doing so we have been able to ensure that the proposals respond to the special qualities of the landscape character, enhance its setting and deliver the clients aspirations to make the structure once again accessible, to preserve it for future generations and to increase the public’s understanding of the island’s occupation sites.
