Evolving Pet-Friendly Policies & Legislation
We’re seeing heightened interest from policymakers surrounding pets in multifamily. Proposed legislation, like California's AB 2216 and Arizona's SB 1439, are reshaping pet policies in housing, aiming to prohibit landlords from banning specific dog breeds or imposing restrictive weight restrictions or fees. With over 20 states considering or passing similar laws, it's evident that lawmakers are responding to the growing pet-owning population and changing attitudes toward pets as family members. Rather than relying on breed or size restrictions, experts are suggesting using behavior assessments and profiles to evaluate individual pets, including if they have a history of aggression.
Colorado's new law, HB23-1068, which went into effect 1/1/2024 caps pet deposit fees at a refundable $300 and monthly pet rent to the greater of $35 or 1.5% of monthly rent. Embracing pet-inclusive initiatives not only expands the rental market but also leads to increased renewals. These reforms aim for inclusivity and acknowledge that breed or weight restrictions are not always the most accurate measure of a pet’s behavior.

Pet Amenities
According to the NMHC and Grace Hill 2024 Renter Preferences Survey, 42% of residents are interested in a Property Dog Park, 35% in a Pet-Washing Station, and 35% in On-Site Pet Services. Including these amenities can attract renters and improve the resident experience. Strategically placing pet runs and waste stations near major building exits adds convenience, and increases the likelihood that residents will pick up after their pets.

Pet Services + Contests
Small and cost-effective initiatives, like offering dog treats in the office, or hosting pet-centered contests, (like best-dressed pet contests for Halloween), encourage resident engagement and build community. Partnering with services, like pet-sitting or dog-walking providers, can lead to revenue sharing in some instances, while also improving resident lifestyle and convenience.
