West Yorkshire is made up of diverse and flourishing communities. But the distribution of health, wealth and opportunity is not equal across the region. High-quality housing can have a huge impact on our places and communities. We must ensure that our physical, digital and community infrastructure is robust, and that our neighbourhoods are great places to live and play, where people can safely walk, wheel and cycle. We will build on the strengths of our existing places, ensuring that our homes and communities play their vital role in supporting the health, safety and happiness of residents. We aim to: • Improve neighbourhood safety and health. • Support developments to offer access to green space and space to play. • Support developments that encourage active travel. • Improve infrastructure resilience. For the last two years, Pocket Living has led a Small Sites Planning Policy campaign, on behalf of the SME sector, calling for a presumption in favour of development for small sites in London and across the UK. The initiative is supported by almost 70 organisations including Barratt Developments plc, The G15, National Housing Federation and a range of SMEs. 🌱 This week our MD, Paul Rickard, met with Housing Minister Lee Rowley (MP), Andrew Lewer (MP), and David Thomas (CEO Barratt Developments) to discuss the policy that could unlock more than 110,000 homes in the 10 largest urban locations alone. 🏙️ We thank Andrew Lewer for his ongoing support for the policy and the SME sector. 🏠

Have you heard of Tempsford? At the junction of the East Coast Mainline and the planned East-West Rail line, Tempsford could be the perfect place for one of the new government's New Towns. Kane Emerson and Samuel Hughes make the case in our latest briefing. The new Labour government has committed to delivering 1.5 million new homes and a generation of new towns across the country. This means we need to get building, quickly. But we also need to build where there is the most pressure on demand - not least to reduce homelessness. Not all new towns are equally successful. Proximity and transport links to areas of high economic activity is key. Edinburgh New Town (pictured) is a great example. So where should this government build new towns? A good starting place is existing rail links, particularly where there are opportunities for value uplift - such as the Digswell Viaduct bottleneck, which requires significant investment. To address the housing crisis, this government will need to build several new towns. Tempsford offers a great place to start: it is connected to the north, south, east and west, and close to London and the Oxford-Cambridge arc. The government will need to act fast. With focus, a hybrid bill could be passed this year. New towns not only house people, but show us what is possible: we can once again be a country that build things. Labour’s proposal to use the grey belt is a promising idea for new development. Knight Frank has analysed this new category and found 11,000 previously developed sites, which make up less than 1% of the existing green belt. These sites are mostly in the south of England, with over 40% within the London green belt area. According to Knight Frank, these grey belt sites could provide space for 100,000 to 200,000 new family homes. This offers a big chance to boost the supply of affordable housing, especially in high-demand areas. However, talking about these possibilities is easy, but delivering them is another challenge. Should we wait for planning reforms to catch up with this potential, or can we, as an industry, do more to make sure affordable housing providers have the resources they need for proactive development? By addressing the hurdles faced by many, particularly local councils, we can invest in more initiatives to create affordable housing options and build a more sustainable and fair housing market. It's essential for all stakeholders to see the significant benefits of investing in such initiatives. The Queensland team spent a proactive morning at the Property Council of Australia’s ‘How are Councils responding to the housing crisis?’ event, featuring keynote speaker Julie Saunders from Urbis and panellists Mayor Peter Flannery City of Moreton Bay, Mayor Jon Raven of Logan City Council and Teresa Harding, Mayor of Ipswich City Council. Our key takeaway from the event were: • In the coming years, there will be a contraction between housing demand and supply; demand will steadily decrease to meet supply levels. • A long-term investment into social and affordable housing is crucial to foster healthy communities. • We need to build social and affordable housing for the future as well as the present; a lesson learned noting the current social and affordable housing figure has been current for 10 to 15 years prior. • Growth LGAs have residential approvals but not enough supportive infrastructure. • The infill infrastructure incentive has been cited as a “sugar hit” to temporarily relieve the pressure for housing supply delivery. Bridging the Gap: Waverley Council's Affordable Housing Contributions Scheme Waverley Council has embarked on an initiative aimed at addressing the most pressing issue facing its community today - the acute shortage of affordable housing. The introduction of Waverley Affordable Housing Contributions Scheme, which is in the final stages of planning, outlines a dual-contributions framework designed to capitalise on the development process for the public good. The new policy mandates a 1% levy on the gross floor area of new residential flat buildings, independent living units, multi-dwelling housing and shop-top housing developments. Additionally, for sites benefiting from planning uplift, a tailored contribution towards affordable housing will be calculated at the planning proposal assessment stage.
