Throwback to when elected officials and affordable housing organizations from across the state came together for a ceremonial signing of four robust bills from the 2024 legislative session to advance housing production as well as the state's homeless response. The entire package was passed with bipartisan support. Everyone wins! Notably, Senate Bill 1530 provides a total of $278 million in funding for housing development. And Senate Bill 1537 is designed to encourage more housing production across the state. It's disappointing (but honestly, unsurprising) to see funding for this get cut back. Cities in Oregon have been overwhelmingly clear: if we want to ramp up housing production, we need money for the infrastructure to support it. This isn't as simple as just making roads more narrow to cut costs. It also doesn't fit with the push for UGB expansion allowances, which will only make the infrastructure more expensive to build.

This is an interesting read. Obviously the lower costs and a faster streamlined process can be seen as a positive. However, the fact that prevailing wages and union labor is not seen as important is troubling for me especially given that economic justice is one cause of families and individuals being shelterless. I do see this as a positive development in that there needs to be a discussion of the need for more vouchers, the expansion of LIHTC, and how governmental bureaucracy can be the problem and not the solution (yet, I am never one to say public/private partnerships and just one way of doing things even when free market is touted as the best way to get things done). It will take time once these units are developed to measure up-keep, evictions, turn-over of tenants, connected services within a community, the building of social connections, increased economic outcomes for those residing there, and whether the private equity firms actually invest in the long run.
Privately financed affordable-housing projects also benefit from recent changes in state law and local regulations that have streamlined approvals and raised unit maximums for projects serving low-income residents, transit-rich neighborhoods and the homeless population.#multifamilyapartments #affordable
