Potential provisions include increasing federal matching funds for states that expand HCBS programs and mandating HCBS coverage for individuals with disabilities under Medicaid. New Early and Periodic Screening, Diagnostic and Treatment (EPSDT) guidance from the federal Centers for Medicare and Medicaid Services today. Two important sections of text for school-based health and behavioral health services: "Given the role of the education system in the lives of children, states are encouraged to include collaboration with Local Educational Agencies as an accepted practice within Medicaid case management and care coordination to reduce service fragmentation and enhance comprehensive coordination of Medicaid services across settings." "Consistent with federal disability rights laws and the Supreme Court’s decision in Olmstead v. L.C., 527 U.S. 581 (1999), states must ensure that services covered under EPSDT are provided in the most integrated setting appropriate for the child, which includes clinics, or in schools, and at home, and must avoid unnecessary placements in segregated treatment settings."

To help incarcerated individuals get care and transition back into their communities, states can apply for Medicaid “pre-release” waivers. Individuals who are incarcerated have higher rates of mental illness, substance use disorder, and other health needs. These Medicaid services aim to improve health care transitions, increase continuity of health coverage, reduce disruptions in care, improve health outcomes, and decrease repeat offenses. As of last week, CMS has approved reentry waiver requests from 11 states, and 13 additional reentry waivers remain pending: https://on.kff.org/3Xd7gfJ
