We’re delighted to announce that Joanna Weiner, Senior Counsel at NYC Health + Hospitals, has been elected to University Settlement’s Board of Directors. Joanna has worked as a health care lawyer for more than 20 years, serving as in-house counsel for non-profit hospitals and as outside counsel for a variety of not-for-profit health care entities. In her current role, she leads NYC Health + Hospitals’ health care regulatory practice. A graduate of Harvard College, she received her J.D. from Boston University School of Law. Joanna lives in Brooklyn with her husband, two teenagers, and their dog; outside of work, she sings in a treble choir and serves on its board. “We are grateful to welcome Joanna to our Board,” said Melissa E. I am very happy to share that my research exploring the differences in incentives (and thus behavior) between for-profit and not-for-profit firms is now forthcoming in the Journal of Law and Economics! In this paper, I investigate a terrible choice nursing homes faced during the pandemic: isolate residents to prevent deaths from COVID-19 but doing so may increase total deaths by aggravating mental illnesses such as dementia. I find that nursing homes that were subject to the profit-and-loss system implemented isolation measures that were more aligned with the preferences of consumers than nonprofit/government facilities. As many of you know, Denver Health will be asking voters to approve a nominal .34% sales tax increase in November – that’s only 3.4 cents for every $10. The initiative is called Healing Denver. Polling has been extremely favorable, as has the response from every call I make, every meeting I attend, every event where I speak. This is what I hear every day: I had no idea that Denver Health provides free counseling and medical services to DPS students! I had no idea that Denver Health trains paramedics and oversees all the ambulances for the city and county of Denver! I had no idea that Denver Health has 1.3 million patient visits. I had no idea that… In the nearly two years since I’ve been the CEO of Denver Health, I have seen firsthand the impact that Denver Health makes on our patients, their families, and our community. But we have a funding challenge: while other safety net hospitals around the country receive an average of 11% of their budget from their local municipalities, Denver only funds approximately 2% of our budget, despite our role in dealing with many significant issues in our community--from homelessness to behavioral health to caring for over 16,000 DPS students. Telling the story of Denver Health will require robust educational efforts, marketing/media support and a dedicated campaign team to manage all the critical components. We have raised significant money but could use your help. The most glaring issue is brilliantly summarized by Ge Bai stating "the line between non-profit and for-profit hospital is becoming blurry in the U.S. This is exacerbated as more hospitals become part of larger health systems, which reduce competition and leave patients with few choices." “Affordable healthcare continues to be a problem for many Americans,” said the PLOS One study. “As many as 41% of adults currently have debt caused by medical or dental bills. Misaligned incentives for executives at non-profit hospitals contributes to the rising burden of healthcare costs to American families and suggests their financial priorities are not aligned with the obligations to the communities they serve. House Bill 133 in Florida aims to reform professional licensing requirements for barbers and cosmetologists, especially for individuals with criminal convictions. This bill seeks to remove barriers to employment for these individuals by preventing the denial of licensure based on past convictions after a certain period. This move is intended to facilitate their reintegration into society by allowing them to gain sustainable employment. Other states have shown interest in similar legislative efforts, focusing on reducing the impact of criminal records on professional licensing. States like Texas, California, and Illinois have also explored or implemented reforms to support justice-impacted individuals in obtaining professional licenses, helping them to reintegrate into the workforce and reduce recidivism rates. Any new grants to be funded in 2024 will be by invitation only. There will not be an open grant application process. However, upon reading the new Strategic Framework, should a grantee have ideas about aligning their future work to the Framework, they are encouraged to speak with their Program Officer. We anticipate releasing EHF's 2025 Grant Guidance in the Fall of 2024.
