The Asian Development Fund is ADB’s largest source of grants for operations in most vulnerable developing member countries and is replenished every four years. Cost efficient is not necessarily cost equitable. Good to see numbers put to #shiftingpower but important to flag a potential landmine - many funders think "local = cheap" and forget the importance of #equity, #dignity and #respect in their calculations. Cost-effectiveness. You hear that a lot in philanthropy. So I'm just going to leave this here: 🔜 The commitments made by several US and European foundations to shift at least 25% of their funds - aligned with Grand Bargain and USAID commitments - from international to local intermediary structures would be super cost-effective. 💸 Local intermediaries could deliver programming that is 32% more cost efficient than international intermediaries, by stripping out inflated international overhead and salary costs. 💸 Applied to the ODA funding flows allocated to UN/INGOs in 2018 ($54bn), this would equate to US$4.3bn annually. Last week The ONE Campaign was out in force at the African Development Bank Group annual meetings. We had some important wins: 👉 $117 billion of callable capital to preserve its lending capacity increasing the Bank’s authorized capital from $201 billion to $318 billion. 👉 President Ruto reiterated his call for an ambitious replenishment of the African Development Fund (ADF-17), targeting $25 billion (nearly triple ADF-16's $8.9 billion). 👉 Kenya, as the host nation, made a significant pledge of $20 million to the ADF-17 as a first-time donor. 👉 The AfDB committed to supporting the re-evaluation of African countries’ GDP by incorporating natural capital considerations. If one examines the Facts, the FCRA Act is silent on this issue, it does not prohibit refund of funds. How FCRA Dept can prohibit a refund clause between donor and grantee is truly beyond me. If the donor and donee decide that they do not wish to continue the contract that they have entered, as long as there is a clause for refund, FCRA Dept legally is on a very weak ground to refuse permission to refund the funds. This is the basic law of Contract, which FCRA Dept cannot overrule, however practical reality is that since no one has dared to take the Dept to court on this issue, it has been merrily refusing the permission.
Is it possible to return unspent grant to the foreign donor? No, there is no provision under #FCRA for return of unspent grant funds to foreign donors.

🌍 Engaging discussions at the recent sessions on GCF financing and access to funds! Key topics included the challenges faced by developing countries in navigating accreditation processes, financing modalities, and ensuring inclusivity in project development. Ibrahim, GCF Regional Manager for francophone Africa, provided valuable insights into ongoing reforms aimed at addressing these challenges. Panelists highlighted the need for reforms in GCF funding procedures, particularly regarding accreditation and finance, underscoring the limited representation of African entities, especially subnational ones. Ibrahim shared updates on GCF's commitment to reform, including efforts to accredit more entities, promote national-level project proposals, and enhance community involvement.
