Having worked for six Secretaries of State and countless junior ministers (some reshuffles and appointments more planned than others!), it's fair to say I've been involved in a lot of preparation for new ministerial teams. Every minister brings their own communication style and it's just as crucial for businesses and stakeholders, as it is for government press officers, to quickly learn this style, and find the best way to engage. My top tips? 1. Engage media hungry junior ministers to get on the ministerial radar if you can't get access to the Secretary of State 2. Offer engaging visit opportunities (top marks for hard hats and high vis jackets), ideally close to London or their constituency 3. Partner with other organisations in your area to offer a full day of visits - trust me, it's much easier to say yes to a well structured itinerary 4. Consider mirroring a new Secretary of States's social media style to attract attention, whether that's engaging videos or pithy tweets 5. Don't underestimate the likelihood of an early reshuffle. Will the policy makers and those who execute them on the ground take note and do something about the poor state of civic infrastructure in our country. Making highways alone is not growth.

As Sir Keir Starmer embarks on fulfilling the Labour Government's five key missions, we at Q5 have been exploring how this can be achieved within a complex governmental structure already facing extensive and diverse challenges. I was delighted to have been asked to contribute to this article, working alongside brilliant colleagues Adam Connell, Ken Earle, and Kate Carmichael to look at how a Strategy Management Office (or Mission Management Office) could be the delivery vehicle for the transformation ahead. From experience, we know that creating the right structures and strategic focus is key, and these functions must be equipped with the mandate and the resources to drive accountability. They cannot get bogged down in the BAU of government. To enable this change, they will need to build a strong change management approach with extensive culture development that brings Civil Servants from across departments together to truly act as owners of the Missions. Interesting perspective on a) the benefit of the "mission driven government" tagline and b) the challenge of making it real for policy and delivery teams (ie, G7 and below) who need to make sure that their day to day choices enshrine the Government's intent. Never more important than in designing digital services and setting their success measures.
