Yesterday, our Director of Policy for #Environment, Francesco Sandrelli, joined a panel discussion on the Carbon Intensity Index (CII) organised by Campbell Johnston Clark (CJC). The panel delved into the CII's evolution, methodologies, practical considerations, and legal implications, helping #shipping professionals gain a deeper understanding of related issues. The International Maritime Organization has shot down a request for it to tell the world not to rely on its flawed Carbon Intensity Indicator. Panama, the Bahamas and trade bodies representing shipowners and cruise operators had asked the Marine Environment Protection Committee for a resolution to tell parties including financiers, insurers, charterers, brokers and port state control “that CII is currently within a de facto experience building phase and key elements of the system are interim”. The motion, which was swiftly struck down on the debating floor in London yesterday, said there have been more than 30 submissions to IMO noting problems with the CII — an operational efficiency ranking system. None of these problems have been fixed and some of the submissions not yet debated, the motion said. The widely derided measure has no enforcement mechanism and shipowners moan that it creates perverse incentives, including for ships to sail more in ballast and carry less cargo. Ships spending time in port risks worse rankings, even if they are stopping to install fuel efficiency upgrades. The CII is up for review, which is due to be finished by 2026, and big changes are likely. Bulk majors Golden Ocean Group, Genco Shipping & Trading Limited and Navios Maritime Partners L.P. do not see a consensus on green fuels for bulk shipping in the short term. So the chief execs made clear at New York’s Marine Money conference. ”I think in dry bulk, it’s challenging to get dual fuel started. "Vessels are affected by various factors beyond their control, such as weather conditions, port delays, charterers’ decisions, congestion problems and security threats. Therefore, their performance cannot be accurately assessed by one simple division," observed Dimitris Monioudis of INTERCARGO. SEEP manager at Dynacom Tankers Management, Ltd., Evangelos Adam, provided examples of why CII is not a real measure of environmental performance. "Smaller vessels spending longer periods in ports or anchorages will have a lower rating since they consume fuel without performing cargo work. In absolute terms, these vessels pollute less, but this is inversely proportional to the CII they can achieve. When a vessel is rated E, it does not necessarily mean it pollutes more; market conditions may have significantly affected its performance," said Mr Adam. "Conversely, because the denominator uses dwt and not the actual cargo carried, if a ship is running unladen and sailing all over the Mediterranean for example, it can achieve an excellent CII despite high pollution," he added.
