I'm often asked “how animal welfare can be measured or judged”?. There are regulations and laws set down by #governments which are legal requirements, however enforcement is another matter. As a benchmark, I often advise people to always consider the 5 Freedoms which are a mental checklist and really solid benchmark for everyone to process when they want to make some sort of objective or near quantitative measure of whether an animal is experiencing good #welfare or not.... ✅ Freedom from hunger, thirst & malnutrition ✅ Freedom from discomfort ✅ Freedom from pain, injury or disease ✅ Freedom to express normal behaviour ✅ Freedom from fear, distress & suffering So have these 5 tips for #freedom and good #animalwelfare at the tips of your neurons and it will help more #pets. [ Ensure cats are sterilised 🙏🏻🙏🏻🙏🏻 ] Finally, this cat and mouse game is over. As promised by SMS Tan Kiat How last year, we are not pussyfooting around the issue of keeping cats in HDB flats. As much as the agencies are tired of answering my repeated questions, I’m also tired of asking this every year for the past few years 😬 But this change in policy must make sense. One of the reasons we banned the keeping of cats in HDB is due to caterwauling. I’ve experienced this firsthand when I lived in Jurong West and I agree that these cats make loud mating calls in the middle of the night. The solution is simple, sterilise the cats. Sterlised cats don't caterwaul. However, we are now proposing to allow the keeping of cats in HDB but not mandate the sterilisation of pet cats. We are setting ourselves up for future problems. In reversing the ban, we need to make sure we resolve the reasons for the ban in the first place. Mandating sterilisation also ensures people don’t end up with too many cats as the cats will start breeding. I hope the government will hear the calls from animal welfare groups and ensure we mandate the sterilisation of pet cats as a prerequisite for the keeping of cats in HDB flats. The new CCAC categories of welfare impact guidelines have a six-year implementation timeline, with the expectation that certified institutions develop an implementation plan by the third year. This will allow all program participants the time they need to prepare for the implementation of the categories of welfare impact in 2030. Between now and 2030, institutions must continue to categorize their protocols using the current CCAC’s categories of invasiveness in animal experiments and submit their annual animal use data to the CCAC using categories of invasiveness and not the categories of welfare impact. The "CCAC guidelines: Categories of welfare impact" is aligned with two other recently published guidelines documents: the "CCAC guidelines: Animal welfare assessment" and the "CCAC guidelines: Identification of scientific endpoints, humane intervention points, and cumulative endpoints". These documents will figure substantially in the new method of animal use data collection that is currently in preparation by the Animal Use Data Working Group. However, until 2030 when both the new animal use data collection method and the categories of welfare impact guidelines come into effect, institutions must continue to categorize their protocols and submit their annual animal use data using the CCAC’s categories of invasiveness.

The future for animals is clear. Any type of animal that AR groups like the RSPCA can demonise will be ordered sterilised out of existence or killed. Weak governments will hide behind claims of welfare and human safety as they rush to comply with AR demands without a thought to the heartbreak and grief that is caused. China’s EATS (CHEATS) Act bulldozes states’ rights and animal welfare to roll out the red carpet for high-rise factory farms controlled by the Chinese Communist Party. By Wayne Pacelle House Agriculture Committee Chairman Glenn “GT” Thompson, R-Penn., has announced he’s including a provision in the Farm bill to overturn key state laws providing more living space for farm animals, including Prop 12 in California. With committee action planned for May 23, Animal Wellness Action and the Center for a Humane Economy will vigorously oppose the Farm bill if it includes any portion of China’s EATS Act, which we’ve dubbed the CHEATS Act. Thompson is attacking state animal-welfare laws even after the National Pork Producers Council (NPPC) and its allies—including the Chinese-owned Smithfield Foods—have lost 11 straight federal court cases challenging Prop 12 and related measures. In May 2023, in the key case in the U.S. Supreme Court, Justices Neil Gorsuch, Clarence Thomas, Amy Coney Barrett, Elena Kagan, and Sonia Sotomayor ruled that California had exercised proper authority in passing a law to restrict in-state sale of pork, eggs, and veal from extreme confinement operations, no matter where production occurs. The ink wasn’t dry on the SCOTUS ruling when federal lawmakers from Kansas and Iowa introduced the CHEATS Act. But so far, their effort has sputtered. Not a single Democrat in either chamber of Congress has cosponsored the bill. Only 51 of the 267 Republicans in Congress (18%) are cosponsors of either the House or Senate measure (H.R. 4417 and S. 2019). In contrast, more than 230 Democrats and Republicans in Congress (43%) are on the record against the CHEATS Act and its derivatives. There have been four major congressional letters opposing the legislation: a bipartisan letter with 171 House signers in August 2023, a bipartisan letter with 30 Senators just days later; a Republican letter with 16 House signers in October 2023; and a Republican letter with 10 House signers in March 2024. In her letter, Congresswoman Anna Paulina Luna, R-Fla, and nine other conservatives said they were “gravely concerned about infiltration of American pork production by foreign adversaries, principally the CCP [Chinese Communist Party].”
