The 2023 deportation of Afghan refugees from Pakistan highlights crucial issues surrounding citizenship, governance, and democracy. Arsham M. Bari, MPA ’25, analyzes Pakistan’s decision to repatriate Afghan refugees, examining its impact on both countries and its broader implications for international norms and human rights. By tracing the historical context of Pakistan hosting nearly 4 million Afghan refugees over the past four decades, the paper evaluates the evolving legal and policy frameworks since the Soviet-Afghan War, the U.S. invasion of Afghanistan, and the Taliban's resurgence. It explores how Pakistan’s governance structures, national security concerns, and economic pressures shaped the deportation decision while also considering the challenges faced by deported refugees in Afghanistan. Bari further explores policy recommendations for humane and consistent governance of refugee populations, advocating for protecting democratic values and international human rights standards. 24.4.2024 Israel’s decade-long attacks on UNRWA are part of an effort to strip Palestinians of their refugee status. Lazzarini told council members on Wednesday that the real reason behind the Israeli calls for UNRWA to be closed down is not about its adherence to humanitarian principles, it is an attempt to end the refugee status of millions of Palestinians. The true aim is to change the long-standing political parameters for peace in the Occupied Palestinian Territories, he added. “Accusations that UNRWA has deliberately perpetuated Palestinians’ refugee status are false and dishonest,” Lazzarini said. “The agency exists because a political solution does not. It exists in lieu of a state that can deliver critical public services. “The international community has long attempted to contain, rather than resolve, the Israeli-Palestinian conflict. Lip service is paid to the two-state solution each time an escalation occurs, costing lives and hope. “UNRWA was created 75 years ago as a temporary agency, a stop-gap measure, pending a political answer to the question of Palestine. “If the international community truly commits to a political solution, UNRWA can retrieve its temporary nature by supporting a time-bomb transition, delivering education, primary healthcare and social support. It can do so until a Palestinian administration takes over the services.” UNRWA head Philippe Lazzarini added his agency is surviving ‘hand-to-mouth’ but can function at least through June. In the aftermath of Europe’s 2015 refugee crisis, the EU has allocated over €11 billion to Turkey to assist in accommodating nearly 4 million individuals seeking refuge from Syria’s civil war. This funding, the largest humanitarian effort in EU history, is primarily directed towards keeping asylum-seekers in Turkey rather than allowing their entry into the EU. Significantly, a substantial portion of this amount, nearly €1 billion, has been earmarked for enhancing border security and asylum processing in Turkey. However, recent reports suggest that Ankara is utilizing these resources to forcibly deport refugees, including Syrians and Afghans, back to their perilous home countries. An investigation conducted by POLITICO and other news outlets, in collaboration with Lighthouse Reports, uncovered that despite numerous warnings from various sources, including civil society groups and diplomats, the European Commission has turned a blind eye to the misuse of EU funds to support a deportation system expelling tens of thousands of asylum-seekers. The findings shed light on the complex dynamics surrounding the EU's financial assistance to Turkey and the unintended consequences of these actions on vulnerable populations seeking safety and protection. #EU #RefugeeCrisis #HumanitarianAid
