We don’t want a plan that is exclusionary. In my opinion, it's especially noteworthy that ALL apartments will be affordable to households with income at or below 60% of the area median. Five apartments will be further restricted to households with income at or below 50% of the area median, while eleven apartments will be further restricted to households with income at or below 30% of area median. PA's Abandoned and Blighted Property Conservatorship Act (Act 135) has been a valuable tool for repairing and remediating distressed properties. However, there have been some issues with its application, and there is room for improvement. In this article, we review the Act's usage and suggest reforms and policy changes. Our hope is to spark conversation and recommendations for change among those in community development, redevelopment, blight mitigation, and housing. Successful downtowns have lots of people living in them. They are neighbourhoods unto themselves. Those who travel downtown for work or are visitors are just gravy. It's good to see Windsor investing in its downtown. There was a time when it was an attractive arts and cultural hub, until there were a few decades of bad planning and community investment decisions.
