How can governments use lessons learned from SLFRF to address today’s most critical needs within the constraints of annual operating budgets? SLFRF provided a massive influx of funds, but as 2026 draws closer, governments will have to determine where and how to sustain programming within their fiscal limitations. These decisions should be driven by community needs, assessed against impact measurement, and understood through a fiscal lens. Surely one of a municipality's prime roles should be to ensure its citizens have clean water. Instead of proper maintenance, they are focused on projects like blanket rezoning. How will the utilities in older mature communities handle greater density? Or the Green Line- phase 1 of which is likely to run $4-5 billion over budget, which they will have to lay off on taxpayers. Think of all the other deferred maintenance issues we have.   I wonder if the City's Risk Register even identifies the loss of our major water supply, and assuming it did, what mitigation plans did they identify? Has your municipality considered funding through the Wisconsin Department of Natural Resources Clean Water Fund Program (CWFP)? The CWFP provides low-cost financing to Wisconsin municipalities in the form of reduced-interest rate loans for publicly owned wastewater and storm water projects that protect and improve public health and water quality. The CWFP also includes projects for compliance with a municipality's Wisconsin Pollution Discharge Elimination System (WPDES) permit. Additional points and criteria for regionalization, phosphorus reduction, and energy efficiency projects if considering principal forgiveness. Due to the continued high demand for financial assistance, there are loan limitations that will impact the 2025 CWFP applications.
