It involves pre-application meetings, preliminary plat, and/or site plan review. Navigating this process requires expertise in dealing with city processes, public hearings, environmental reviews, and required studies. ➡ Engineers play a vital role in the entitlement phase. They can identify potential design challenges early on and address them with city staff, saving time and resources later in the project. Engineers also help prepare the necessary documents and plans required for the entitlement process. ➡ It's essential to understand that the entitlement process is not a quick endeavor. City processes are governed by state statutes, leaving little room for shortcuts. Expect to invest time in public hearings, environmental reviews, commission approvals, and other procedures. ➡ During this phase, be prepared for requirements such as stormwater management, frontage improvements (e.g., sidewalks or street enhancements), and various studies (e.g., traffic, wetland delineations, geotechnical, infiltration).
