Things are dire for the non-profit workforce that New York City relies on. We need action now! At a time when 50 percent of New Yorkers cannot cover their basic needs—amid pandemic-exacerbated inequities in mental health, food insecurity, homelessness, and poverty—a fully staffed human services sector is more important than ever to New York’s future. The sector’s disproportionately low wages, which consistently fall below the city’s cost of living, is a glaring equity issue in a sector where the majority of workers are women and people of color. Housing Whitefish is starting to see a real impact from the Whitefish Workforce Assistance Program. Through two application cycles, the program has already helped 81 individuals and nearly 40 households stay in the community they love or move closer to work. From the applications we've learned that 63% of applicants (n=63) said they are at risk of moving from Flathead County because of their ability to pay rent or utilities. This would be a devastating loss for our community as these are the people check us in at our dentist appointment, teach our fitness classes, own our local coffee shops, watch our children, greet you at our local downtown businesses, scan your ski pass, and more. Their desire to live here isn't the issue: 98% of applicants would love to stay in the community long-term and 46% are actively seeking a local homeownership opportunity. The issue is that they are increasingly cost burdened, paying on average 47% of the income on rent along (not including utilities). Our program is helping our hardworking neighbors continue to live in Whitefish while we build more housing, implement proven policy solutions, and deepen partnerships with key stakeholders. Good story by Abbie VanSickle of The New York Times looking at the homeless camping in Grants Pass, Oregon, which will become a Supreme Court case later this month. States in the Western US are governed by the Boise v. Martin case, which held that cities couldn't ban homeless camping on public property if there wasn't sufficient capacity in homelessness centers. This ruling has led to an increase in camping, which along with problems related to the Covid pandemic, has greatly damaged downtown areas in Portland, Seattle, San Francisco and elsewhere in the nine states in the 9th Federal Circuit (CA, OR, WA, HI, AK, ID, MT, NV, and AZ). The Boise case doesn't apply in other states, where cities can ban street camping. VanSickle's article profiles a 55-year old woman, Laura Gutowski, who has been unemployed and later homeless since her husband died several years ago. Later in the article, it's revealed that Gutowski is addicted to drugs, which was facilitated by Oregon's Measure 110, which decriminalized possession of hard drugs until its expiration on September 1. More recently, Gutowski has qualified for widow's benefits due to the death of her husband and has qualified for a federally-subsidized housing voucher. She is receiving help in applying for apartments. Her case illustrates the importance of cities and counties to maintain a "by-name list", to identify the homeless population, document their addiction and mental health status, identify next-of-kin, and enumerate previous work experiences. Collecting that information will help each service provider know more about the individual and potentially help individuals quality for Federal disability benefits (or spousal benefits as in Ms. Gutkowski's case) The goal should be to help rehabilitate the homeless so that they can re-enter society, whether that means drug treatment, job training, or mental health treatment. We shouldn't be facilitating the homeless to camp in public parks, recreation, and wildlife areas. Let's hope the US Supreme Court provides relief to communities in the 9th Circuit and reverses the Boise v. Martin decision. https://lnkd.in/g6VTd6tn

Human services nonprofit organizations have become more critical than ever to New York City’s functioning and well-being. These nonprofits deliver the lion’s share of safety net services to vulnerable New Yorkers. They have stepped up again and again in recent years to meet the challenges of multiple crises, from an unprecedented pandemic to the largest wave of immigration in a century to rising rates of poverty, food insecurity, homelessness, and mental illness. But a new report by the Center for an Urban Future, which my organization Sunnyside Community Services lent insight to, has found that New York’s human services sector also faces a huge challenge that directly affects its ability to deliver these much-needed services to millions of New Yorkers: a staffing crisis in which the average human services nonprofit has more than 15 percent of its positions vacant, as well as unsustainably high levels of staff turnover. Now is the time for policymakers to strengthen human services organizations for the long term by ensuring they have the staff they need to provide critical services, through compensation increases, contract forms, and a stronger pathway to careers in the sector.
